I had occasion to spend some time at the Assessor's Office in the
City of Salem. A review of the cards as well as the Assessor's map
would indicate that -Carrollton Street and 5 Frederick Street are
buildable lots inasmuch as they were not owned with contiguous lots
that would have resulted in a merger.

Dear Mr. Tremblay:
I am in receipt of opinions written_byTthe City Solicitor,
Robert A. Ledoux, relative to-5 Carrollton Street, 5 Frederick
Street, 2 & 4 Valley Street, and-2 Crowdis`Street, as
grandfathered lots . The former Building Inspector, William
Monroe, denied these permits and the owners were told to go to the
Board of Appeals .
On behalf of the neighborhoods of Ward 4 and, in fact, the
entire city, I am vehemently opposed to the granting of these
permits . Other properties with similar characteristics exists
throughout the City of Salem, and I believe that a dangerous
precedent will be set that could cause a chain reaction that would
be detrimental to the character and stability of neighborhoods
throughout the City.
Please contact me prior to the issuing of any permits so that
we may discuss these immediately.
If there are any questions in connection with these permits,
