On May 10, 1996 the meter reading was 35,900. On or about August 15, 1996 the meter reading was 35.200(see enclosure). When the meter reader returned to inspect the meter on August 21. he found the seals to be cut and the meter installed backwards. Under authority granted by Salem Ordinance Sec. 32-18(enclosed)the City Engineer may levy a fine of $500.00 for such tampering. Further, Ordinance Sec. 32-12 authorizes the Superintendent of the water department to shut off the water for any violation of the regulations and not let it back on until full payment is made. I have notified the City Engineer of the evidence of tampering(current reading was less than the last reading),and have recommended that a fine in the amount of $250.00 be assessed. As the meter has been tampered with, water and sewer usage for the quarter ending August 30 is an estimate based on the prior average usage of 5000 c.f. G quarter.Payment of the$250.00 fine and all outstanding FY 96(July 1, 1995 to June 30, 1996)and FY 97 water and sewer charges must be received by this office within 14 days, or I will order the water shut off.
