Dear Health Commissioner:
Rich Products Corporation is a food manufacturer that supplies our products to
foodservice and in-store bakeries across the world. Among our 28 manufacturing facilities in
the United States, we have a plant located at 96 Swampscott Rd, Salem, MA in Essex County.
We sincerely appreciate the work you have done to try to contain the COVID-19 Pandemic
and are writing with regard to your role in determining the distribution protocol for the COVID
vaccine.
As I am sure you are aware, The Food and Agriculture industry has been designated a
"Critical Infrastructure Segment" under Presidential Policy and Directive 21 and Department of
Homeland Security emergency readiness programs implementing the USA PATRIOT ACT of
2001 42 U.S.C. § 5195c(e). In addition, it has been the policy of the United States
government that these industries continue to function with minimal disruption in the event of
an emergency.
Based on our designation as Critical Infrastructure Segment, all employees of Rich
Products Corporation have been designated as front-line essential workers.
Since the onset of the global COVID-19 pandemic, employees of Rich Products
Corporation across the United States, including within our local Essex County community,
have been working tirelessly to do our part in helping to maintain our nation's food supply.
Our manufacturing facilities have complied with all federal and state guidelines working to
combat the COVID-19 virus.
We are incredibly proud of the role our essential workers have played this year in
continuing to service our customers during this difficult time, ultimately helping families
across the country receive the products they need.

Rich Products understands and appreciates the difficult decisions ahead in
prioritizing populations for vaccine distribution. As additional populations are
considered for vaccines, we request that, at the earliest appropriate time, our 180
front-line essential workers in our Salem, Mass. food manufacturing facility have a
vaccine made available to them.
The continued operation of the Food and Agriculture industry is vital to the health and
wellness of the American people during the COVID-19 pandemic.
