The current use of the building is classified as an A-3 Assembly Group. This includes Churches , Houses of Worship, dance halls (not including food or drink consumption)lecture halls etc. The use of the Church as a concert venue causes a change in use group to A-2. Changes of use group require an owner to bring the building into complete compliance with all Life Safety and Accessibility Codes. Some of the major items would be handicap accessibility, fire sprinklers,bathroom requirements and compliance with structural and seismic upgrades. A further issue would be the issue of use under zoning. Massachusetts. Zoning Law exempts religious use from zoning. Concert venues are not exempt from zoning requirements. Going forward, you are directed to cease holding this type of event .If you wish to pursue the use as a R-2 use group, You are directed to secure the services of a Mass. Registered Architect to begin the code review and accessibility upgrades. The Contractor has proposed covering the existing Nursery plaster ceiling with 3/8" veneer base gypsum board instead of repairing the existing ceiling. Previously you had stipulated that all gypsum board be fire code, and 3/8" board is not fire code. I feel the addition of a layer of gypsum board is an improvement on the fire sepa- ration ability of the existing ceiling and believe its not being fire-rated in this instance is not detrimental to your requirement for fire rated gypsum board else- where. Therefore it is acceptable to me, and this letter is to confirm our phone conversation in which you found the substitution acceptable. 2 . The Contractor has installed two layers 3/8" veneer base gypsum board instead of ' 1/2" fire code on the inside east wall of the Nursery and on all walls of the toilet room. He said he had reviewed the substitution with you and you had accepted it, and this letter is to confirm your acceptance. I have no objection. 3. Enclosed is Drawing HP&E-1 (Revision 1i4, 10/1/93) , showing the illuminated exit signs and emergency lighting you required. Please note we have added an additional exit sign over the Foyer exit door. This letter is to receive your approval of the proposed exit signs and emergency lighting. For your information only, the above drawing HP&E-1 was approved by the Fire Inspector on October 4, 1993. The Fire Inspector is requiring a strobe in the toilet room, which was noted on the drawing. He also said a smoke detector is required in the second floor Foyer ceiling although the approved plans do not show one in that area. Established in 1805, the church has been a beacon of liberal religious faith in the city and region for almost two centuries . The present building, dedicated in 1808, has been in continuous use throughout this period . A church belongs as fully to its children and young people as to its adults . A growing congregation must adapt its facilities and programs to its youth if its hopes to survive and grow. For these reasons the congregation voted in June 1992 to renovate the Anna F. Hill Room by subdividing a large room into four smaller rooms . . Anna Frances Hill was a devoted teacher in the church's religious education program a century ago . The present space was created as a children's education center in 1889 when an addition was built on the original church building . The proposed renovation continues the original utilization of this space . The Anna F. Hill Room has functioned as a "one-room school house" for the children of the- church. Modern approaches to child development and the teaching-learning process require smaller, more informal and intimate- space. We look forward to rooms with couches, comfortable chairs and tables to be used by children for religious education on Sunday mornings and by adults for meetings during the week . One Salem Green First Universalist Church Salem, MA 01970 211 Bridge Street , Dear Mr. Tremblay: Thank you for taking the time to review the above project prior to the filing for a building permit. You have raised some questions, and the members of the church have requested that I respond. Having reviewed the previous and proposed uses for the area to be altered, it is my conclusion that the work falls under the provisions of Article 32 of the State Build- ing Code, Alteration of Existing Buildings. The uses of the area to be altered have been 'ieviewed with the members of the church, and they have verified and are prepared, if you request, to sign an affidavit that the present and proposed uses are presently and will continue to be a church office, nursery, fellowship room, and classroom/ meeting room, all religious uses (Use Group A-4) . Since there will be no change in use, the alterations fall under Section 3203.0, Requirements For Continuation of the Same Use Group. Under that section, paragraph 3203.4, Alterations and repairs, states that: "Alterations or repairs to existing buildings . . . , which maintain or improve the performance of the building may be made with the same or like materials. Full compliance to the provisions of Section 3203.0 is not required unless there is a change in use. In response to the changes that you requested following your review of the plans, I would submit the following: 1. You requested two-hour wall surfaces (2 layers Fire Code gypsum board each side) between the Common Area and Classrooms. The present walls are plaster on (probably) wood lath on wood studs, which have no fire rating. Section 3203.4 requires only that the new walls maintain the present walls' performance, and my opinion is that a non-rated gypsum board wall would equal a plaster wall. However, to upgrade this wall to one-hour wall surfaces (1 layer FC gypsum board each side) is a more certain method of insuring that the new walls equal the old walls, and would be a reasonable adjustment. Two-hour wall surfaces would exceed the require- ments for new construction. If this were new construction no fire separation would be required at this wall; the Code allows egress through adjoining spaces (807.2.1). Even if the adjoining space was considered a corridor (exitway access), the Code would only require a one-hour wall for new construction (Table 401, #4) . As a practical matter, and to insure compliance with the above suggestion, I pro- pose that all new gypsum board installed on the job (not just the above wall) be Fire Code. • Parish House.Alterations Building Permit Application 'first Universalist Church July 2, 1993/Page 2 2. You requested one-hour wall surfaces (1 layer FC gypsum board each side) between each Classroom. While the Code (for new construction) does not require any fire separation between rooms (Table 401, #8) , if FC gypsum board is used throughout the job, the question is moot; one-hour wall surfaces will be provided. 