This document describes our home improvement plans for 12 Clifton Avenue, Salem,
Massachusetts, an 1880's-era stone French Mansard-style,two-story home. We wish to
obtain proper building permits for the projects.
Amateur architectural plans of the existing home and planned projects are attached.
Background
We purchased the home from the Jalbert Family on June 27, 2003. The house was
apparently built by the Ives family in about 1885.
We plan to move in on September 1, 2003.
We have developed friendly relationships with our neighbors, who know of our work and
plans. We have sought to keep our impact on them to a minimum, and maintain good
relationships with them.
Budget for our remodeling work is approximately $30,000.
We plan to do most of the work ourselves, with the help of a relative(wife's Father),who
has built several homes from the ground up himself An Electrician and a Plumber are
likely to be employed for several of the upgrades described below.
No exterior modifications are currently planned for the house unless venting is required
(clothes drier, range vent, electrical service upgrade).
The windows, steam heating, and hot water systems for the house were all replaced less
than a year prior our purchase of the home.
Projects are described below more-or-less in the expected order of work.
Electrical
We expect to immediately upgrade electrical service to the house from 60 amps to 200
amps. An Electrician will be engaged for this work.
Other electrical projects include some new wiring,additional light and fan switches,
recessed lights in various rooms,new telephone and cable television lines, and relocation
of the electric clothes drier from downstairs to up.
Plumbing
The house was purchased"as-is"with an existing leak in the drain from the second floor
plumbing. A plumber will be retained to repair the problem by replacing the drain.
As described below, a kitchen upgrade, relocation of the laundry, and the creation of a
Master Bathroom upstairs may also require the work of a professional. However,we (the
homeowners) will try to complete as much work as possible ourselves. We hope to
engage the plumber to consult in our planning, and to check our work upon completion.
Walls & Ceilings
Most wall surfaces in the house have been stripped of wallpaper,and will be painted. The
lath&plaster construction is in excellent condition, and requires little repair.
Kitchen
New kitchen cabinets will be installed. The layout for this cabinetry is shown on the
attached plan. We will also install a dishwasher and microwave oven. At some later date
(when we can afford to),we may purchase replacement appliances for the rest of the
kitchen.
Laundry machines, currently in the kitchen, will be moved upstairs into a dedicated
Laundry Room(more below.)
To create more space for cabinetry, a pantry closet wall will be removed. (This is not a
load-bearing wall, and appears to be, in fact a non-original later addition. Single-
thickness sheet rock was used for the facing of this closet wall.)
The kitchen sink will be relocated to an interior wall, and the range will be moved to an
outside wall, each as shown.
Plumbing for the sink relocation, as well as for a dishwasher and in-refrigerator icemaker
should be relatively simple as all plumbing is located in the fully-accessible basement.
We expect to do much or all of this plumbing work, and will install the new cabinets and
new hardwood flooring ourselves.New lighting(recessed and hanging) and switches will
be installed by a contract electrician.
Laundry
On the second floor,a new Laundry Room will be created using part of the existing
upstairs bathroom. A wall will be built to split this room. Plumbing already exists nearby
for a bathtub that will be removed.
Master Bath & Closet
A Master Bath& Closet is to be created on the second floor in the location of a previous
upstairs kitchenette.
A double vanity with two new lavatories will be installed, as well as a new toilet, a
whirlpool bath,and a dedicated shower.
This will require the construction of a new, room-dividing wall, and, as planned,the
removal of two small sections of wall.
The new wall will split the existing room into two as part of the suite: the closet and bath
areas. A pocket door will be used to separate the two.
The first existing wall to be modified will allow open access to the Shower, to be located
where a toilet and lavatory exist in the current full bathroom.
The second wall will be modified will be used to open up an existing closet space,
allowing it to become a more functional component of a walk-in closet.
A virtually useless doorway linking the existing kitchenette to the current bathroom will
be removed and walled.
A radiator will be easily relocated approximately 3' from the existing bathroom into the
new bath area.
Tile flooring will be installed in the bath area, carpet in the closet.
The new bath tub will be installed perpendicularly across the house's supporting beams.
Additional reinforcements will also be used to further distribute the weight of the filled
tub. (The previous bathtub, installed parallel with the beams in the current bathroom,
appears to have caused the floor to sag somewhat.)
Existing plumbing previously used in the kitchenette and bathroom will be leveraged for
the new requirements.
Hallway
A simple,yet significant change is planned for the main,downstairs hallway.
A closet currently impedes access directly through the house from the front door to the
back. We plan instead to"split"this closet,using a portion for a built-in china closet in
the Dining Room, and a built-in entertainment center for the Living Room side.
An architect assures us that these walls are not load-bearing and that this change will
have no structural significance for the house.Nevertheless, we will install strong headers
above the new portal ends where these walls are to be modified.
Office
Upstairs,we will convert the Northeast room known currently as a"Closet" into our
Office. We will construct a simple, small 4'x2' closet in the room,providing storage, and
hiding an unsightly drain stack pipe.
Other Rooms
Downstairs,the current Master Bedroom will become our Dining Room.
Upstairs,the small,existing"Office"will become the Nursery for our forthcoming
daughter(due in November.)The Upstairs Living Room will become the Master
Bedroom. The Northwest Bedroom will become our Study.

The current exemption of"homeowners"was extended to include owner-occupied dwellings of TWO
Units or less and to allow such homeowners to engage an individual for hire who does not possess a
license,provided that the owner act as supervisor.
DEFINITION OF HOMEOWNER:
Person(s)who owns a parcel of land on which he/she resides or intends to reside,on which there is,or is
intended to be,a one to two fancily dwelling,attached or detached structures accessory to such use and/or
farm structures. A person who constructs more than one home in a two-year period sball not be considered
a homeowner. Such"homeowner"shall submit to the Building Official,on a form acceptable to the
Building Official,that he/she be responsible to all such work performed under the building permit.

HOMEOWNER'S EXEMPTION
The code states that: "any homeowner performing work for which a building permit is required shall be
exempt from the provisions of this section(Section 1o9.1.1—Licensing of Construction Supervisors);
Provided that is a homeowner engages a person(s)for hire to do such work,that such homeowner shall act
as supervisor."
Many homeowners who use this exemption are unaware that they are assuming the responsibilities of a
supervisor(see Appendix Q,Rules and Regulations for Licensing Construction Supervisors,Section
2.15) This lack of awareness often results in serious problems,particularly when the homeowner hires
unlicensed persons In this case your Board cannot proceed against the unlicensed person as it wvuld with
I icensed Supenisor. The homeowner acting as supervisor is uttimately responsible.
To ensure that the homeowner is fully aware of hither responsibilities,many communities require,as part
of the permit application,that the homeowner certify that he/she understands the responsibilities of a
supenisor. You may care to amend and adopt such a form/certification for use in your community.
