Summary of meeting held July 6, 1994 regarding the moving of a. building from
Fort Avenue to 20 Belleview Avenue.
The date originally scheduled for July 30th & 31st has been postponed due to a
contractual problem. It will be rescheduled for a later date and all
interested persons will be kept abreast of the situation.
Height of the building is approximately 25 feet.
Width of the building is approximately 24 feet.
Police detail will be provided by the owners, Clart Realty Trust. Capt. Blake
anticipates four (4) to five (5) officers will be required.
State permit required to enable move onto Highland Avenue is to be obtained by
the owner.
Property of Fort AVenue to be fenced in after removal of house and until
removal of concrete foundation and slab, and the foundation area is filled in
with clean gravel.
Septic system to be secured per request of Health Dept. and the owner is to
inform them when this has been accomplished.
All utilities to be secured from street before house is moved. Some of the
utility contractors anticipate starting two (2) hours before the actual move
takes place.
Plot plan of new location is to be furnished to the Building Dept.

notifying residents when the move is to take place.

with the City Clerk.
AND BE IT FURTHER ORDERED: That the Building Inspector coordinate
this move by meeting with the Applicant, the Ward 1 Councillor, Ward 4
Councillor, City Electrician, Director of Public Services, Police
Department, Fire Department, Civil Defense Director, Health Department,
Shade Tree Department, and representatives of Massachusetts Electric
Company, New England Telephone Company, and Warner Cable to secure any

Gentlemen:
Clart Realty Trust proposes to move a building through the streets of Salem in the
following manner:
On a Saturday, from its present location at 57 Fort Avenue to Webb Street,
down Winter Street to Washington Square North, onto Washington Square
WEst to Derby Street, down Washington Street against the traffic to Mill Street,
onto Margin Street, down Jefferson Avenue to Jackson Street, where they will
park across from 11 Jackson Street for the remainder of the day.
On Sunday, the house would be moved from its location on Jackson Street to
Highland Avenue, down Valley Street to Circle Hill Road, onto Rockdale and,
finally, to 20 Belleview Street.
In order to prevent traffic problems, this move would be scheduled to be done in the
early morning hours of a weekend.
All city, state and public utilities have been notified, and arrangements are proceeding.
The City of Salem Tree Department has been notified and requested to schedule a
light-to-med;um.trimming of two trees on Circle Hill Road, two trees at 5 Belleview, one
tree at 25 Belleview, and three trees at 37 Belleview.
A Certificate of Insurance has been provided to the'Salem City Clerk's Office.
All City of Salem departments will be notified of the date of the move. Thank you for
your consideration.

Sec. 26-160. Permit required.
No person shall move a building in a public street or way
unless he has been granted a permit from the inspector of

buildings which shall be subject to approval of the city
council. Such permission shall be granted upon such terms
as the inspector of buildings and the city council may
require in the interest of public safety and in accordance
with the Code. (Code 1952, Ch. 28, § 49; Ord. of 9-11-80, § 5)
Sec. 26-161. Permit application; information to be
shown.
All applications for the permit required by this article
shall be made to the inspector of buildings, and shall state
the location from and that to which the building is to be
moved, its length, width, and height, and the principal
material of which it is constructed, and shall definitely
describe the route over which it is to be moved, the length of
time required to move it, and whether any shade trees or
branches thereof will have to be removed, and, if any, the
location of such trees or branches. (Code 1952, Ch. 28, § 50;
Ord. of 9-I1-80, § 6) _._ .... --
Sec. 26-162. Plot plan and consents to accompany
application.
Ali applications referred to in section 26-161 shall be
accompanied by a plot plan bearing the stamp of a
registered land surveyor showing the placement of the
building in the new location and attesting that said location
is in conformance with the applicable sections of the zoning
ordinance and shall also be accompanied by the written
consent of the director of public services approving the
described route and such consent of utilities as may be
required by the inspector of buildings. (Ord. of 9-11-$0, § 7)

Sec. 26-164. Bond required; amount; condition, etc.
No person shall move a building in a public street or way
until he has given a bond to the city, in the sum of twenty-

five thousand dollars ($25,000.00), with two (2) or more
sureties, one (1) of whom shall be the owner of the building,
and a twenty-five thousand dollar ($25,000.00) public prop-
erty damage insurance for each accident, conditioned to save
harmless and indemnify the city from all damages which may
occur by such moving. Such bond shall be approved by the
superintendent of streets and be filed with the city clerk be-
fore the permit is issued. (1968 Supp., Ch. 28, § 53)
Sec. 26.165. Hearing required if railroad may be encumbered.
Whenever it appears that the moving of a building, under
the provisions of this article, will encumber the tracks of any
railroad.corporation, a public hearing shall be given by the
city council upon the subject, before a permit is granted.

Sec. 26-166. Street superintendent to supervise moving.
All moving contemplated by this article shall be done under
the direction of the superintendent of streets. (Code 1952,
Ch. 28, § 55)
Sec. 26-167. Removal, cutting of shade trees, electrical wires.
No person moving a building regulated by this article shall
cut, trim or remove any shade tree in a street, except by writ-
ten permission of the superintendent of shade trees, and in
the case of removal until after a public hearing as provided
by law, nor cut, or interfere with any wire running in, through
or over any street, except by permission of the city electrician.