3. You requested two layers of FC gypsum board on the underside of the southeast stair. No work was called for in this area as it is outside the scope of work. However, it is a good suggestion and will be incorporated in the work. 4. You requested a fully handicapped-accessible entrance and fully handicapped-acces- sible toilet room. You originally requested this work on the alternative bases that the cost of the work would exceed $50,000, or, that all work within the 24 month period specified in the code would exceed $50,000. (Rules and Regulations of the Architectural Access Board, Section 3.3.A.2.) The accepted bid for the work is $42,500, less than the $50,000 limit. With respect to the 24 month period, the Salem Fire Departments approval for the new kitchen duct and hood (the major por- tion of the kitchen alterations) was received in April, 1991, 26 months ago. The members of the church have stated that only minor finishing work was completed after that date. Therefore, since these alterations are the only work that falls within the 24 month period, and since the cost of these alterations is only $42,500, the requirement for a fully handicapped-accessible entrance and fully handicapped-accessible toilet room does not apply. Despite the fact that the above handicapped accessibility provisions do not apply, as a practical matter and in an effort to comply with the intent of the regula- tions, wheelchair access has been provided, and of course all work being performed complies. However, given the fact that the exterior door presently allows wheel- chair access (realizing that assistance is sometimes required to open the second inactive door when necessary) , and given the fact that the present toilet room is a large room allowing wheelchair access (although it does not meet all the specific regulations) , the church feels that the additional expense and additional space necessary to comply with the above requirements is not worthwhile, especially given the only marginal improvements in accessibility that would result. The Owners are therefore filing the enclosed Building Permit Application, with the changes that 1)all gypsum board will be Fire Code, and 2) two layers will be installed under the stair, and respectfully request that a Building Permit be issued. It was found that a considerable number of the ceiling supports and the attached wood laths are becoming detached and are losing their connecting strength, consequently plaster will eventually fall to the floor below. It is important that this room not be used until repairs have been made. It was also found that the longitudinal girders which are supported by the interior sanctuary columns along the faces of the balconies are in need of repair. A developing long term failure of original splice joints is in progress. There are two joints on the right side ( right is defined as looking toward the pulpit ) and one on the left side. This condition is the reason for the deflections now seen in the ceiling beams and the exterior surface of the roof. Inspection of the seven roof trusses revealed that they are in remarkably good condition needing only minor repair. The exact extent of this has not yet been determined. The roof purlins are also in reasonably good condition but will need some repair at their points of support. The extent of this work has yet to be determined. It was observed that some action by wood destroying beetles is present but not in the majority of framing members. The base of the former steeple is the most heavily infested. I recommend that a chemical treatment expert be engaged to correct this condition. I am planning another inspection soon to review the repair methods that I am currently developing and will be reporting again to you after that inspection. June 10, 1988 I i i First Universalist Church c/o Arthur Balser Structural Report 211 Bridge Street First Universalist Church Salem, Massachusetts 01970 Job Number 8856 Dear Mr. Balser: At the church's request, I have inspected the sanctuary attic, balcony, first floor, and in addition the hall1 w be o the sanctuary. The church had requested this inspection because of the obvious deflection of the beam at the northeast portion of the sanctuary ceiling, which has been temporarily braced, and because of numerous areas of cracking plaster. You have also contacted two engineers regarding the above problems, and after my own inspections of the building, you requested I review the proposed solutions of the two engineers, and submit a third opinion re- garding a recommended course of action. There are actually two almost, but not quite totally separate problems involved. The first problem is the support of the attic structure, and the second problem is the situation of the cracking plaster. I will address. each separately. Sanctuary Attic Structural Concerns The main sanctuary space is spanned in the east-west direction by a total of eight trusses. These trusses support both the sanctuary roof and the sanctuary ceiling. Seven of these trusses are identical, reaching from the highest part of the ceiling to the roof. The eighth truss, which is located above the line of the two columns that occur at the intersections of the side balconies with the rear balcony, is much deeper than the other seven, reaching from the lower ceiling over the balconies to the roof. The highest level of the sanctuary ceiling is attached directly to the bottom chords of the seven higher trusses. These seven trusses span between the balcony column lines in an east- west direction. At the column lines the ends of the trusses are sup- ported by longitudinal girders that are in turn supported by the two rows of columns. These longitudinal girders are covered by the decora- tive woodwork that runs across the tops of the columns. Unfortunately, there is no co-ordination between the location of the trusses and the locations of the columns, so that the trusses are not located directly over columns, as would be expected. Only the second truss from the north end is located over the first pair of columns. In four in- stances, two trusses occur between columns. Structural Report: First Universalist Church June 10, 1988/Page 2 A second complication is the fact that the longitudinal girders are spliced at rather random locations. These splices weaken the girders that are expected to support as many as two trusses. These two prob- lems, offset truss and column locations, and random girder splices, are primarily responsible for the problems that have evidenced themselves by the sagging visible from the sanctuary. The most conspicuous problem has occurred at the location of the pre- sent temporary shoring. At this location, a longitudinal girder splice was located not only between columns, but also directly beneath a truss support. This splice has created a weak point in the girder, causing the girder to deflect, thus creating the sag so visible from the sanc- tuary. In order to correct the problem, the ends of the trusses must be better supported. One way to do this would be by installing new columns under each end of the truss. This would result in an unsightly forest of columns in the sanctuary, and would not be very practical, as the