To whom it may concern:
IRWIN Engineers, Inc. (IRWIN)has prepared a Phase I Initial Site Investigation and Tier
Classification Report for the above referenced property (the Site).
The Site is a parking lot located in a commercial/residential area of Salem. In a 2020
environmental due diligence assessment associated with the later purchase of the property,
North Shore Community Development Coalition (NSCDC) identified concentrations of lead
and vanadium in historic fill soils exceeding applicable RCS-1 reportable concentrations.
Groundwater was sampled at the same time and groundwater impact was not identified.
Pavement at the Site is currently competent and prevents human exposure to contaminated
soil beneath.
A 120-day reporting deadline was triggered on April 16, 2021 when NSCDC completed the
purchase of the property through a subsidiary South River Partnership LLC. The release of
lead and vanadium in historic fill soils was reported to MassDEP on August 10, 2021 and
assigned Release Tracking Number (RTN) #3-36975.

The Site is proposed for redevelopment in the next several years with construction of a
residential, commercial, or mixed-use building. During redevelopment we expect to export
contaminated historic fill soils for disposal and to achieve a Permanent Solution either with
or without an Activity and Use Limitation (AUL)to manage risk from residual lead and
vanadium impact.

been classified as Tier II pursuant to 310 CMR 40.0500. July 22, IRWIN
Engineers, Inc. filed Tier II Classification Submittal with the Department of
