This building, a two-and-one-half (21) story frame dwelling was in the process of being repaired from an earlier fire when it was severly damaged by a two alarm fire on June 11, 1973. This second fire resulted in almost total loss of the roof, collapse of a section of the third floor, the burning away of floor joists and supporting studding on the second and third floors and bulging of the left exterior wall at the second floor level. There is also extensive interior and exterior damage to the rear of the building and near complete destruction of the rear stairway, the probable avenue of fire spread. In its present condition, I would deem this building a definite hazard to the immediate neighborhead. The .dwelling on the adjacent left suffered exterior fire damage by exposure to the second fire and is still subject to exposure in the event of another fire. This neighborhood is a congested one, and it is=almost impossible to effectively secure this structure from intruders. Properly evaluating the reconstruction problems of this building is not within my qualifications. but I would consider the possibility of such a course of action to be slight. In view of the extensive damage to the structure, its present condition of being open and prone to yet another fire it would be my recommendation that this building be removed at the earliest opportunity. The exterior wall adjacent to Goodhue Street is in my opinion in an unsafe condition and must be addressed immediately. I am requesting a written structural engineers review of said wall at once . I am ordering that this building be fully secured against unlawful entry, and the building treated professionally by an exterminating contractor . There is broken glass from windows , weed overgrowth around perimeter of building causing a danger to pedestrians who use the area. I would also like to see all remaining chemicals removed from property. Exman : Inspection : On Thursday , April 16 , 1998 , I conducted an inspection of the property located at 70-92 Boston Street , was conducted :n accordance with the Massachusetts State Building Code 780 CMR 121 . 1 and 121 . 2 (unsafe structures ) . Findings : The inspection conducted confirmed that the building was found to be in a state of considerable disrepair , damaged by fire , exposed to the elements , structural supports damaged and missing, open holes in floors and ceilings , e.xitways bolted shut or completely blocked , hazardous waste storage , open holes in ground storage tanks on the exterior of the building, and areas of the floor and roof collapsing. Our inspection also found five illegal businesses renting space on the property. These businesses were storing both flammable and hazardous materials within their spaces and we discovered evidence that they are contaminating the site with these materials . BID SPECIFICATIONS CITY OF SALEM DEMOLITION OF FLYNNTAN BUILDING 80 BOSTON STREET, SALEM, MA. The City of Salem is requesting sealed bids from qualified contractors to undertake the demolition of all structures located at 80 Boston Street. All work to meet current Federal, State and local codes and regulations. Reports on the presence of hazardous materials from the Department of Environmental Protection and the Environmental Protection Agency are part of these bid documents. ALL WORK UNDER THIS CONTRACT MUST BE COMPLETED BY NOVEMBER 1, 1999. I.Scope of Services 1.Conduct site inspection. The demolition contractor shall initially be accompanied to the site by the building inspector or other municipal employee as designated by the building inspector. Z. Assure that all utilities and city services (e.g. water, sewer, gas, electricity, ect.) are disconnected and appropriate steps are taken to protect the City's interest in the property (e.g. capping of disconnected sewers at manhole;water and gas to be disconnected and properly capped at main line). Take rodent control measures prior to demolition. Verification that an extermination has been done will be required prior to demolition. 4. Photograph existing conditions of structure, surfaces, equipment and surrounding structures and areas, which could be misconstrued as, damaged by demolition work; file photos with the Salem Planning Department prior to starting work.. 5. Minimize noise-producing activities and perform these during normal working hours. No blasting or use of explosives will be permitted. Demolish foundation walls to a depth of not less than 24" below the proposed grade. Demolish and remove below-grade wood, metal construction and floor construction or floor slab. Demolition shall be carried on in a manner that will insure the safety of adjacent property,property which is occupied, and persons occupying such property against all damage and injury which might occur from falling debris or other cause, and so as not to interfere with the use of adjacent buildings and structures or the free and safe passage to and from the same. Take every precaution to guard against movement or settlement of adjacent buildings, sidewalks and streets. Provide and place at contractor's own expense, all necessary bracings and shoring in connection with demolition work, and be solely and entirely responsible for the complete safety and support of such construction. Removal of portions of structures shall be done with care using tools and methods that will not transfer heavy shocks t existing adjacent buildings. Care shall be taken to minimize vibration and other disturbances. Protect all walks, roads, streets, curbs, pavements, trees, and planting, on or off the premises, and repair and replace or otherwise make good all damage as directed by the City. Promptly repair damage to adjacent facilities caused by demolition work at no additional cost to the City. Materials shall not be dropped or thrown from upper stories, but shall be lowered by means of hoists or rubbish chutes. Materials shall be thoroughly wetted down during demolition. 9. Remove and provide proper off-site disposal of demolition debris, including any hazardous debris. Make all arrangements for legal disposal of such materials. Debris shall not be allowed to accumulate and shall be sprinkled to minimize dust during handling and loading. Combustible material and rubbish shall be hauled away daily. No debris shall be burned at the job site. Comply with applicable environmental protection regulations. Trucks used in hauling debris shall be equipped with tarpaulins to cover the loads and shall not be loaded so excessively as to spill debris on streets. Except otherwise specifically indicated, all existing items removed as part of the work under this section shall become the property of the contractor and shall be removed from the site and legally disposed of at his expense. No materials shall be sold on the site. 10. Conduct follow-up rodent control measures. 