columns would have to extend all the way to neV footings in the base- ment. Besides being visually obtrusive and impractical, this solution would also be very expensive. A second solution would be massive re- structuring of the building in either steel or wood. This I feel would be unnecessary and prohibitively expensive. A third solution entails transferring the roof and ceiling loads from the ends of the trusses directly to the existing columns, without depending on the girders to transfer the loads. This is the solution that Denco Engineering, Inc. has proposed, and one that I feel is functional, practical, and will probably be most reasonable in cost. Cracking Plaster Problems The plaster ceilings of the sanctuary are constructed in the following manner. The plaster is applied over split wood lath, and is forced be- tween the lath with the excess spreading behind the lath to form spread plasters keys that hold the plaster securely in place against the lath. The lath are attached to strapping, that is in turn attached to sup- ports that are in turn hung from ceiling joists, beams, or the bottom chords of the trusses themselves. The areas of the most damage are the ceilings over the balconies. The cause of this damage appears to be the fact that many of the hangers that attached the strapping supports to the ceiling joists, beams, or the bottom chords of the trusses have failed. They have either broken, pulled away from the beams, were constructed of poor materials, or in some cases were never installed in the first place. In addition, some of the strapping supports themselves were of very poor quality, some even appearing to have been made from leftover building materials, the quality being so inconsistent. The hangers appear to be much more solid in the field of the main upper ceiling; in fact, the quality of the plaster support work of the main upper ceiling in general appears to be. of a much higher and more consistent quality than that of the lower balcony ceilings. Structural Report: First Universalist Church S June 10, 1988/Page 3 Correction of the defective plaster will probably entail all new ceil- ings above the balconies. The two areas of cracking in the north-south direction at the top of the cove in the main ceiling I believe are caused by the deflection of the trusses. This portion of the cove is a natural weak point of the ceiling, and any stresses would tend to show up here. The repairs of these cracks should be fairly straightfor- ward, although their inaccessibility complicates their repairs. One additional problem should be mentioned in connection with the ceil- ing plaster. The plaster keying, that excess plaster behind the lath that locks the plaster in place, is very poor over all sections of the sanctuary ceiling. However, the plaster does seem to be still adhering well to the lath, even without the keys, so the lack of plaster keys possibly is not a major concern at this time. It is something that should be carefully monitored during other work. Summary I feel that the church should proceed as soon as possible with the so- lution proposed by Denco Engineering, Inc. for the repairs of the truss supports. Secondly, concurrent with this work , the balcony ceiling supports should be repaired, and those ceilings replaced, or repaired where possible. The Contractor shall keep the building and building site free of rub- bish and debris at all times. At the end of each work week, the Con- tractor shall thoroughly clean the buildings and premises of rubbish and debris of any nature, and remove such from the premises. B. The Contractor and each Subcontractor shall remove all rubbish, waste, tools, equipment, and appurtenances caused by and used in the execution of his work; but this shall in no way be construed to relieve the Con- tractor of his primary responsibility for maintaining the building and site clean and free of debris, leaving all work in a clean condition every day. • C. Immediately after unpacking, the Contractor shall collect and remove from the building all packing materials, case lumber, excelsior, wrap- ping, and other rubbish. 1.03 BROKEN GLASS AND PLASTIC A. The Contractor shall be held responsible at all times prior to accep- tance of the work as completed, or occupancy by the Owner, whichever first occurs, for all glass or plastic which has been damaged as a re- sult of the work of this Contract and, prior to completion of the whole project he shall replace, at his own expense, all such glass and plas- tic broken, missing, or damaged. Prior to beginning work, the Contrac- tor must file with the Owner and Architect a list of all existing bro- ken, missing, or damaged glass and plastic, so that he will not be held responsible for damage existing prior to commencement of the work. 1.04 CLEANING AND POLISHING A. Immediately prior to final inspection, the work areas and surrounding areas shall be thoroughly cleaned by the Contractor, including without limitation, the following: 1. All construction facilities, tools, equipment, surplus materials, debris, and rubbish shall be removed from the project site and the entire work shall be left clean. 2. Attic spaces shall be left clean of all debris and materials, whether placed by this contractor or pre-exisitng. 1.05 REGULATIONS AND GENERAL REQUIREMENTS A. The most stringent requirements or conditions applicable shall apply to this project. B. All manufactured articles, materials and equipment shall be fabricated, assembled, shaped, finished, applied, installed, connected, erected, used, cleaned and conditioned in accordance with manufacturer's printed directions or specifications from which the most stringent conditions shall apply, unless herein specified to the contrary. Contractor shall submit two copies of such directions to the Architect. C. The Contractor shall verify all existing conditions and dimensions. D. All details and characteristics of new and/or modified work (conditions and materials) shall match all details and characteristics of adjacent or similar existing work unless indicated otherwise. E. All existing fixtures, equipment, materials and devices not utilized or related to the finished design and that will be exposed to view when the project is completed are to be removed by this Contractor or the appropriate Subcontractor. F. Existing conditions and materials that are defective, or those that have materials or equipment or devices removed or that are modified in • this work shall be repaired, patched and refinished to a smooth even plane to match the adjacent surfaces or class of work. 1.06 OCCUPANCY BY THE OWNER A. During the course of this Contract, the building will continue to be occupied. The Contractor must coordinate his work with the Owner to provide the least disruption possible to the Owner's operations. 