Accompanying me were members of the Salem Fire and Health Departments . Findings The inspection conducted confirmed that the buildings front decks and stairs are in a state of considerable disrepair, structurally unsafe and missing supports . Work was being done in the common areas of the building and in the second floor apartment without any permits . Gas meters in the rear emergency egress and rubbish piled in the basement . Order to Make Structure Safe ----------------------------- You are hereby ordered to immediately hire a structural engineer to redesign the front entrance decks and develop drawings to be submitted for a building permit . You shall also hire a licensed contractor to install temporary supports to prevent these decks from collapsing. No work shall be done on the property until permits are approved and gas meters shall be relocated out of the emergency egress . You shall also make arrangements with the Building Inspector to conduct a full inspection of the property and that no one may occupy the building until Certificate of Occupancies are obtained. You based your decision on Monday, October 21 st - that the roof was leaking - on wet walls and a two-inch spot of water on a shelf in Apt. #2. At the time you inspected the building you brought an umbrella because it was still raining very hard. You did not base your decision on the following facts: 1. All kitchen and bedroom ceilings were intact with no evidence of any problem. 2. Your department's standard inspection procedure is to look for water stains on ceilings which would indicate a leak. On your visit to 144 Bridge Street there were no ceiling water stains and you saw none. 3. Unlike the storm of September 18th, there was no water in the cellar. 4. You did not even consider the fact that on Octobe*""�1996, Salem received 9" of rain in a 13-hour period and not one drop of water penetrated 144 Bridge Street, 5. You did not consider the fact that a wet wall could be caused by an earlier leak the day before and not by a current leak. It can take days for a wall to completely dry. The walls were not damaged - but rather had isolated areas of dampness. 6. You did not consider the fact that there was no water on any floor in any apartment. 7. On Sunday, October 20, 1996, I received a call from Jane Tamilio on the third floor that there was a bad leak in the rear hall. I immediately drove to Salem and found no water in the first floor apartment, found the second floor apartment closed and found a bucket under a steady stream of water in the rear hall, third floor. In her middle bedroom there was a small drip. Fearing the worst, I went up on the roof at 142 Bridge Street, looked across at 144 Bridge Street and saw a small lake. Immediately, I drove to the Lafayette Hotel and picked up William LaRocque who was watching the Patriots - 2nd quarter. We picked up a 40' ladder, went to the roof, and found a small blue rubber ball had been sucked onto the 2" drain pipe. The ball was removed. By the time we got off the roof, took down the ladder, and got back to the third floor, the stream of water in the rear hall had slowed to a trickle A short time later, the tenant on the second floor arrived and was very upset to find some water on part of her kitchen floor. She left and I remained to clean the floor. By the time I got to the third floor, the drip in the middle bedroom had stopped and there was only an occasional drip in the rear hall. By 5:00 P.M. there was no dripping in the rear hall or anywhere else. I remained until 6:30 P.M. to make certain there were no leaks. We arrived at 8:00 A.M. on Monday and found no leaks. Late Monday afternoon I checked with the Federal Weather Bureau in Boston. They keep detailed meteorological records including those for Salem. From 3:00 P.M on Sunday until 11:00 A.M. on Monday, 3.25" of rain fell. Now Ms. Scott, I ask you to explain the fact that from approximately 12:00 noon to 2:30 P.M. on Sunday there was a steady leak from the ceiling of the third floor rear hall, but from 2:30 P.M. Sunday until approximately 11:00 A.M. Monday, when you arrived, there was no leak in the rear hall, or anywhere else. When we found on September 20th a tennis ball had been sucked onto the drain pipe, we considered it a"freak" accident. Now that it has happened again within a month, there may be more to it. Seven years ago, we removed a drain screen because it became clogged with leaves and created a similar problem. By removing the screen the problem was solved for seven years until the tennis ball incident. We will install a large custom made screening device with apertures 1/2" smaller than the drain pipe. Giardi , was asked to inspect wiring in the base- ment of 144 Bridge Street by a representative of Massachusetts Electric Company, because he believed the wiring was inadequate for the load being served. While investigating , Wire Inspector Giardi found numerous violations of Article 300 of the 1984 Massachusetts and National Electrical Code. a . Splicing of conductors in open air without the proper termina- tion protection . b. Non-metallic sheathed cables are not properly supported and terminated at the service location . C . Open knob and tube wiring is just cut off in some places and not mechanically and electrically protected , thus creating a real live potential for .an electrical shock . d . Smoke detectors in the hallways and in the basement area were not working . e. Some of the branch circuits are over loaded and have to many conductors on one fuse block . f. There are multiple fuses thrown about the basement floor in- dicating a circuit or more is being over loaded and at this point over fused . The main disconnect is just hanging , leaving live wires ex- posed and is in very poor condition . h . The City of Salem ' s Electrical Department and Wire Inspector John J . I strongly recommend a new electrical service be installed , one that is capable of handling the load being presently served , without the con- tinuous problem of blowing fuses .
