Dear Mayor Driscoll:
In accordance with the Public Notification Procedures of the Massachusetts Contingency Plan
(MCP 310 CMR 40.1403(3)(f)), we are hereby notifying you of the submittal of a Permanent
Solution with Conditions for the above-referenced disposal site.
As defined in the MCP, a Permanent Solution with Conditions has been achieved for this
release through assessment of the release condition associated with historical fill at the site.
NO remediation was warranted, but limiting conditions associated with the site release
closure include the use of gardening Best Management Practices (BMPs) for non-commercial
gardening in a residential setting and implementing BMPs associated with the presence of
anthropogenic fill at the park site.
The Permanent Solution submittal is available online for public review by going to the
Massachusetts Department of Environmental Protection Reportable Release File Viewer at
htto://i)ublic.dep.state.ma.us/wsc viewer/main.asox and entering the above referenced RTN.
A copy of the report is also available at the Salem Department of Planning and Community