1.07 NATIONAL REGISTER OF HISTORIC PLACES A. This property is located within an historic district listed on the Na- tional Register of Historic Places. It therefore possesses architec- tural or historical significance recognized by the National Park Ser- vice, Department of the Interior and the Massachusetts Historical Com- mission. Except as otherwise specified in the various Sections of the Specifica- tions, the Contractor shall provide, set up, and maintain all scaffold- ing, staging, planking, hoisting machinery, and derricks, and shall do all hoisting required under the Base Bid for the project, and shall bear all costs therefrom. B. All scaffolding, staging, planking, hoisting machinery, derricks, and all hoisting required by and associated with Alternates 1 & 2, the painting of the sanctuary walls, ceilings under the balconies, pews. and floors shall not be provided by the General Contractor, but shall be provided under Section 09900: Painting. 1.09 TEMPORARY STAIRS, RAMPS, AND CHUTES A. The Contractor shall furnish, install and maintain all temporary ramps, stairs, ladders, and chutes as required for the use of all trades for the proper execution of their work, and shall bear all costs therefrom. The Contractor shall remove these items when no longer required. B. The Contractor shall furnish and install properly supported covered chutes from openings in the exterior walls of the building levels, in convenient and accessible locations which will permit direct disposal of rubbish and debris directly into trucks or disposal units. The chutes shall be for the use of all trades, and the Contractor shall bear all costs for the furnishing, installing, relocating, maintaining, and removal of same when no longer needed. • C. No materials, rubbish or debris shall be allowed to drop free or be thrown from openings in the exterior walls of the building or from any staging or scaffolding. 1.10 TEMPORARY PROTECTION A. The Contractor shall perform the following specific protection work. The Contractor's proposed methods of protection must be reviewed with and receive the approval of the Architect before beginning, and this protection work must be completed prior to beginning any other work. 1. Remove all pew cushions, label to insure correct replacement, then safely store outside the work area in a location in the building approved by the Owner. 2. Provide specific protection to prevent damage to any pews, columns, windows, woodwork, or any other items. At the minimum cover all pews and floors with a combination of 4 mil polyethylene and rosin paper, both with taped seams to protect from construction operations and dust. Protect pews, woodwork, windows, and other items not re- movable but susceptible to damage from operations, especially over- head, with plywood of adequate thickness, correctly installed. 3. Provide an air-tight enclosure around both the organ console and around the organ pipes to prevent seepage of dust into organ compo- nents. Provide additional protection as necessary from falling ob- jects or debris. 4. Remove, protect, and safely store the clock presently mounted on the face of the south balcony railing in a location designated by the Owner. Remove, wrap or box, protect from theft, and safely store in a location designated by the Owner all balcony wall sconce lighting fixtures . B. The Contractor shall also provide the following general protection: 1. Provide temporary weathertight enclosures for openings in exterior walls and in the roof decks when and as required to protect the work from damage by inclement weather. Such protection items shall be subject to the approval of the Architect. 2. Protect sills, jambs, and heads of openings through which materials are handled. 3. Protect all exposed exterior and interior surfaces and floors against mechanical damage, plaster and mortar droppings, cleaning residue, oil, grease, paint, and other materials which will damage, mark, or stain any surface or floor finish. Install and maintain protective coverings on all surfaces and finished floors in areas where other work will be done. 4. Cover exterior concrete and brick areas of the site to protect them from all operations. C. The Contractor shall remove and dispose of all temporary.protection ma- terials when they are no longer required, but must receive the approval of the Architect before doing so. Prior to completion of the work, but only after there is no longer any danger of damage to an item, and only • after receiving the approval of the Architect, the contractor shall re- place all items removed for safe-keeping. This contractor will be re- sponsible for any damage to or theft of any item removed. D. After the installation of work by any Subcontractor is properly com- pleted, the Contractor shall be responsible for its protection and for repairing, replacing, or cleaning any such work which has been damaged by other trades or by any other cause, so that all work is in perfect condition at the time of acceptance of the work. 1.11 PUBLIC SAFETY AND CONVENIENCE/STAGING A. The Contractor shall at all times until final acceptance of the work be responsible for the protection of the work and shall take all precau- tions for preventing injuries to persons or damage to property on or about the project. B. Work shall be done at such times and in such manner so as to cause the least amount of interference with access to and use of the project building and adjacent buildings. Details of construction work that in any way affect the operation of the project building and adjacent buildings shall be discussed in detail with representatives of the Owner. Contractor, and Architect. Where exit doors occur from build- ings, the construction work shall be conducted in such a manner that _ the means of egress from the buildings will not be impeded or ob- structed in any manner. C. The decision for routing pedestrian or vehicular traffic through or • around the work and provision for the control of same will be made by the Architect and the Owner. Whenever traffic re-routes are required, special detours will be provided. Any new wood used in the project must be marked in a concealed, un- painted location with the words, "NEW WOOD - 1988". PART III EXECUTION 3.01 REMOVAL AND SALVAGE A. Discuss proposed method of approaching the work with the Engineer and the Architect before beginning any work. The removal of the existing woodwork must be approached and carried out in a very careful manner so that the original woodwork is salvaged in an undamaged condition. It is the intent to reuse all removed woodwork; woodwork will be replaced only in an extreme situation, and the Contractor shall receive permis- sion from the Architect before any woodwork is replaced. B. Carefully remove only as much existing woodwork as necessary for the installation of the new metal support hangers. Use knives and putty knives to break existing paint joints. Carefully work pieces apart us- ing knives and putty knives. If use of a pry is required, protect ad- jacent top and bottom surfaces with large metal putty knives to avoid gouging or damaging wood. Immediately after removal and before pieces are stored, remove all nails or fasteners by pulling through the wood from the back side, so as to not split wood from the face of the piece. D. Carefully store salvaged wood in a place away from any work area so as to prevent damage. Insert soft blocking between pieces of salvaged wood to protect from damage. 