The proposed work involves a complete renovation and addition to the building, which will continue to include 4 residential units at the completion of the project. The contents in this report are based on the following: 1. A site visit conducted by Kevin S. Hastings, P.E. on May 15, 2017 2. Architectural design plans dated March 3, 2017 (Sheet A.6 revised 5/16/2017) provided by McGavern Design. According to IEBC MA Amended Section 101.5.4.0, any building regulated by 780 CMR undergoing a renovation should be investigated and evaluated in accordance with the code in a written report form. The purpose of this report is to serve as the existing building evaluation report for its major fire protection, life safety, and accessibility features. Common exterior exit stairs such as the proposed new stair at the back of the building also typically require a fire-rating for the surrounding exterior walls (780 CMR 1026.6). However since the new exterior stair serves as a required means of egress for less than 10 occupants and is only 1 story high the adjacent exterior walls do not require a fire rating or protected openings (780 CMR 1022.1). 98/100 Bridge Road May 18, 2017 Page 4 G. Interior Finishes: All newly installed wall and ceiling finishes, and interior trim materials must also comply with 780 CMR Table 803.9 (IEBC 602.1, 602.2, 602.3). Means of Egress: The means of egress including the number of exits and egress capacity must be sufficient for the number of occupants on all floors (780 CMR 102.6.4). Each unit in the building is provided with two means of egress. The two upper units (Unit 3 & 4) have access to the existing front stair and a new exterior stair at the rear of the building. The lower units (Unit 1 and 2) each have an egress door at the front and rear of the building. Since the two rooms on the 3rd Floor are part of the units below they are permitted to have a single means of egress down from the 3`d Floor (780 CMR 1021.1 Exception 4). The largest units in the building (Unit 3 and Unit 4) each have a gross area of approximately 1,200 sqft. and therefore have a calculated occupant load of 6 people per unit (at 200 sqft. per person in accordance with 780 CMR Table 1004.1.1). The single approximately 36" wide main entrance stair serving these two units provides capacity for 180 occupants (36" / 0.2" per occupant) and therefore is sufficient for the upper units (780 CMR 1005.1 Exception 2). The two lower units (Unit 1 and Unit 2) are provided with front and rear doors that provide more than enough egress capacity for these smaller units (approximately 1,000 gross sqft. each = occupant load of 5 people per unit). General Egress Requirements 7.1 The existing main stairway can continue to serve as means of egress for this existing building since there is no change in use, subject to the following: a. At least one handrail must be provided along the stairway. The existing handrail can continue to be used unless it is judged to be in danger of collapse, which did not appear to be the case for the existing handrail on the main stair between the 2"d and 15` floors at the time of the site visit (IEBC 705.9). 98/100 Bridge Road May 18, 2017 Page 5 b. Guards are required where difference in elevation is more than 30 inches. The existing guard can remain unless it is judged to be in danger of collapse, which did not appear to be the case for the existing guardrail on the main stair between the 2"' and 1St floors at the time of the site visit (IEBC 705.10). Existing Main Stair 7.2 The required maximum exit travel distances for a fully sprinklered building are listed below (780 CMR 1014.3 Exception 4, Table 1016.1, 1018.4, and IEBC 705.6): Exit Travel Distance Common Path of Travel Dead-End 250 125 35 The proposed building layout is well within all of these limits. 7.3 None of the means of egress doors are required to swing in the direction of egress since none of them serve more than 50 occupants (IEBC 705.4.2). 7.4 Doors into the common interior exit stair must be self closing or automatically closing by listed closing devices (IEBC 705.4.3). 98/100 Bridge Road May 18, 2017 Page 6 7.5 Illuminated exit signs and means-of-egress lighting must be provided in all work areas in accordance with the code for new construction (780 CMR 102.6.4). Exit signs and emergency lighting are not required within the units, however egress lighting with emergency power (i.e. battery pack) is required within the common enclosed interior stair and to illuminate the common rear exterior egress stair. The only common exit doors that would potentially require an exit sign is the main entrance%xit at the front of the building, however since this door is obviously and clearly identifiable as an exit a sign may not be required in this location by the building official in accordance with 780 CMR 10 11.1 Exception 3. 8. Required Fire Protection Systems: The following fire protection systems are required in accordance with the code requirements for new construction: a. NFPA 13R automatic sprinkler system (IEBC 704.2 & MGL c. 148 s. 261, 780 CMR Table 903.2 Note a). b. Fire alarm & detection system (IEBC 704.4.1 and 804.2) . c. Multiple- and single-station smoke detection (IEBC 704.4.2) d. Fire extinguisher in common stair(527 CMR 1 Section 13.6) 9. Energy Code Provisions for Existing Buildings The proposed renovations are subject to the 2015 International Energy Conservation Code (IECC) including the amendments contained in 780 CMR Chapter 13. Level 3 alterations to existing buildings are generally permitted without requiring the entire building to comply with the energy requirements of the International Energy Conservation Code (IECC). However in this case since all the interior finishes have been removed and the building envelope cavities exposed, insulation must be provided in accordance with the IECC. New lighting and HVAC systems must also comply. Although Salem has adopted the Massachusetts Stretch Energy Code, it does not apply to alterations or additions to existing buildings (780 CMR 115.00 Appendix AA Section AA104). 98/100 Bridge Road May 18, 2017 Page 7 10. Structural Provisions for Existing Buildings Structural alterations and additions to the building must be evaluated by a registered structural engineer to determine compliance with the IEBC.
