As we discussed when I stopped by your house several weeks ago, your house is a legal 2
family home located in an R-2 zone. I have enclosed a copy of the Salem Zoning
Ordinance Section 5-2. Line#3 states that rooming and boarding of not more than two
person is allowed in a unit. It is alleged that you are renting to at least 10 people.
Please contact this office within 10 days upon receipt of this notice to discuss this matter
and to schedule an inspection of your property. Failure to do so will result in court action
being filed in Salem District Court.

Dear Mr. Strout,
I am writing this letter in reference to a letter I received from your office regarding a complaint
that I am allegedly running a rooming house at my property at 16 Butler Street. During a
conversation you had with my father, Lou Shidler,this morning, you suggested I send to you a
copy of the lease along with a brief explanation of the situation. As you can see by the lease, I
am renting an apartment in my home to two young women, both college students at Salem State.
While these two women do have boyfriends and/or friends over frequently, I do have it stated
clearly in the lease that any person, not on the lease, staying in the apartment for more than a
temporary visit is a violation of the lease and will result in an increase in rent. I believe this
complaint stems from an issue a neighbor had with the dramatic change in the parking situation
on this street. Before moving in,there were no cars belonging to this house, therefor the
neighbors basically had the whole street to themselves. Since my husband and I moved in and
rented the upstairs apartment,there are now four additional cars on the street. Coupled with the
frequent visitors upstairs and my own family who visits often, parking has been an issue.
We are doing what we can to alleviate the situation, and have sent in an application to the city to
have the curb cut beside the house, in order to put in a driveway. This will remove at least two
cars from the street. Unfortunately,the City is apparently backed up in this area and it is taking
longer than anticipated. We,the tenants included, have done everything we can to accommodate
our neighbors, as we wish to maintain good relation. If you have any questions or need any

THE 15 AMP ARMORED CABLE(BX)WIRING WAS PROTECTED BY OVERSIZED 30
AMP 1NISON BASE PLUG FUSES.
THE 15 AMP CIRCUIT WAS CUT AND WIRE MUTED IN THE FIRST ROOM IT SUPPLIED,
TEMPORALLY.
PLEASE TAKE THE NECESSARY STF.PS TO CORRECT THE ELECTRICAL HAZARDS
AND THE DAMAGE CAUSED BY INSTALLING OVER SIZED FUSED IN THE THIRD?LOOR
CIRCUIT.
J THIS OFFICE IS RECOMMENDING ADDED CIRCUITS TO ACCOMMODATE YOUR
LIGHTING AND POWER NEEDS IN THE THIRD FLOOR.
