Building The proposed building is to be a 125' - x 400'+ one story concrete block building approximately 50,000+ sf. The building is to be broken up into eight units which may be occupied by individual tenants or purchased as Industrial Condominiums. The proposed site is located on the southwesterly side of Swampscott Road, and northerly of the existing Maynard Plastics site. The site is currently zoned "Business Park Development. " The proposed development will be situated on 4.5r acres of land. B. Parking and Loading There are 160 parking spaces proposed, this includes five spaces to be designated as handicap parking only. The parking requirement for industrial uses is: One space for each company vehicle: plus One space for every two employees; plus One space for each one thousand square foot of gross floor area excluding storage area. Using the Institute of Transportation Engineers Trip Generation Manual it is estimated that there will be one employee per 440 sf of building area for light industrial uses. Therefore a total of 114 employees is expected. The required parking is: 114 - 2 = 57 50,000 - 11000 = 50 One company vehicle per tenant = 8 Total required parking spaces = 115 There will be an excess of 46 spaces which would be applied to future development of the property. ! The loading required by zoning is three. bays. There are two docks to the rear of the building. Each dock has four bays, for a total of eight loading bays, one for each unit. C. Traffic Flow and Circulation The site will be accessed by a common drive located approximately 1100' south of the First "n Street/Swam scott Road Street/Swampscott intersection. Automobile traffic will enter via Swampscott Road and may park at the P ront of the building or proceed around the building and park in the rear. Truck traffic will enter the site via Swampscott Road and proceed around the building to loading docks at the rear of the building. There is, a 24 foot wide road looping the building, which provides two way traffic around the entire site. D. E x tjer n LI Lighting AD site lighting will be placed to avoid any glare onto Swampscott Road or the adjoining Maynard Plastics site and will conform to the Massachusetts State Energy Code (see site. plan) . E. Landscaping and Screening Landscaping will be provided as shown on the site plan. All sensitive areas will be adequately screened. F. Utilities The site will be served by the existing utilities in Swampscott Road which have the capacity to adequately serve the site. Stormwater runoff will be discharged into detention areas in conformance with the overall drainage plan for the Business Park. G. Snow Removal Snow will be plowed to the perimeters of the parking lot. Excess amounts will be stored in the areas indicated on the site plan. l Environmental Impact Statement Industrial Condominium at Swampscott Road Natural Environment Air During construction there will be a certain amount of dust and smoke generated by earth moving equipment. These will be eliminated upon completion of the project. Dust will be controlled during construction by spraying water. There is a substantial buffer area between the project and existing residential dwellings. Maynard Plastics is the closest business to the project site. No incineration will take place on the site. Land The proposed site is located in an area where some previous site work has taken place. It is mostly cleaned of trees and some rough grading has been done. There has also been some stockpiling of materials on the site. There are no significant geological formations on the site. The project area has various ledge outcroppings and drilling and blasting of ledge is anticipated. In the event high water tables are encountered foundation drains will be encorporated to alleviate this situation. No percolation tests were done as the site will be serviced by City of Salem sewer. The 4.5 acres of land proposed for the building has mostly been disturbed. It does, however abut wetlands. No wetland filling is j proposed for this building site. There is also an area identified as "isolated land subject to flooding. " It is approximately 1 .5 acres and is located at the west side of the proposed building site. This area has no proposed alteration at this time, except for some minor grading at its north easterly boundary (see site plan) , Water and Wetlands The proposed project will not effect the quality or quantity of any existing or potential public or private water supply. All storm water runoff will be discharged into the wetlands which serve as detention basins. Catch basins will have gas traps and sumps to allow settlement of pollutants prior to discharge to the watershed areas. Erosion control measures i .e. , haybales and silt fence have been installed at the site under a previous Order of Conditions and will be maintained and expanded as shown on the site plan. The site will be landscaped as soon as possible after site work is completed. [The effectiveness of these measures is suitable as it is in line with standard engineering practices] . I Upon completion of the site there will be no ponding on the site. All storm water will be routed through the drainage system designed to have sufficient storage capacity to handle the runoff from a 100-year storm. There are a minimal number of trees and most are in the wetland areas which will not be affected. The site will be brought to an average grade of approximately Elevation 80. The finish floor grade of the bulding will be at Elevation 82 . The existing grades slope down from the Maynard