ZBA Application: 10 Pleasant Street, Salem MA
Statement of Grounds:
In accordance with the Salem Zoning Ordinance (Section 3.3.5), we are seeking a Special Permit to
reconstruct a portion of a non-conforming building, located on a non-conforming lot. The reasons
and dimensions for the non-conformities have been listed previously in this application. It is our
belief that the proposed work shall not be substantially more detrimental to the neighborhood than
the existing building. In fact, we are improving the side yard setback from 0.1’ to 1.3’.
As the application relates to the requirements of Section 9.4 (Special Permits) of the City of Salem
Zoning Ordinance, we offer the following:
a. The project will result in an economic benefit to the community by creating a higher home
value and increased tax revenue.
b. Traffic flow and safety will not be impacted by the proposed project. The existing home has
a driveway that supports the building’s needs and the driveway remains unchanged as part
of this project.
c. There are adequate utilities already provided to the building to support the new
construction.
d. There are almost no impacts to the natural environment as a result of this project. The
entire lot is already fully developed and no trees will be removed as part of the scope of
work. The change to the lot coverage is negligible (i.e. no change to the pervious surface of
the lot).
e. The proposed design is in keeping with the building and neighborhood character and
aesthetic. The size and scale of the addition are also in keeping with the neighborhood.

In light of the factors listed above, we believe that this proposed project is not substantially more
detrimental to the neighborhood and is in fact keeping with the intent of the Zoning Ordinance.
