Dear Building Inspector,
I am reporting an illegal rental situation. I am currently sharingan
apartment with three other unrelated people making four unrelated peop
living in this three bedroom upstairs apartment. =
I contacted the landlord on August 2nd in reference to a rental si' =
advertised in the Salem evenina news. She told me there was one other
person living in the apartment and said he was handling the rental and gave
me his phone number. I went to meet him, Kevin Walsh, that day. The
landlord also told me that she rented out all three rooms separately, at the
time I had no knowledge that it was illegal. Kevin was living in the
apartment and I met with him for an interview. He told me they were
interviewing people so that things would work out, and said he would talk to
the landlord and they would mutually agree. He said someone else had seen
the apartment before me but he felt he would not want to share the
apartment with them. He called me August 6th and said the apartment was
mine that I had been chosen to rent the apartment and the other people
denied. I rented a van on August 7th and paid my rent. I was told after I had
the van unloaded that the other room had been rented to the other couple.
The other couple did not move in for a week. They brought some bags
in on the weekend of August 16, 17, and 18th and the man, Doug, drank from
the moment he got in - Friday to Saturday afternoon when I went down and
spoke with the landlord about it. She said she was afraid of him drinking
and what he would do. I was also. So we called the police and the officer
told me it was a civil matter and they could not do anything about it. He
also told me that it was illegal to have more than two unrelated people
1 iving in an apartment. Recently, their cat has been spraying on the
furniture that is mine and on various other things and places in the house,
making the house unlivable for myself and my six year old daughter. I need
this matter settled right away and I feel the law that forbids more than two
unrelated people living in the same apartment is very necessary. If I would
have known that these people were here. I would not have moved in and
risked my safety and my daughters.

Salem Zoning Ordinance Section 5-2(b,3) ,rooming and boarding of
more than two persons. You are also in violation of Massachusetts
General Law Section 140§22, lodging houses. Copies of both are
enclosed.
Please contact this office within seven (7) days of receipt of
this letter. Failure to comply will result in the appropriate legal
action being taken.
