Dear Sir or Madam:
As required by Massachusetts Regulation, ATC Group Services LLC (ATC) is providing you with a Release
Notification Form and notice that a Permanent Solution With Conditions report have been provided to the
MassDEP for the above-referenced property on behalf of United Rentals. Local officials have the right to request
additional Public Involvement Activities under 310 CMR 40.1403(9).
The conclusions drawn from the spill response are summarized below:
• On October 9, 2017, 26.9 quarts (approximately 6.7 gallons)of hydraulic oil was released from a pin hole in
a boom lift hydraulic line. The spill occurred during a light rain event and affected catch basins, pavement,
part of one Property building, and landscaped areas.
• That afternoon and evening, a spill response contractor responded by applying surfactants and collecting
rinse water using a vacuum truck, deploying absorbent booms to catch basins, and applying and drumming
spent absorbents applied to the ground surface.
• On October 10, 2017, the Property was inspected by ATC's LSP and the drain outfall was located 550 feet
northeast of the Property. The outfall was located at the bottom of the embankment next to and east of First
Street. The boom at the drain pipe outfall was inspected. No oil or sheen was noted.
• On October 13, 2017, NRC removed the contents (water and sediment)from all catch basins in the affected
area using a vacuum truck, and thereafter replaced the absorbent booms.A boom was placed at the bottom
of the outfall. The boom at the drain pipe outfall was inspected. No oil or sheen was noted.
• On October20,2017, NRC applied and later swept up absorbent clay to an area of sidewalk thatwas slippery.
• On October 24. 2017. The boom at the drain pipe outfall was inspected, no oil or sheen was noted.
• On October 25,2017, NRC excavated the top six inches of soil in areas that had been affected by the October
9th spill. Approximately 11.03 tons of soil was removed, disposed, and subsequently replaced on November
30, 2017. Four post excavation confirmatory soil samples were collected from affected lawn areas and one
tree well. All oil-related petroleum hydrocarbons were reduced to below residential standards. The boom at
the drain pipe outfall was inspected. No oil or sheen was noted.

• From the soil analytical data it was determined the historical fill at the property contains metals and PAHs at
levels either below anthropogenic background or below residential standards. ATC evaluated the soil data
through a Method One Risk Characterization process and determined a Permanent Solution with Conditions
had been reached. Best Management Practices for Non-Commercial Gardening are recommended to
prevent residential direct contact with PAHs in the fill.