3.02 REPLACEMENT OF SALVAGED WOODWORK A. Clean edges of salvaged woodwork to allow for tight fit when replacing. B. Replace salvaged woodwork in as straight and true lines as possible. However, it is not absolutely necessary that restored pieces be plumb, square, and straight. It is more necessary that the pieces blend and fit correctly with the existing remaining adjacent pieces of woodwork. 3.03 RESTORATION OF EXISTING WOODWORK A. Repair any woodwork presently damaged (such as in the area of the pre— sent temporary shoring) and damaged during the course of this work. It is the intent to reuse and repair all existing original woodwork; only in an extreme case will original woodwork be replaced with new wood. • B. Use dutchmen and/or epoxy fillers to patch areas of missing or damaged woodwork. 3.04 FABRICATION/ASSEMBLY A. Fabricate any new woodwork required to dimensions, profiles and details of similar existing woodwork elements. Route or groove reverse side (backed—out) of trim members to be applied to flat surfaces, except for members with ends exposed in the finished work. Provide samples of each piece for approval. B. Any new millwork required shall be accurately run, true to size and de— tail; corners and profiles shall be clean cut with surfaces unmarred and free from chatter, torn grain or other machine marks. Flat sur— faces shall be machine sanded and moulded surfaces hand sanded. All finished woodwork shall be neatly and accurately constructed with joint work true, square and tight, as nearly invisible as possible. 3.05 PREPARING FOR FINISH A. Basecoat plaster: Red Top Gypsum Plaster, regular. B. Aggregate: Sand meeting ASTM C35 requirement. C. Water: Potable and not containing impurities that affect the setting of gypsum. D. Prepared Finish: Red Top Finish. E. Mesh tape for reinforcing plaster cracks repairs: USG Imperial glass fiber open-weave tape; Type P. pressure-sensitive, and S, staple attached. 2.06 MIXES A. Basecoat plaster and aggregate shall be mixed in following proportions: Scratch coat: 2 cu. ft. aggregate per 100 lb, neat gypsum plaster. Brown coat: 3 cu. ft. aggregate per 100 lb. neat gypsum plaster. B. Finish plaster shall be mixed neat, according to the manufacturer's directions. PART III INSTALLATION 3.01 General • A. Plaster work shall not begin until all structural reinforcement work has been completed, and no further structural movement is anticipated. Erection procedures for plaster ceilings, as set forth in the Specifi- cations of the U.S. Gypsum Company, including but not limited to Tech- nical Bulletin No. SA-917, current edition, shall govern this work, with the following additional requirements. C. Do all cutting and patching in the work of this Section as required by the work of other trades. Provide cutouts for piping, electrical con- duits and outlets, and the like. 3.02 ENVIRONMENTAL CONDITIONS A. In cold weather all glazing shall be completed and the building heated to a minimum of 55°F before lath installation. Temperature of building shall be maintained in uniform range above 55°F for an adequate period prior to application of plaster, while plastering is being done, and until plaster is dry. Heat shall be well distributed in all areas, with deflection or protective screens used to prevent concentrated or irregular heat on plaster areas near source. When required, heat shall be furnished by the Owner. B. Ventilation shall be provided to properly dry conventional plaster dur- ing and subsequent to its application. In glazed buildings, this shall be accomplished by keeping windows open sufficiently to provide air circulation; in enclosed areas lacking normal ventilation, provisions must be made to mechanically remove moisture-laden air. C. If glazed sash are not in place and the building is subject to hot, dry winds or temperature differentials from day to night of 20°F or more, • openings shall be screened with cheesecloth or similar material. 3.03 PROTECTION A. Proper protection shall be provided during plastering for wood trim, door and window frames, and other designated areas which do not receive a plaster finish. 3.04 PLASTER REMOVAL A. Discuss areas of plaster to be removed with the Architect before begin- ning plaster removal work. B. Remove all plaster and wood lath from the flat balcony ceilings (the ceilings over, not under, the balconies) . Remove the plaster and lath only to the point where the upper curved cove portion begins. Use extreme caution while removing plaster and lath so as to not disturb the existing strapping that extends over the trim boards at the column lines, and over the cove at the edges. Salvage all cove plaster if possible, as these areas appear to be in very good condition. Remove the cove plaster and wood lath only where it is not salvageable. C. Remove deteriorated areas of plaster only where repairs are necessary . to the sanctuary ceiling. 3.05 CEILING FRAMING COMPONENTS A. Balcony ceiling framing components consist of "beams", members about • 811x8" and running usually from the end of a frame to the exterior ma- sonry wall, "joists", members of various sizes spanning between beams, Rev. 10/24/88 NIRST UNIVERSALIST CHURCH PLASTER - SECTION 09200/4 and "strapping", flat 111x811+ members spanning from column line to exte- rior cove. The reason that the plaster has failed to the degree that it has is that the end supports or connections of the joists, where they are attached to the beams, have failed. That, plus the fact that the material used for the joists is inferior or poorly chosen. Beams are located at the frames, and therefore have the same spacing, one joist row is located between the column line and the edge of the cove, and the strapping is spaced very approximately about 18" o.c. B. Verify that all beams are secure, which they appear to be. Reinforce any questionable connections. C. Remove any partial, overlapped, or short ceiling joists and replace with new 2x8 joists, hung from the beams with 2x12 or longer galvanized metal joist hangers. Resecure and reattach any salvageable joists with metal joist hangers or galvanized metal strap. 3.06 CEILING STRAPPING COMPONENTS A. Resecure and attach the existing wood strapping to new or existing joists with galvanized screws of adequate length. Galvanized drywall screws are acceptable. Provide additional lx wood strapping, shimmed to align with adjacent strapping, where necessary to reduce existing strapping spacing to 24" o.c, or less. B. Strapping members must be spaced a maximum of 24" o.c. horizontally. Provide any additional strapping members and reinforcing members as recommended by the system manufacturer to assure complete rigidity of • partitions. 