Enclosed you will a copy of the 1989 citv,assessor's book. In that book our
ass
property at 17 Becket is cited as a 3 family dwelling.
I believe Mrs. Merry from Joyce Cook's office spoke with you regarding this
matter. We purchased the building in 1986. I bought the building as a functioning
3 Family.
I am under contract to sell property to Thomas Hayden,who intends to live
in the second floor unit and will keep the first and third floor tenants in
place. I am cunrently living in the second floor unit with my family.
Im fact there are 2 legal means of exits for all 3 units. Currently there
parking for six plus cars and ample space to create more if desired.
Our broker,Ms. Caramello of Joyce Cook's office, called the Building Depatment
to inquire as to how they had the property listed. In fact they did not
have any record ;single family, 2 family, 3 family- no indication what so
ever. She then went through the City Directories listing the past occupants
of 17 Becket ST. The records are inconclusive failing to showw the tenants
I inherited from the prior owwer as'well as 4 of my own tenants over- the
last 3 plus years. I fail to see how this can prove status.
It was recomended by Mrs. Merry that we have aletter from a neighbor whom

may know our poopert's usage. Although we cold soliaite a number of letters
from residents with similar time on Becket St, as ours I have opted to
ask a lifelong resident as to his knowledge. Mr. Robert Kawczinski the owner
occupant of 20 Becket ST, states that during his lifetime 17Becket St. has q oe

fromm 3 to 2 and even one elderly woman whom his family cared for. He
believes this is the reason why the property is not listed at all with yhe
z
Building Department as the woman was usually remiss with this type of
correspondence. He has understood this has occurred before on Becket ST.
Mr. Kawczinski knows for certain that the property has operated as a
3 family for at least 15 years and further approves of it.
Regarding the utility bills, We supply the heat and hot water as there is
only one heating system. Although the electrical is all separated there is

minor effort needed to spparate .the bills. We never got around to it so

just figured it into the rents.
We are requesting for the next owner, Thomas Hayden, at his request that a
legal opinion be rendered . We know that 17 'Becket stands within the .
boundaries.of a legal 3 family. The parking is ample and that is a rarity
in SAlem. The street currently has a myriad of dwellings ranging from
single to 4 families. The property at 17 Becket St is indeed a source of
pride for the entire neighborhood as it has been kept up wonderfully.
Enclosed is a letter from Mr Kaczinski regarding the information mentioned
earlier.
