Zoning Board of Appeals Application :F
Application ID: ZBA-22-31 Date submitted: June 29, 202V-_-

TO THE BOARD OF APPEALS:
The Undersigned represent(s)that they are the owner(s)of a certain parcel of land located at:
Address: 13 WILLOW AVENUE Zoning District:R1
An application is being submitted to the Board of Appeals for the following reason(s):
the proposed construction of a 2 family is exactly the same as previous(footprint and height),but adding dormers on top floor which were
not there before.
For this reason,I am requesting:
[false]Variance(s)from provisions of Section of the Zoning Ordinance,specifically from
true A Special Permit under Section 335 of the Zoning Ordinance in order to better living space as rebuild from fire
L]Appealing a Decision of the Building Inspector:
[_]Comprehensive Permit:
Current Property Use:two family Are Lot Dimensions Included:Yes
The Undersigned hereby petitions the Board of Appeals to vary the terms of the Salem Zoning Ordinance and allow the project to be
constructed as per the plans submitted,as the enforcement of said Zoning By-Laws would involve practical difficulty or unnecessary
hardship to the Undersigned and relief may be granted without substantially derogating from the intent and purpose of the Zoning
Ordinance.
Statement of Hardship(for Variances):
Statement of Grounds(for Special Permits):
By adding dormers to this project,it will create a warmer and more useable space for families who live in this house. The third floor
previously had a sloping ceiling which allowed for very little livable space. There will be no change in flow of traffic or safety,and all
tenants will be able to park on property with 4 spaces. There is no change to utilities or waste disposal. As far as natural environment
and neighborhood character,this project will improve the street because of new,well thought out,and good looking construction. If
anything,there will be LESS tenants here becaase of lower number of total rooms in the house. I also have signatures from neighbors
who have viewed the plans and agree it is aestecially pleasing—they do not object to the dormers. Finally,I assume that Salem will
receive more in taxes as the property value increases and two new families living and spending money in beautiful downtown Salem.
