I appreciate hearing from you on this matter and value your input. As you correctly point out, Section 38-13 of the City Ordinances states that it is the responsibility of the property owner to remove snow from all adjacent sidewalks. This section also calls for a$25 fine for failure to comply with the Ordinance. I want to make sure you know that residents continue to be held accountable and the City continues to enforce this Ordinance through issuing citations. So while you may not physically see any results from issuing a ticket it is our hope that taking this enforcement action will encourage residents and businesses to remove snow from their sidewalks during the next storm. Following each snow storm,the Building Department compiles a list of offending property owners who have failed to remove snow from bordering sidewalks and issues violation notices and tickets. If you have specific addresses that have failed to remove snow from their sidewalks, please share them with my Office and/or the Building Department to ensure they are properly issued a citation. As you can see,I have copied the Inspectional Services Director Thomas St. Pierre on this letter and have shared your email with him. Relative to the bypass road pedestrian walkway/bike path, at the present time the bypass road is a state roadway and as such jurisdiction for removal of snow(as well as the maintenance and care of the roadway, greenery and walkway) is the responsibility of Mass Highway. I have contacted Mass Highway officials relative to this issue and requested their assistance clearing snow from the walkway. In addition, I have asked the City's Public Services Department to pursue local alternatives to ensure that snow is removed from the walkway in the event that Mass Highway fails to do so. Lastly, I know that you have contacted the Mayor's Office before with regard to speeding traffic on Bridge Street/Route IA. We have notified the Police Department of the need for increased enforcement in the area and will do so again. Again,thank you for your email.
