We are enclosing a copy of a letter received from Councilor James R.
Hosman, with reference to alleged violations existing at 9 Boston Street ,
which I discussed with you a few days ago .
Mr. Hosman feels that violations of the density regulations of the
City Zoning Ordinance exist in the dwelling at this address , inasmuch as
the building is being used by more than one family.
The City directory, issue of 1964, lists two families at this address .
Of my own knowledge , it has been so occupied for at least the past twenty-
five years .
Enclosed also are two reports which I obtained upon request from the
City Health Department upon inspection of these premises , each of which
states that there are bedrooms and a bath on the third floor of the struc-
ture , but no kitchen, sink, or stove.

We have been advised by the Health Department that the third floor
premises at this location have been used by the owner, Manuel DeStafano
as his apartment. A stove and a refrigerator have been installed. We
are informed that.. he has recently moved out, but is planning to rent it
to others.
We wrote to you on October 2, 1973, stating that inspections by the
Health Department revealed that the third floor consisted of bedrooms and
a bath, no kitchen, sink or stove , after receiving a copy of your letter
of September 27 to the owner, Mr. DeStafano .
A petition to the Board of Appeals , heard on June 25, 1973, to in-
stall a third floor apartment at this address , was denied.

of the third floor at 9 Boston Street as living quarters.
Such use is illegal and is dangerous to anyone who might be
sousing it.

premises, has no objection to the entry on the property for demolition
of the same in order to comply with the order of the Board of Health of the
City of Salem. However, please be advised that I intend to rebuild in the
future and the garage is to remain standing. In order to avoid fencing, the
lot should be levelled and the foundation covered.
An extra copy of this letter has been enclosed to be forwarded
to the demolition company. Also, the bond is to be paid by said company.

In accordance with the provisions of the Salem Fire Code, and
Salem Fire Prevention Regulation #29C made under the authority
thereof; an inspection was made of the proposed structure to be
demolished, and the following rules or recommendations shall be
complied with under provisions of the law.

Per the Salem Fire Code this structure shall be demolished in a
workmanlike manner under provisions of the Mass . State Building
Code. and the permit issued by the Salem Building Inspector for
said demolition.
All debris from each days activities shall be kept apart from
the basic structure and wet down at the end of each workday.
No debris shall accumulate over twenty-four (24) hours at the
site, and no more than twenty (20) percent of any one days debris ,
at any time.
The use of City of Salem Water shall be approved by the City of
Salem Water Department or by use of a paid off-duty firefighter
on watch.
The contractor shall have a current welding and cutting permit
in effect. Use of said welding and cutting equipment shall be
upon prior notification each work day, to the Salem Fire Prevention
Bureau as required by said permit. A paid off-duty firefighter
fire watch may be required by the authority having jurisdiction in .
cases where it is deemed necessary.
Failure to perform the operations in an approved workmanlike manner, .
may be cause for an immediate around the clock fire watch by a
paid fire department detail. This shall be taken into consideration
by all contractors and shall serve as notice of this equirement.
An advance payment shall be required when deemed necessary.
Other factors to be given consideration are as follows :