3.07 LATH A. Install and attach metal lath to strapping as recommended by the lath manufacturer. 3.08 PLASTER THICKNESS A. Plaster thicknesses shall be as required to bring the face of plaster to the same thickness as the existing plaster; however, for metal lath, in no case shall the grounds be less than 5/8" from face of lath. 3.09 BASECOAT APPLICATION A. Mix basecoat plasters by hand or in a mechanical mixer to a uniform consistency following manufacturer's directions. B. Apply basecoat plaster by hand in two coats. Apply scratch (first) coat with sufficient material and pressure to form good full keys on metal lath, and good bond on other bases, and then cross-rake. Apply brown (second) coat after scratch coat has set firm and hard. Bring out to grounds and straighten to a true surface with rod and darby without use of additional water. Leave rough to receive finish (third) coat. 3.10 FINISH COAT APPLICATION • A. All ceilings are to receive trowel, finish. Scratch plaster in thor- oughlyand immediately double back to fill out to a smooth, dense sur- face for decoration, free of surface blemishes and irregularities. Ap- Rev. 10/24/88 FIRST UNIVERSALIST CHURCH PLASTER - SECTION 09200/5 ply finish coat as thin as possible, preferably 1/16" to not more than • 1/8" maximum thickness. 3.11 PATCHING A. Point up around trim and other work. Cut out and patch defective and damaged plaster. Patch plaster to match existing work in texture and finish flush and smooth. B. Flat surfaces: Repair all cracked or deteriorated portions of the upper sanctuary ceiling, especially at the tops of the east, south, and west coves, at the center of the south cove, and at numerous cracks on the flat portion of the ceiling. Repair by cutting out loose or deterio- rated plaster in a "key" fashion, so that the bottom of the cut is wider than the surface opening, insert and attach metal lath if possi- ble, and replaster as above. Wash all areas of plaster repair before replastering. C. Thin cracks: At long thin cracks, remove any loose plaster, install bonding agent followed by reinforcing mesh tape, and replaster. D. Loose areas: Resecure any loose areas of solid plaster with plaster washers, install bonding agent, then replaster. E. Finish all plaster repairs to match existing adjacent work in texture, and finish flush and smooth. 3.12 COMPLETION • A. At the completion of the finish plaster work, clean all plaster from beads, screeds, metal base and metal trim, leaving work ready for deco- ration by others. 3.13 DECORATING A. Red Top Finish applied over conventional basecoat plasters must age 30 to 60 days, be thoroughly dry and properly sealed before decorating. Quick-drying vinyl acrylic latex or alkali-resistant alkyd primer-seal- ers are recommended. Do not use polyvinyl acetate (PVA) primers for application to plaster finishes containing lime. Painting of the ceilings under the balconies includes repair of all cracks and deteriorated areas of ceiling plaster, and re— placement of the patched under—balcony ceiling near the center front doors, and painting of all ceilings. c. Scaffolding, staging, planking. hoisting machinery, derricks, and all hoisting required for the work of this Section under Alter— nate No. 1 shall be provided under this Section, and shall not be provided by the General Contractor. 6. Note: Alternate No. 2 is the painting of the main floor pews and floor, excluding balcony pews and floor. a. Painting of the pews includes painting of all previously painted surfaces of pews, partitions, and main floor dado abutting pews. b. The painting of the sanctuary walls and the ceilings under the bal- conies is not included in the Base Bid; this painting is to be in- cluded only if Alternate No. 1 is accepted. 3. No refinishing of any clear, stained, or natural finished woodwork is included, except that all such woodwork included in a particular Section of the Specifications shall be cleaned, rubbed, and polished with one application of Old English Furniture Polish. 5. No painting shall be done on smoke detectors, chandeliers, ceiling fans, electrical fixtures, switch plates, plugs, etc., or on items completely factory finished. 6. The refinishing of the naturally finished wood floors in the chancel area is not included in the Base Bid or either alternate. 7. Removal and storage of the pew cushions is the responsibility of the General Contractor. 8. The carpeting removed will be replaced under a separate contract. • C. It is the intent of this Section to cover the painting of all areas of the work, and anything affected by the work, so as to make a complete , i job in every respect, whether or not every item is herein specifically ' mentioned. Where items are not mentioned, they shall be finished the same as specified for similar work. D. Paint as used herein means all coating systems materials, including primers, emulsions, enamels, clear finishes, sealers and fillers, and other applied materials whether used as prime, intermediate or finish coats. E. Painting as used herein means the entire refinishing process, including repairs, cleaning, preparation, priming, and application of finish. 1.03 SUBMITTALS/SAMPLES A. Samples, Painting: 1. Submit samples for Architect's review of color and texture only. Compliance with all other requirements is the exclusive responsibil- ity of the Contractor. 2. On 12" x 12" hardboard provide 2 samples of each color material, with texture to simulate actual conditions. Resubmit each sample as requested until required sheen, color and texture is achieved. PART II MATERIALS • 2.01 GENERAL A. Undercoating and finish paints shall be by the same manufacturer and shall be certified to be compatible. Paint Coordination: Provide finish coats which are compatible with • prime paints used. Upon request from other trades, furnish information on characteristics of specified finish ma- terials, to ensure compatible prime coats are used. Provide barrier coats over incompatible primers or remove and reprime as required. No- tify the Architect in writing of any anticipated problems using speci- fied coating systems will substrates primed by others. C. It will be the Contractor's obligation to guarantee his workmanship and to obtain guarantees of all products from the manufacturer. Such guar- antees shall state that the products used will adhere to the surface without peeling and cracking, scaling, alligatoring, blistering or fad- ing for a period of at least one year from the date of acceptance of the painting work. Upon written notice of paint failure by any of the above or similar reasons, the Contractor shall remove any loose or scaling paint, and repaint the surface without additional cost to the Owner. Should the Contractor have any reservation that the product specified will not perform as intended, he shall so notify the Archi- tect and shall not proceed with the work until agreement is reached on mutually acceptable products. D. Deliver all materials to the job site in original, new and unopened packages and containers