These include: • Whether the Transfer Station has been classified according to the Hines Amendment? • What are the VOC levels, according to SSEIS, for the new Irving Gas Station, next to the Transfer Station? • Is there a trigger for a Major Moidifcation if the proposed building exceeds the current building square footage by more than 10%? • Does the DEPO/Board of Health lose the ability to rescind the permit for the Transfer Station if the project uses "industrial revenue bonds"? Note for facilities other than landfills such as, transfer stations the Department determined that qualitative risk assessments including the collection of monitoring data assessment provided the facility operation included appropriate Best Management Practices. Table 3 on page 11 of the attached document identifies the BMPs the Department believes are appropriate in general for facilities such as the proposed Salem Transfer Station. Note that with regards to the issue of doors the BMPs provide for the use of mechanical doors in combination with plastic hanging strips. The closing of mechanical doors is generally a requirement at facilities such as C&D processing facilities where grinding is occurring. Could you provide me with that reference? In evaluating the maximum daily tonnage limit for a facility the Department considers the total thru put which includes both the actual storage capacity (material within the structure on the tipping floor) and the tonnage shipped off-site. As a result, the actual capacity of the structure may be and often is less than the total permitted daily thru put tonnage. Thus the permit may include restrictions on the total quantity of material that may be on the tipping floor at any given time. This tonnage can be significantly less than the total allowed daily tonnage. JohnC John A.