11. Fill foundation hole with clean fill, compact and grade to meet surrounding elevations. Provisions shall be make to prevent the accumulation of water or damage to any foundations on adjoining property. Install 4" of loam and establish a continuous lawn surface area on the lot at recommended planting season conditions. Contractor shall be responsible for watering until the lawn is established. Secure the site with 6' chain link fence. 12. At completion of removal work, all rubbish, debris and waste materials from and about the building (s), including all tools, scaffolds, apparatus and appliances used in connection with the work under this specification, shall be removed and the promises shall be lift in clean condition. 13. Removal of the sheepgrease still and storage tanks. 14. Separate removal of asbestos siding on the exterior of the building and transite on hallways. Estimated 18,000 sq. ft. 15. The brick and wood structure is four stories and contains large steel floor plates, piping and support cables that will have to be separated from the 40-50- loads of wood debris. 16. Since the new section of the building is structurally sound and intact the removal area will be from the Boston Street sidewalk (burned offices) to Goodhue Street and everything to the North side except for the (2) front loading docks (concrete), the cement slab (in front) and the fieldstone retaining wall that was the color cellar wall. The outline of the removal area is shown on the Site Plan. 17. The concrete block boiler room and elevator shaft will remain. Any open walls or doors will be sealed. 18. There are (3) 500-1500 gallon hot water tanks that will be cut up for scrap. One of the tanks does have a thin layer of fibrous asbestos. 19. The four below floor pits, two outside pits and associated trenchs will be filled with brick and concrete debris to prepare them for closure and sealing. 20. The area shaded on the plans will be merged by backfill to establish a gradual slope from Boston Street to Goodhue Street. Area can be contoured with suitable rubble recycled from the site and learned and seeded. 21. The main chimney will be removed as part of this proposal. Note: the rubble from chimney may be used to make the contour if it is suitable fill. The scope of work for this project will include: 1. Engineering supervision, permits, waste disposal, chemical testing, still and tank Cleaning, final report. 2. Asbestos removal: exterior, hallways and one tank approximately 18,000 sq. ft.. 3. Demolition of structure as noted on the plans. II. Conditions 1. The Contractor shall be responsible for obtaining all necessary permits and complying with public health, environmental, and all other federal, state or local laws and regulations applicable to the demolition of a building, and all other work to be performed under this contract. 2. Before a structure can be demolished, the Salem Fire Department shall conduct A preliminary demolition inspection, to ascertain any conditions which may require a fire watch or other preventive measures, to be taken before, during and/or after said demolition process. A permit to demolish or remove a building or structure shall not be issued until said inspection has been conducted, and a report of requirements necessary for prevention of fire and safety hazards shall be obtained by the applicant for the permit The requirements outlined in the report shall become a part of the restrictions portion of the demolition permit issued by the Building Inspector, for compliance with the Code. The inspection report shall include, but Not necessarily be restricted to the following; a) welding and cutting permit required;and b) fire watch to be maintained by a professional off-duty firefighter, with such equipment as determined by the head of the Fire Department. 3. No demolition may proceed until the City has provided adjacent property owners and tenants with 14 days notification of demolition and measures to be taken for the protection of such properties. 4. Contractor shall submit evidence of the removal and proper off-site disposal of demolition debris, in the form of trucking slips, and in the case of hazardous materials, manifests and disposal permits. One Salem Green Salem, MA 01970 Re: Flynotan Building 80 Boston StLeetarnn A Dear Mr. Strout, 1 have prepared this correspondence regarding the Flynntan Building on 80 Boston Street per our discussion in April, t have gone through the interior and property with David Bennett of Neptune Demolition to prepare this estimate of demolition costs. SP Inc. is very familiar with the structure, tanks, chemicals and soil conditions since we were the tannery's consultant for wastewater treatment and hazardous waste disposal. After the company closed we removed over sixty drums and tank contents and prepared a 21E report on the soils and groundwater. The environmental assessment was updated in 1996 and remediation costs were estimated. The only significant environmental issues remaining are the sheepgrease still and tanks (which are mostly empty), the empty 3000 gallon underground solvent tank, the almost empty (but non-leaking relatively new) 10,000 gallon 94 fuel tank under the boiler room and the 20,000 gallon N6 fuel oil tank in the front that did leak and has contaminated—200 cubic yards of soil. This soil is suitable for recycling at the Bardon Trimount plant. In regards to the demolition of the`old" wood and brick structure;only the still and storage tanks would have to be removed. The inspection revealed several issues that would require special attention: 1. Separate removal of asbestos siding on exterior of building and transite on hallways. Estimated 18,000 sq.R. 2. The brick and wood structure is four stories and contains large steel floor plates, piping and support cables that will have to be separated from the 40-50 loads of wood debris. Since the new section of the building is structurally sound and intact the removal area would be from the Boston Street sidewalk (burned offices) to Goodhue Street and everything to the North side except for the(2) front loading docks (concrete), the cement slab (in front) and the fieldstone retaining wall that was the color cellar wall. The outline of the removal area is shown on the Site Plan. 4. The concrete block boiler room, brick chimney and elevator shaft would remain. Any open walls or doors would be sealed and the area would be fenced. 5. There are(3) 500-1500 gallon hot water tanks that would be cut up for scrap. One of the tanks does have a thin layer of fibrous asbestos. 6. The four below floor pits, two outside pits and associated trenchs will be filled with brick and concrete debris to prepare them for closure and sealing. The Scope of Work for this project would include: 1. Engineering supervision, permits, waste disposal, chemical testing, still and tank cleaning, final report. 100 Manhours @ $70/hr. $ 7000.00 Wastes and Tests 3500.00 $10,500.00 2.