bearing manufacturer's name and label. Materi- als not displaying the manufacturer's identification as a standard, best-grade product will, not be acceptable. A room or area shall be as- signed for the storage of painting tools and materials. Store in ac- cordance with manufacturer's instructions. The floor shall be properly protected with drop cloths or building paper. Paint shall be mixed in suitable containers, and necessary precautions shall be taken to pre- vent fire. This room shall be locked at the completion of each day's work. The General Contractor shall have duplicate keys. 2.02 PAINT A. Except as noted in the schedule, all paint materials specified herein shall be first quality products as manufactured by Benjamin Moore and Company, Devoe Paint Division of Celanese Coatings Company, Glidden, California. Applicator must examine the areas and conditions under which the paint- ing work is to be performed. Notify the Contractor in writing of con- ditions detrimental to the proper and timely completion of the work. Do not proceed with the work until unsatisfactory conditions have been corrected in a manner acceptable to the Applicator. B. Starting of painting work will be construed as the Applicator's ac- ceptance of the surfaces and conditions within any particular area. • C. Do not paint over dirt, rust, scale, grease, moisture, scuffed sur- faces, or conditions otherwise detrimental to the formation of a durable paint film. 3.02 PREPARATION A. Perform preparation and cleaning in accordance with the coating manu- facturer's instructions and as herein specified for each particular substrate condition. B. All surfaces indicated to be painted shall be scraped, sanded, washed with trisodium phosphate and water, rinsed, and cleaned prior to apply- ing paint materials. C. All knots, pitch streaks, and sappy spots in wood shall be painted with sealer before applying first coat. D. Fill any narrow cracks in woodwork, or open cracks at the inside cor- ners of plaster surfaces, or open joints between wood trim and plaster surfaces with a high quality, flexible, and paintable caulking. Do not obscure, fill, or conceal reveals or detail in woodwork. E. All nail holes, cracks, etc. whether on unpainted or painted surfaces, shall be filled with putty of color to match that of finish after ap- plication of the prime coat. F. Remove any abandoned hooks, nails, screws, screw-eyes, or any other ob- ject not obviously to remain, or as directed by the Architect. • _ G. All screw-attached, natural finished woodwork, such as book racks, com- munion glass holders, and drapery rod holders attached to surfaces to be painted are to be removed before painting operations begin and re- placed only after painting operations are completed. Remove, wrap or box, protect from theft, and safely store, in a loca- tion designated by the Owner, all light fixtures existing on surfaces to be painted. This contractor will be responsible for any damage to or theft of any item removed. Replace when painting operations are complete and approved. I. Alternate No, l. only: Remove all radiator covers and store in basement as directed by Owner. Radiator covers shall be painted but not re- placed. Wire brush and vacuum clean all radiators prior to repainting. �I 3.03 PLASTER REPAIR AND PATCHING A. Note: Plaster repair and patching is to be carried under this Section ONLY for the work under Alternates No. 1 & 2. B. Flat surfaces: Repair all cracked or deteriorated portions of the walls and ceiling, especially at the bad portions of the wall behind the pul- pit, at the patched under-balcony ceiling near the center front doors, and at numerous larger cracks. Repair by cutting out loose or deterio- rated plaster in a "key" fashion, so that the bottom of the cut is wider than the surface opening, insert and attach metal lath if possi- ble, and replaster as specified under Section 09200. Wash all areas of plaster repair before replastering. C. Thin cracks: At long thin cracks, remove any loose plaster, install bonding agent followed by reinforcing mesh tape, and replaster. D. Loose areas: Resecure any loose areas of solid plaster with plaster • washers, install bonding agent, then replaster. E. Finish all plaster repairs to match existing adjacent work in texture, and finish flush and smooth. F. Remove the under-balcony ceiling patch between the west and east narthex doors, and replace with a plaster ceiling on metal lath as specified under Section 09200. 3.04 ENVIRONMENTAL REQUIREMENTS A. Do not apply paint in snow, rain, fog, or mist, or when the relative humidity exceeds 85%, or on damp or wet surfaces, unless otherwise per- mitted by the paint manufacturer's printed instructions. Painting may be continued during inclement weather only if the areas and surfaces to be painted are enclosed and heated within the temperature limits speci- fied by the paint manufacturer during application and drying periods. B. Red Top Finish plaster applied over conventional basecoat plasters must age 30 to 60 days, be thoroughly dry and properly sealed before deco- rating. Quick-drying vinyl acrylic latex or alkali-resistant alkyd primer-sealers are recommended. Do not use polyvinyl acetate (PVA) primers for application to plaster finishes containing lime. In the presence of moisture, these primers can cause bond loss with resultant paint delamination and job failure. Co-ordinate with Section,09900. 3.05 INSTALLATION • A. Finishing materials shall be free from skins, lumps or any foreign mat- ter when used and shall be kept well stirred while being applied. Each coat shall be evenly brushed out. All material shall. be mixed and applied in accordance with the manufac- turer's directions as printed on containers or as separately furnished. Any thinning required shall be done in the manner and exclusively with the type of reducer recommended by the manufacturer. Use applicators and techniques best suited for the material being applied and surfaces to which applied. Spray painting will not be allowed. C. All radiators shall be painted the woodwork color. D. All exposed electrical wire-mold or electrical conduits shall be painted the same color as the surface on which they are installed. E. Finish coats shall be the exact shades and textures selected by the Ar- chitect. The finished work shall be free from runs, sags, defective brushing and clogging of lines or angles. F. Prime Coats: Apply a prime coat (tinted to approximate shade of finish coat) to material which is required to be painted or finished, and which has not been prime coated by others. G. No painter's finish shall be applied until the preceding coat is thor- oughly dry and in no case less than two (2) days for interior work, un- less the .manufacturer of the paint material in question specifically directs otherwise. H. Pigmented (Opaque) Finishes: Completely cover to provide an opaque, smooth surface of uniform finish, color, appearance and coverage. Cloudiness, spotting, holidays, laps, brush marks, runs, sags, ropiness or other surface imperfections will not be acceptable. Apply addi- tional coats when undercoats, stains or other conditions show through the final coat of paint. until the film is of uniform finish, color and appearance. I. On interior work, the cut or break line between the trim color and the wall color is to occur at the line where the trim and wall or ceiling surface meet or, said another way, at the inside corner formed by the trim and the wall or ceiling surface. The cut line is not to be made at the outside corner of the trim. All surfaces and edges of the trim or woodwork, including cornices, are to be painted the same trim or woodwork color. J. Completed Work: Match approved samples for color, texture and cover- age. Remove, refinish or repaint work not in compliance with specified requirements. 