The foundation is concrete and there are cracks at the rear wall and on the left side(viewed as you face the structure). The concrete slab in the cellar has settled and cracked. The settlement and cracking of both the slab and foundation are primarily in the left rear of the structure and the degree of settlement is significant(approximately 3 inches). It was noted that the rear of the property and the left side both have retaining walls, indicating that the house very possibly is situated on filled material. As we discussed, it is impossible to tell with any certainty the cause of settlements or the amount of settlement that can be expected in the future without conducting soil borings and/or long term monitoring of the cracking. Long term monitoring(over a period of several months)would tell us if the cracking has halted, is continuing(and how rapidly it is continuing) or if it is seasonal (opening and closing with changes in temperature). Without this monitoring, my report has to be based on the best information available. Discussion with you indicate that the structure is over 30 years old and the cracking occurred shortly after construction. You did indicate that the settlement, in your opinion, is still occurring. I did note that you have sealed some cracks in the foundation; these cracks have not reopened;however, they were only filled within the past few months. Based on my inspection and discussion with you, it is my opinion that the settlement most probably is caused by poor soil conditions below the left rear portion of the foundation. The front of the structure is probably situated on ledge. The rear of the structure is probably situated on poorly compacted fill or poor soil(such as peat).If the entire structure had been founded on the same soil, settlement would have occurred throughout the house, rather than only in one portion. The problem then might not have been noticeable.Nearly every house undergoes some settlement after construction. It is when this settlement occurs at different rates at different parts of the foundation that cracking occurs. This is known as differential settlement. ; 4 n 15 Bertuccio, Salem, MA/Page 1 November 17, 1995 As we discussed, if you plan on putting much money into remodeling, my suggestion would be to address the settlement problem first. It would be a shame to put in trim, plaster, cabinets, etc. only to have future settlement damage the work. Also, the presence of the settlement and cracks affects the salability and value of the house. It is impossible to tell, without borings, how much additional settlement can be expected. It is possible that settlement has ceased, but I can not be certain, based on one inspection. My suggestion would be to monitor the situation closely for a period of several months. If cracks reopen or expand, then corrective action would be recommended. If cracks have ceased to expand, then you can assume that all settlements have stopped, and you can then decide whether to attempt to return the house to its original position by jacking the foundation, or to five with the situation. I have attached some information for you on a system which is recommended for repairing foundation settlements. In most cases this system can be used to return the house to a level/plumb condition. I suggest that even if there is no more settlement occurring in the house, that you jack the house to a level position before putting any significant money into remodeling. Whatever you decide, in my opinion the structure is now structurally safe, and future settlements, should they occur, will happen slowly over a period of years;therefore, there is no need for immediate action from a structural point of view.
