A Public Hearing on this petition was held on July 17, 2008. The following Planning Board
L members were present: Charles Puleo (Chair), John Moustakis, Timothy Kavanaugh, Christine
5 Sullivan, Gene Collins, Pam Lombardini, and Tim Ready. Notice of this meeting was sent to
abutters and notice of the hearing was properly published in the Salem Evening News.
The petitioner is requesting a Wireless Communication Facility Special Permit under Section 5-
3, Special Permit Uses, of the City of Salem Zoning Ordinance, to allow for the installation of
five panel antennas fagade mounted on the existing penthouse, one faux chimney on the roof to
conceal one panel antenna located at 12 Pope Street Salem, MA. Additionally there would be
three equipment cabinets on the roof behind a screen wall painted to match the building.
The Planning Board reviewed the application and plans submitted and found that the petitioner
addressed the requirements of this section for the issuance of a Special Permit.
On July 17, 2008, the Board closed the Public Hearing and the Planning Board voted by a vote of
seven (7) in favor and none opposed, to grant the Wireless Communication Facility Special
Permit for the location stated above, in accordance with the application, dated June 26, 2008, and
site plan last dated June 18, 2008, titled `BOS0024B, Salem Heights", Sheets T-1, Z-1, Z-2, and
Z-3 and drawn by Hudson Design Group, submitted and now part of the file.
The Special Permit was approved with the following conditions:
1. The applicant paints the equipment to match the color of the building and the existing
roof structures; the applicant, his successors and assigns, shall maintain the paint on the
screen wall and all equipment which is permitted as part of this decision.
This endorsement shall not take effect until a copy of the decision bearing certification of the City Clerk that twenty
(20) days have elapsed and no appeal has been filed or that if such appeal has been filed that it has been dismissed or
denied, is recorded in the Essex South Registry of Deeds and is indexed in the grantor index under the name of the
owner of record or is recorded and noted on the owner's certificate of title. The fee for recording or registering shall
be paid by the owner or applicant.

Dear Ms. LeDuc:
At its meeting of August 6, 2008,the Salem Historical Commission reviewed documents
submitted concerning the installation of a wireless telecommunications facility with 6 wireless antennae at
27 Charter Street by MetroPSC New England. Documents included photographic simulations and scaled
drawings. The 27 Charter Street building is located within the Charter Street National Register District.
All equipment will be inside the enclosure and no new antennae will extend above the penthouse.
. The Salem Historical Commission found that the proposal will have no adverse effect on historic
resources and concurs with the approval of the Salem Planning Board which included a condition that the
existing blue door be painted to match the brick color of the penthouse. We also recommend that the
existing railing be painted to match the penthouse

SRA Decision
At their meeting on August 13, 2008, the SRA voted to approve the July 23, 2008
DRB recommendation and confirmed that the screening material was approved.
DRB Recommendation
At their meeting on July 23, 2008, the DRB voted to recommend approval of the
proposed wireless facility at 27 Charter Street with the following conditions:
■ The material for the screening shall be reviewed and approved; and
■ The site shall be maintained according to the Planning Board's
specifications.
Staff Comment
The screening material has not been reviewed and approved by the DRB yet but
is anticipated by August 15.
Proposal
MetroPCS proposes to install six panel antennas on the existing penthouse and
three equipment cabinets located within a new 10' x 16' lease space concealed
by a 10' screen wall. The antennas and screen wall will be painted to match the
building.

match the color of the penthouse. If this cannot be done for any reason(FAA regulations
or otherwise), the applicant shall report back to the Planning Board.
