David Gre Health Agent 1. 435.06: Water Circulation and Filtration Svstem • (2)g-balancing or float-control tank or above-rim fill-spout: SP 10 shows fill water going into the surge tank(see note below) • (h)test kit(s)must be available to meet the requirements of 105 CMR 435.29 and must be capable of distinguishing free residual chlorine and combined chlorine;there is no test kit identified in the plans the test kit must comply with 435.30. • (7)Where carbon dioxide(CO)is used as a method of pH control, the following shall be provided: (a)CO2 shall be injected into the recirculation pipe. The recirculation pipe shall be of sufficient size and length to provide a minimum of five second contact time prior to bather contact. SP-12 does not show the location of the CO2 injectors. These must be located on the drawings. 2. 435.08: Inlets and Outlets • Spacing of the main drains is not identified on the drawings 435.08 (3)(b)A main drain suction outlet(s) shall be provided in the lowest point of the pool floor. At least two main drains shall be provided for every swimming or wading pool more than 30 feet wide. The spacing of the main drain(s)or suction outlet(s)shall not be greater than 20 feet apart across from the deepest section of the pool nor more than 15 feet from the nearest side wall. The spacing of the main drains shall be shown on the drawings. 3. 435.12: Water Depth Markings • Depth markings on vertical wall visible from inside pool is not shown on drawings. Vertical wall depth markings must be shown on the drawings. (See Note Below) 4. 435.16: Water Source • Water to be used in any swimming, wading or special purpose pool shall be obtained from a source approved by the Board of Health. Please notify the Board of Health of the water source for both pools. 5. 435.22: Health Reoulations; Sians • SP 13-Item 7-11 calls out signage from `Baystate'. This indicates a stock sign which may or may not be compliant with CMR 435.220-C(new code). The signage must be reviewed by the Board of Health prior to posting at the pool. 6. 435.24: Safety Equipment • SP-13,Lap Pool; Section `Safety Equipment';there is no safety equipment identified. Is this part of SSG's contract? If so, safety equipment must be identified on the plans in accordance with this section of 105 CMR 7. 435.25: First Aid Equipment and Emeraency Communications • SP 13-Lap Pool,Item 7-12 calls out a Cintas MA- 1'aid kit. This kit will need to be reviewed by the Board of Health to ensure that is ANSI Z308.1-2015 compliant. • Is the installation of the emergency communication system part of SSGP's contract? If so,the emergency communications system must comply with this section of 105 CMR 430. 8. 435.26: Wastewater and Backwash Water Disposal • Please describe the backwash disposal system in greater detail. De-chlorination equipment is listed as part of the system, does this mean that backwash disposal will be indirect and need to meet the requirements of 248 CMR 10.12-1 Indirect Wastes Required. f. Swimming pools 4. All indirect waste from swimming pools shall be free of chlorine prior to discharge to the storm drainage system. If the backwash is being sent to the sanitary sewer system this system is not required. 9. 435.30: Water Testing Equipment • (1)The operator shall provide and use a DPD test kit for measuring the concentration of chlorine or bromine and an appropriate test kit for measuring pH,alkalinity, and cyanuric acid levels at each swimming, wading and special purpose pool. The test kit shall be maintained in good repair together with an adequate supply of reagents that are no more than one year old. The requirements of 105 CMR 435.29 will not be superseded by the use of automatic equipment. NOTES: The make-up water is shown going into the surge tank(SP-10). Water that is a different chemistry(most notability a lower chlorine level-or high pH)being introduced to the surge tank can cause false readings by the chemical controller. The sample stream for the chemical automation equipment is picking up water that is diluted from what the actual pool water chemistry is at the time. This can lead to chlorine(or pH control chemicals)being added when not necessary, and problems with improper operation of the pool water chemistry control equipment. It is recommended that the make-up water be introduced to the pool through a return fitting in the pool wall.Ideally this would be in a location that gives the best possible mixing of the filtered/chlorinated water and pool water before the pool water is introduced into the surge tank, but away from interference to or by the swimmers.Low in the deep end wall would be recommended. As a point of safe operation of the pool,it is recommended that depth markings be in both the Metric and English system of measurements. There will, most probably be a diverse community using the pool and any persons not familiar with our Feet and Inches system would be better served by having the Metric units readily visible. In that same thought(safe and effective operation)the handrails and ladders specified on SP-13, Section `Deck Equipment' are 1.9"Outside Diameter(OD).It has been shown that the smaller, 1.5"OD, handrails and ladders are better suited for the youth, seniors and people with certain disabilities. While not in violation of CMR 435.00,the larger handrails and ladders could be changed at minimal or no cost for the smaller diameter equipment that has the greater benefit to the larger segment of the pool users.
