The above referenced property has come to the attention of this department for the
following reason(s):
A report has been made to this office that there is an apartment unit at the
address listed above without sufficient means of egress in violation of the State Building
Code. For this reason an inspection must be conducted by our inspection team to assure
compliance with the code and city ordinances.
Under the provisions of 780 CMR, Section 115.6, the State Building Code, access
to this property must be granted for the purposes of this inspection. Please call this office
upon receipt of this letter to schedule this required inspection. If this property has rental
units, these tenants must be notified in advance of this inspection, so that access to these
spaces may also be accomplished.
This inspection must be completed on or before August 1, 2008; failure to respond
to this notification will be construed as non- compliance, and as such an Administrative
Search Warrant will be sought, so as to allow the lawful inspection of this property.

in my conversation with Raymond L. Young who is the present owner
of the above-mentioned property, he has asked me for a history of
the building prior to and during my ownership.
T- purchased 58 Bridge Street (same address as 2 Burnside and
2 1/2 Burnside St. ) in 1971 from Mr . John Driscoll as a 7-unit
building who had had it for quite some time as a 7-unit , certainly
prior to 1963 . it was a distressed property which needed
work and I did pull a building permit for the rear secondary
stairs and other improvements with the Salem Building Department .
it was also stated to the Building department and on the
Building permit that it was a legal 7-unit building.
There was also some confusion as this building had 3 different
addresses; this may account for the present difficulties.

I have researched the above mentioned property and have concluded
that the property at 58 Bridge Street, which is its proper address is
a legal (4) four family dwelling. It has been used as a (7) seven unit
dwelling illegaly since about 1975. For it to have been grandfathered
as a (7) seven unit building it would of had to been a (7) seven unit
dwelling prior to 1965 when the zoning was changed.
I would also like to remind you that you had cancelled a scheduled
appointment with this office to inspect the property at 47 Bridge Street.
I am still awaiting a reschedule date.

On June 13, 1995 and June 26, 1995 the Health Department received calls regarding J W Marina
located on 56 Bridge Street in Salem.
The complaints included odors, fumes, cleaning of engines, and draining of oil/antifreeze onto the ground
and into catch basins.
Upon inspection of the property the following notes were made:
Odors - None present
Fumes -Testing motor within building, daytime only
Cleaning Engines - Steam cleaner is used with biodegradable cleaners on a hot top pad at rear of the
building , not close to any dwellings
Draining of Oil/Antifreeze - Drained products are placed in a 55 gallon drum(s)and picked up by a
licensed reclaimer,there are no catch basins located around the property
The property is zoned commercial and surrounded by a residential zone.(Please see enclosure)
The property also has a perimeter fence.
When I spoke to the owner about the complaints, he stated that there has been problems regarding
neighbors.
Currently there are no environmental or property violations and no health/safety hazards exist.
