Dear Chairman Duffy,
Mr.Tim Haigh,Chief Operating Officer,Witch City Gardens,LLC, (WCG),requested a review of
security-related plans relative to WCG's proposed permit application for marijuana cultivation at their
retail facility located at 2 Bridge Street, Salem. The following plans have been reviewed;
• Addendum to the July 2021 Traffic Impact Assessment
• Facility Emergency Plan
• Facility Security P.an
• Schematic depicting the proposed cultivation area at 2 Bridge Street
As briefed by WCG,the proposed cultivation operation will be very small(approximately 2,104
square feet)and is incorporated into the existing structure. Both the Emergency and Security Plans, as
presented, adequately address security-related issues for the facility and the proposed cultivation area. As
noted in the Traffic Impact Assessment,traffic entering and exiting the facility should see a reduction
with the replacement of the proposed restaurant with the proposed cultivation area.
As noted in the Facility Security Plan(page 8, section 4.2.5),WCG is willing to enter into a
Memorandum of Agreement with this Department to remotely access the facility's Video Management
System(VMS)/alarm system. This will not be necessary or required as the Department does not remotely
access security systems of businesses. We would,however,request that,upon proper request,WCG
provide video footage of incidents occurring within their facility,or which captures the surrounding area,
if it is required for investigative purposes.
