Dear Ms. Whalen:
This office has received complaints regarding the number of persons
occupying the above reference property. Please be advised that this property
is located in the Residential Two Family district and it is a violation of the
City of Salem Zoning Ordinance for more than three (3) unrelated persons to
occupy a dwelling unit. This law is strictly enforced.
Upon an inspection of this property it was noted there has been some
minor repairs being accomplished. I informed your contractor that you would
have to remove the second floor door or rebuild the second floor porch in the
front of the property. A building permit must be obtained for this work.
Please contact this office upon receipt of this letter so as to inform us
of your intentions regarding this matter. Failure to comply will result in
legal action being taken.

As Chairman of the City of Salem Neighborhood Improvement Task Force, I am writing
to inform you that the City of Salem has received several complaints about your property located
at 107 Broadway.
As part of a plan to address problem properties throughout the City, the Mayor has created a
Neighborhood Improvement Task Force comprised of representatives from all of the City's
inspectional services departments as well as a representative from the City Council, the Housing
Authority and the City Solicitor. The mission of the Task Force will be to solicit complaints
from residents and then pool the resources of the Task Force members to address the problem
properties.
I would like to invite you to meet with me informally so that we can discuss the

meeting. If I do not hear from you within 7 days, I will turn the matter over to the entire Task

All of these repairs,etc. are scheduled to be done for the most part this month with exterior painting no
later than September. Along with these actions I have fired my former Real Estate agency who was
responsible for placing the'bad apples"in the building and hired Mr. Stephen Lombardi to both oversee
the Property renovation and locate more suitable tena=.
It is my intention to comply with all City code requirements as I have throughout my six year ownership of
the building. Mr. Lombardi would be the correct contact for any inspectional services personnel in my
absence and he may be trached at(508) 745-3142 or through his Pager(508)327-0202. You should also
note that he has already spoken with the Health Dcpt. representative.
In short Mr. Shea, this property is being taken care of as fast as time and money will allow. I trust that this