Plastics site at Elevation 90T to the wetlands along Swampscott Road at Elevation 70_. There are two areas of wetlands the site abuts. They are separated by an existing gravel road with 3-36" concrete pipes under which provide a hydraulic connection between the two. The first of the wetland areas is to the north of the site. There is approximately 1 .4- acres of wetlands on land owned by the applicant. These extend onto lands of abutting property owners. There are no alterations proposed to these wetlands other than work in the 100' buffer zone and upgrading the existing entrance to the site. The second area of wetlands runs along Swampscott . Road south of the site access. There is 0.4- acres of wetlands in this area on the applicant' s land. This wetland area continues south along Swampscott Road on Maynard Plastics property to a detention basin with a control structure which then crosses Swampscott Road via 3-42" concrete pipes and ultimately to the Thompsons Meadow watershed. There is also no proposed alterations to these wetlands other than work in the 100' buffer , the wetlands adjacent to the building and Swampscott Road. All runoff from the access road, front parking area and the roof will be routed to the basin at the northerly side of the site which is controlled by the existing 36" concrete pipes under the access road. The proposed grading has been designed to minimize the cuts and fills on the site and avoid any impact to the existing wetland that abut the site. The site is plateaued and generally sloped down to the wetlands. Permanent vegetative cover will be as shown on the site plan. As statedreviousl , there is little existing vegetation except in the P Y wetland areas which will not be impacted and protected with siltation control . The resulting surface alterations will increase surface runoff by 3.4 cfs to the wetlands at the northerly side of the site and 3 . 3 cfs to the wetlands at the easterly side of the site, prior to detention. The overall drainage plan for the Business Park has been approved by the Conservation Commission. The proposed project conforms to the drainage study prepared by David kesterling, PE, dated July 20, 1988. The project will have minimal effects on the receiving waterways . Catch basins will have sumps and gas traps installed and the project is in a no salt area under a previous Order o_` Conditions . The project effects on groundwater quality will be minimized because of the previously mentioned precautions. The increase in runoff or potential for flooding will be mitigated by detention basins. The project's sewage will be piped to an existing manhole in Swampscott Road which is part of a newly constructed sewer line and should have no effect on surface and groundwater supplies or quality. Energy The project will use natural gas and electricity. The gas will be underground, supplied by Boston Gas . The electricity will be overhead supplied by Massachusetts Electric Company both coming from Swampscott Road. Noise The usual noise associated with construction projects i .e. , earth moving and trucking will be generated during the construction phase from 7:00 AM to 5:00 PM. These noises will be eliminated upon completion of the project . It is not anticipated that any high levels of noise will be generated by future tenants other than that generated by everyday traffic. Local Flora and Fauna The proposed site has been cicared. Thi. applicant will be landscaping the site as shown on the site plans. The Massachusetts National Heritage Program files showed no rare or endangered elements on the project locus. Land Use The project is consistent with zoning for the area. It abuts Maynard Plastics, a 170,000- s. f. manufacturing plant, on its southerly side and an auto body shop to its north. The site is approximately 1/4 of a mile from the Highlander and Hawthorne Shopping Plaza's. Density There is one building proposed. It has a gross area of approximately 30,000 s. f. and is divided into eight units. There will be in excess of 10' open space as required by zoning. The proposed site contains 4.3+ acres of land. Zoning The site is in a Business Park Development zone. Land across Swampscott Road is zone Residential . Architecture The building will be landscaped with shrubs and buffered with a combination of white pine and arborvitae as shown on the landscape plan. The proposed building will be 16'+ in height. It will be approximately 101+ lower than the Maynard Plastics building. It will not interfere with any natural views. The building will be of concrete block construction. Trash dumpsters will be located in the rear of the building as shown on the site plan. Historic Buildings, Historical Sites and Archeological Sites Previous consultation with the Massachusetts Historical Commission has indicated that there are no historical or archeological sites in the project area. Public Facilities Water will be supplied from an existing 12" water main in Swampscott Road. Based on 15 gallons per day per employee (Title V) with 114 employees , the domestic demand will be 1 ,710 gallons per day. Fire protection will be determined by the needs of future tenants. Sanitary sewage generated by the proposed project is estimated at 15 gallons per day per employee (Title V) which equals 1 ,710 gallons per day. Storm Drainage Facilities The storm water eventually crosses Swampscott Road via 3-42" concrete pipes . A closed drain system is proposed for the site . as shown on the site pian. Drainage will be routed through a detention basin system originally designed