I received your letter in regards to„90 92 Broadway 1'have a main-
tenance man cleaning the property every week. He w�-- ason cation last week
and has already corrected the trash problem. I do apologize if it causes any
inconvenience. The property is being reguarly maintained with plans to redo
exterior with assistance from the Planning Department. I have conformed with
any requests the Board of Health has made. This can be stated by Bob
Blenkhom, or Pavlo who has been in constant contact with me on this. The
building has not been a burden as it has in previous years and I hope you will
also realize this. The building next door is often neglected and seems to en-
croach upon mine. If you could contact other owners in regard to landscaping
and trash removal it would be appreciated. Also could you please send me a
copy of the compliant [hats required Board of Health Inspection.

on Oct. 18,1 91 the Salem Police Department responded to• 90 Broadway
for a police matter, during their investigation the officers-noted sojm public safety
violations at the above listed dwelling. I was called to inspect and investigate these
conditions.
The following are the public safety violations I observed which will be reported to the
proper department having jurisdiction for enforcement and remedial action:
1— muni-P(9 five male tananrs on the second floor, and three female tenants on the first
floor_ This condition eonstitues a rooming house. Referred to the Building Inspector.
2- Oven wiring in the basenent, no ground fault receptacle in the kitchen or the bathroom,
1st and 2nd floors, loose ramex cable on the floor in the makeshift bedroom off the
kitchen on the 2nd floor.-- Referred to the Electrical Department.

3- Water leaking in the bathroom. Referred to the Plumbing Inspector. l/^
4- No certificate of fitness posted, no handrail leading to the third floor. WVred
to the Health Department.

The following are the public safety (fire) violations encompassed in the Massachusetts
General Laws, Massachusetts Board of Fire Prevention Regulations(527aTJ , National Fire
Protection Association, Godes and Standards, Salem Fire Prevention Code, and City of Salem
ordinances:
1- Pile of old wood stored under the stairwell in basenmt. Violation of Chap. 148,
Section 5, Mass. Gen. Laws.
2- No permits posted for the oil burners. Violation of Mass. Fire Prev. Reg. 527CMR4.00.
3- Old sheets and clothing against the oil burner. Ordered removed immediately.
4- Basement windows blocked. Remove all obstructions aaginst the windows.
5- The following smoke detectors are either missing or inoperative:
(a)- Rear first floor landing leading to the second floor--missing.

apartment #2 owned by you and occupied by five college students as listed in
our 4/ 19/91 inspection report.
The :apartment has been vacated and at the time, the inspector met with Sam
Murphy who was in the process of cleaning/renovating.
Please be advised that this apartment cannot be occupied unless all violations
as cited in our 4/ 19/91 report have been corrected and a Certificate of Fitness
has been issued.
This apartment has been in violation of zoning regulations by renting to five
unrelated persons, and the Building Inspector's department has been investigating.
Should this apartment be rented in violation of either the State Sanitary Code,
The Certificate of Fitness Ordinance or Zoning Ordinance, legal action will be
initiated.

As the result of a complaint report from the Salem Police Department
dated 4/24/88, a representative from this department met with you at
your property located at 90-92 Broadway, and the following were noted:
The first floor apartment has been vacated, cleaned and in process of
renovation. As you stated, considerable damage had occurred. The
apartment was in the process of being painted. Both you and a workman
were on site. You also said that you had removed considerable amounts
of trash and other miscellaneous debris.
The front hallway leading to the second floor which had been repaired by
you as result of Health Code violations cited by this department had large
areas of the wall gouged out lith areas of exposed lathes. The miscellaneous
debris and trash on the second floor landing is being removed by you.
Exterior light fixture had been removed. Downspouts have been disconnected.
Upon completion of repairs to this building, kindly contact us so a
reinspection can be scheduled.
The City of Salem has recently initiated a Certificate of Fitness whereby
every vacant apartment m:�st be inspected by the Health Department prior to
new occupancy.
