The Coshow' s reside in the first floor unit at 142 Bridge Street. The Coshow' s are aggrived by the activity at the garages which is adjacent to their home. It was reported that the work taking place at the garage's is creating disturbances and what was described as unhealthy conditions from exhaust and gasoline fumes. The disturbances are created by late night work, engines racing and loud vehicles entering and exiting the property. A CAD analysis for calls for service was conducted for the rear of 146 Bridge Street . Recently there have been five calls for service for disturbance related calls; 5/13 disturbance at 1811 as a result of Michale Sirois working on his motor vehicle, 5/24 disturbance at 2053 as a result of Paul Raby working on a motor vehicle with air tools, 5/25 disturbance, fumes at 1202, Michael Sirois was working POLICE OFFICER' S FORMAL REPORT 06/14/12 16 : 00 SALEM POLICE DEPARTMENT PAGE: 2 Case# : 642773 ******** PRELIM DO NOT GIVE OUT ******** TTYP4 -20 *** NARRATIVE *** on a motor vehicle and had the engine running which resulted in the complaint for ehaust fumes, 6/1 disturbance from motorcycle running, there was no noise on the officers arrival , 6/1 disturbance at 1914 as a result of Michael Sirois working on a motor vehicle. An inquiry was made in the City of Salem GIS System for 146 Bridge Street . According to the GIS System 146 Bridge Street is zoned as R-2 (residential 2 family) there is a notation on the property records card that the property is residential/commercial . However there is nothing indicating that on the zoning map. The property owner is identified as Robert and Lauren Cummings of Danvers, MA. One of the garages is occupied by Chief ' s Place a motorcycle repair shop that was operated out of the garage prior to 142 Bridge Street being constructed. Based on these findings I contacted the Building Department and the Board of Health to determine if there are any Zoning violation and or Public Health concerns. The notification to each department was done by electronic email . I will follow up with each department in an effort to remedy this situation. Tom St . Pierre advised the CIU that the Building Department will address this issue through zoning compliance. There was an additional call for service on 6/9/2012 for a loud m/v see CAD report #643233 . On June 12, 2012 I received a copy of the letter to the property owner regarding the zoning violation. The property was purchased in 1948 by my parents, Stephen and Jane Davidowicz. It was then as it is now a three family house with a basement apartment. My parents turned the property over to the Jonadomist Trust, which was set up in 1967 to benefit my sisters, brothers and myself. The house was owned by the Trust until Robert and Lauren Cummings purchased it in 1991. The basement apartment was rented after extensive renovation to Emile Ouellette. Mr. Ouellette lived there for twenty years; it was then rented to a single woman whose name I can't remember. Debra Armstrong rented the apartment in the early 1970's, when she moved Edward Markiewicz moved in and lived there for twenty-five years, until his recent death.