for the Maynard Plastics Project. The system has been revised as detailed in the July 1988 drainage report. Disposition of Stormwater The outfalls are as indicated on the site plan. All outfalls will have a rock riprap energy dissipater to prevent erosion. As described previously, catch basins will have gas traps and salt is prohibited to reducing pollutants from entering the wetlands. The storm drainage is designed for a 10 year event with 9.4 cfs going into the wetland/detention basin on the north side of the site and 10.2 cfs going into the wetland/detention basin along Swampscott Road. Refuse Disposal Waste generated by the project will be that associated with light industry. It will be disposed of in the trash dumpsters and picked up by a private contractor. Traffic Facilities Circulation patterns parking stall and locations are as discussed in the Narrative. It is estimated that there will be 388 trip ends generated by the project ( ITE Trip Generation Manual 4th edition) . Electric Power Power demand will be determined by future tenant requirements. it will be supplied by Massachusetts Electric Company by overhead wires . Gas It is anticipated that gas will be used for heating purposes. It will be supplied by underground service by Boston Gas. Schools The project will not generate any school children. The nearest school is 1 .5 miles away. Recreation No recreation facilities are proposed. Police It is estimated that there will be 114 employees and 108 automobiles. Impacts on the Police Department would be negligible . Fire. One building is being proposed at this time. It will be of concrete block construction. Water will be taken from a 12" water main in Swampscott Road. The fire suppression system for the building will be determined by the individual clients . Public Works No public streets are proposed for the project . No drain culvert sewers or water lines in the project are proposed to be publicly maintained. Aesthetics and Visual Impact The project will not change the character of the area as it is consistent with zoning and existing development in the area. The project meets or exceeds all the density regulations required by zoning. The project will be landscaped in a manner which will enhance the site. Parks Forests and Recreational Areas Part of the overall Business Park abuts conservation land and land owned by the City of Salem at the far westerly side of the site. The proposed project has no impact on this land. Public Health The project will have a minimal effect on the public' s health. No significant changes in water quality. air quality and noise levels are expected. This summary follows the Board of Health's list of conditions prepared 2/10/88 for the Rich's Distribution Center, formerly proposed for this site, as well as your generic list of conditions (enclosed copies) . 1. The project is designed to prevent any increase in downstream or abutting property flooding. Drainage calculations will be supplied at the June 13 meeting. 2. The City Engineering Department and Plumbing Inspector will be reviewing the project as part of the Site Plan Review process. We will meet whatever utility tie-in standards are required. 3. The Traders Way water line was designed to avoid a low pressure situation by looping water mains in this area. The Somerville Lumber building and retail stores building can be accommodated by the existing water system. 4. Drinking water service will be tested and the results submitted as requested to the Planning and Health Departments. 5. All building construction debris will be gathered in on-site dumpsters and hauled away to an authorized landfill, as has been our practice in Salem. Excavated material will be used as fill on-site. Some of the loam pile will be used for on-site landscaping. The remainder will be stored properly for future landscaping work in our Salem projects. Mr. Robert Blenkhorn June 7, 1989 Page 2 Somerville Lumber will use one compactor-dumpster on the northeast side of the warehouse (under the roof overhang) to remove trash. Trash pickups will be as often as necessary. The retail stores also will be supplied with an appropriate number of screened dumpsters located at the rear of the building. The number of dumpsters will depend on the total number and types of tenants. Both collections will be by contracted waste haulers. Somerville Lumber expects to use 10 delivery trucks per work day and receive five vendor delivery trucks per weekday, and two company truck deliveries per day Monday through Saturday, all during normal business hours: Monday-Friday, 7:30 a.m. - 9:00 p.m. , Saturday 7:30 a.m. - 9:00 p.m. , Sunday, noon - 5:00 p.m. 6. Air and noise pollution should not be a significant problem. All construction trash will be crushed in compactors. Drilling and blasting, now under Fire Department supervision, will be limited to Monday through Friday between 8:00 a.m. and 4:30 p.m. 7. The Fafard Companies employs its own 5000 gallon water tank truck for dust and street cleaning control. A contracted sweeper also is used when needed. 