September 29,2004 Tom St. Pierre Director of Public Property/Building Inspector,Zoning Enforcement Officer City of Salem 120 Washington Street Salem, MA 01970 Dear Mr. St. Pierre: I write you in reference to our discussions about the ongoing problems relating to zoning ordinance violations at the residence of 17 Broadway in Salem. As we have discussed, I have received numerous calls from neighbors complaining that the owner of the property is running an auto repair business on his residentially zoned property. In the last few months alone, I have received nearly a dozen calls complaining of this sort of activity. The most recent included the gentleman working on his car on a Sunday night after dark with a forklift and floodlights. As you are aware, this activity is very disruptive to the neighbors and in violation of the city zoning ordinance. It is my view that the neighbors, I as their elected representative on the council, and the city, have been very patient and flexible with this owner. But his repeated actions indicate clearly that he has no interest in complying with the law. The neighbors recognize that Broadway includes legitimately zoned commercial and industrial areas, and have learned to live with all that this brings. They should not have to tolerate unauthorized activity on a residential property. I recommend that we proceed to the next phase of zoning enforcement and take this matter to the district court for their consideration and action. Sincerely, 3Mqatthew A. Veno Councillor,Ward 5 .