3.06 CLEAN-UP AND PROTECTION A. Protection: Protect work of other trades, whether to be painted or not, against damage by painting and finishing work. Correct any dam- ages by cleaning, repairing or replacing, and repainting, as directed by the Architect. B. Daily clean-up: During the progress of the work, remove from the.pro- ject daily all discarded paint materials, rubbish, cans and rags. C. Upon completion of painting work, clean all paint-spattered surfaces. Dear Mr. Tremblay: Thank you for taking the time to review the above project prior to the filing for a building permit. You have raised some questions, and the members of the church have requested that I respond. Having reviewed the previous and proposed uses for the area to be altered, it is my conclusion that the work falls under the provisions of Article 32 of the State Build- ing Code, Alteration of Existing Buildings. The uses of the area to be altered have been reviewed with the members of the church, and they have verified and are prepared, if you request, to sign an affidavit that the present and proposed uses are presently and will continue to be a church office, nursery, fellowship room, and classroom/ meeting room, all religious uses (Use Group A-4) . Since there will be no change in use, the alterations fall under Section 3203.0, Requirements For Continuation of the Same Use Group. Under that section, paragraph 3203.4, Alterations and repairs, states that: "Alterations or repairs to existing buildings . . . which maintain or improve the performance of the building may be made with the same or like materials. Full compliance to the provisions of Section 3203.0 is not required unless there is a change in use . In response to the changes that you requested following your review of the plans, I would submit the following: 1. You requested two-hour wall surfaces (2 layers Fire Code gypsum board each side) between the Common Area and Classrooms. The present walls are plaster on (probably) wood lath on wood studs, which have no fire rating. Section 3203.4 requires only that the new walls maintain the present walls ' performance, and my opinion is that a non-rated gypsum board wall would equal a plaster wall. However, to upgrade this wall to one-hour wall surfaces (1 layer FC gypsum board each side) is a more certain method of insuring that the new walls equal the old walls, and would be a reasonable adjustment. Two-hour wall surfaces would exceed the require- ments for new construction. If this were new construction no fire separation would be required at this wall; the Code allows egress through adjoining spaces (807.2.1) . Even if the adjoining space was considered a corridor (exitway access) , the Code would only require a one-hour wall for new construction (Table 401, #4) . As a practical matter, and to insure compliance with the above suggestion, I pro- pose that all new gypsum board installed on the job (not just the above wall) be Fire Code. Parish House Alterations Building Permit Application First Universalist Church July 2, 1993/Page 2 2. You requested one-hour wall surfaces (1 layer FC gypsum board each side) between each Classroom. While the Code (for new construction) does not require any fire separation between rooms (Table 401. 4f8) , if PC gypsum board is used throughout the job, the question is moot: one-hour wall surfaces will be provided. 3. You requested two layers of PC gypsum board on the underside of the southeast stair. No work was called for in this area as it is outside the scope of work. However, it is a good suggestion and will be incorporated in the work. 4. You requested a fully handicapped-accessible entrance and fully- handicapped-acces- sible toilet room. You originally requested this work on the alternative bases that the cost of the work would exceed $50,000, or, that all work within the 24 month period specified in the code would exceed $50,000. (Rules and Regulations of the Architectural Access Board, Section 3.3.A.2.) The accepted bid for the work is $42,500, less than the $50,000 limit. With respect to the 24 month period, the Salem Fire Department' s approval for the new kitchen duct and hood (the major por- tion of the kitchen alterations) was received in April, 1991, 26 months ago. The members of the church have stated that only minor finishing work was completed after that date . Therefore, since these alterations are the only work that falls within the 24 month period, and since the cost of these alterations is only $42,500, the requirement for a fully handicapped-accessible entrance and fully handicapped-accessible toilet room does not apply. Despite the fact that the above handicapped accessibility provisions do not apply, as a practical matter and in an effort to comply- with the intent of the regula- tions, wheelchair access has been provided, and of course all work being performed complies. However, given the fact that the exterior door presently allows wheel- chair access (realizing that assistance is sometimes required to open the second inactive door when necessary) , and given the fact that the present toilet room is a large room allowing wheelchair access (although it does not meet all the specific regulations) , the church feels that the additional expense and additional space necessary to comply with the above requirements is not worthwhile, especially given the only marginal improvements in accessibility- that would result . The Owners are therefore filing the enclosed Building Permit Application, with the changes that 1)211 gypsum board will be Fire Code. and 2) two layers will be installed under the stair, and respectfully request that a Building Permit be issued. The enclosed addendum to the building permit application filed by the First Universalist Church is submitted to voluntarily undertake additional work requested by the City of Salem Building Inspector relative to handicap accessibility in the area in which the work is to be completed. In the event that additional work is required in the future based upon the assessed value referenced in your letter dated July 14 , 1993 of $165, 000 .00 , the Church reserves its right to contest the assessed value.
