Dear Laura:
Last week I was to visit Mr. Quirk's apartment on 17 Briggs Street. Mr. Quirk's studio
apartment does not have a Certificate of Fitness as required by City Ordinance. In fact
none of the units has Certificates and I will address this with the building owner Domenic
Ingemi. Mr. Quirks apartment is very old. The bathroom is below minimum standards.
The ceiling is crumbling and the floor is coming apart. I will also be discussing the lack
of a second means with the owner, Mr. Ingemi.
It would be my recommendation that Mr. Quirk be relocated at soon as possible.
If further information is needed, please contact me directly.

Dear Mr. Tremblay:
In response to your letter to us dated January 28, 1994, we would like to clarify that we are not
using our home on 17 Briggs Street as a illegal four-family dwelling. We have a one bedroom
apartment and a studio unit on the first floor that are rented to tenants. We live on the second
floor and we have a border that is utilizing the third floor as her sleeping quarters. She has full
access to our apartment in order to cook, do laundry, etc. and since she is living with us she
does much of our laundry and cleaning and is responsible for watching our dog while my
husband and I are at work or away. The third floor was set up as a separate apartment by the
previous owner, however the kitchen is not fully applianced and our border cooks in our kitchen
and eats meals with us whenever our schedules happen to be the same (my husband and I work
days and she works as a waitress in the evenings and at night).

record of such variance ever having been applied for or granted.
