Dear Mr. Greenbaum,
Please be advised that this office is representing Christine Pruitt, a tenant-occupant of the
residential dwelling located at 7-D Pioneer Terrace in the City of Salem.
This letter constitutes a written request for an inspection of the dwelling pursuant to the State
Sanitary Code, 105 CMR §410.820. Her particular complaint concerns noxious odors and smoke
coming into her unit that materially impair her heath, safety and well-being. She is experiencing
burning eyes and respiratory problems among other symptoms. Her clothing,bedding and fabric
furniture have been compromised.
Ms. Pruitt has informed me that she made an in-person request today at the Health Department,
but was refused an inspection. She was told to contact her landlord, the Salem Housing
Authority. I believe that such a refusal is in violation of the State Sanitary Code. Under the
Code, every occupant of a dwelling is entitled to an inspection upon request. I am not aware of
any exception for occupants of public housing. Moreover, 105 CMR §410.820 specifically states
that an inspection is required regardless of the occupant's notification to the owner.