8. Northeast Exterminators of Essex, Massachusetts continues to perform its pest control duties for all of our projects in the Swampscott Road/First Street/Trader's Way area. The following information summarizes specific matters as required under Section VIII R.j . for Site Plan Review. Enclosed items include seven sets of: Site/landscaping area plan; Responses to P.D.D. The P:D.D./Site Plan Review Fee for the entire site was paid in full on 4/24/84 ($19 ,750) , as I confirmed with you last year. a. Buildings One 96,000 SF retail-warehouse building for Somerville Lumber, which sells a full line of home improvement and lumber products, will be constructed on the 13+ acre site, bounded by First Street , Traders Way, private property, and land owned by Howard A. Fafard. The main building will be a maximum 24 feet high with color-coated panels for the exterior walls and roof , except for a cedar-shingled entry. The front 57 ,000 sf section houses the 50,000 sf general sales section and 7,000 sf of office space, while the rear 39,000 sf warehouse section (maximum 30 feet high) contains the extra inventory of store items. The two metal storage canopies (150' x 40' x 18' high) , located on the north side of the sales area, will be used to store lumber products . Somerville Lumber ' s 96,000 SF compares favorably with the 60,000 SF typical building shown on the approved 1984 Highland Acre P.D.D. plans dated 11/15/83. Ms. Beth Debski June 9, 1989 Page 2 i A second 24 ,000 SF general retail stores building will be constructed at j 20 Traders Way between Somerville Lumber and Matt Garrett's Restaurant. This one story building is smaller than the proposed typical building for this location (24,000 SF vs. 65,000 SF) • it will be 16- feet high, with decorative block exterior and mansard roof. The types of retail tenants expected to lease space in the building include clothing, shoes, dry cleaning, books, stationary, records, florist, electronics. See the site plan and architectural plans for details. b. Parking and Loading The 365 Somerville Lumber parking spaces are shown on the site plan along the north and east sides of the building. This number is considered more than adequate, based on 1987 Vanasse Hangen Brustlin parking space demand data generated at the Somerville Lumber Store in Seekonk, MA. The 108,500 sf facility generated a maximum 220 filled parking spaces during the Saturday peak hour. That translates into 194 spaces for the 96,000 sf Salem store. Four loading docks are found along the westerly portion of the warehouse . Three drive-in doors are located on the northerly and easterly sides of the warehouse for customer loading and deliveries. All of these docks and doors are located away from First Street and the Whalers Lane condominiums. Store operations will occur Monday through Friday, 7:30 a.m. -9:00 p.m. , Saturday, 7:30 a.m.-9:00 p.m. , and Sunday, noon-5:00 p.m. The retail building will have 128 parking spaces to accommodate customers and employees . Operating hours and number of delivery trucks and employees will depend on the tenants utilizing the building. c. Traffic and circulation Rased on the Institute of Transportation Engineers' Trip Generation, 4th edition (1987 ) , the average Saturday (peak day) vehicle trips to and from Somerville Lumber is estimated at 2969 trips per day (ADT) . This total is assumed to be conservative for two reasons . First, it is assumed that all trips generated by Somerville Lumber are new trips . discounting any "through" or "pass by" vehicle trips . These impulse and diverted trips could account for as much as 500., of the total trips generated. Ms . Beth Debski June 9, 1989 Page 3 Second, trip generation data developed in 1987 for Somerville Lumber by Vanasse Hange❑ Brustlin, Inc. indicate that the ITE-based calculations may overestimate actual traffic generation. The larger 108,500 sf Seekonk, MA and Pelham, NH stores generated 3100 and 3200 ADT respectively versus the ITE estimate of 3355 AUT. The smaller Salem store therefore could be expected to generate about 2787 ADT vs. 2969 ADT estimated by ITE data. About 140 employees will work at this store: 25 warehouse employees ''and truck drivers; 30 office workers and cashiers; and 85 salespeople. The 24 ,000 sf retail building is expected to generate an estimated 976 average daily trips . Access to the building site will be via two driveways from Traders Way as shown on the site plan. Delivery trucks will enter and leave via Traders Way and Highland Avenue (Route 107) . Trucks will enter the Somerville Lumber site using the drive at the northeast corner of the lot, over 6000 feet north of Whalers Lane, stop at the loading docks along the westerly portion of the warehouse, and then return to Traders Way via the same route along the northerly side of the building. The drive along the southerly side of the building, closest to First Street, will be used only for emergency access . The 10 company trucks generally leave about 8:00 a.m. to make deliveries: they are loaded before the end of the previous day' s work. About five vendor deliveries per weekday and two company truck deliveries per day, Monday through Saturday, are expected, all during normal business hours . Retail building delivery trucks also will use the Highland Avenue-Traders Way route. All drives are 24 feet wide and paved with bituminous concrete. d. External Lighting External lighting has been located to minimize glare in the direction of the residential condominium development to the south across First Street . Cutoff luminaires on 30 foot light poles and on the buildings ' walls will be used for this purpose. e. Landscaping; and Scree�nin . The 5+ foot high berm will be topped with a fence and evergreen plantings. Suitable landscaping will be provided for both buildings and parking areas including juniper and woodbine vine along the southerly slope along First Street . f. Utilities Separate water lines for each of the two buildings will tie into the 12" main available along Trader's Way. Separate 6" gravity sewer lines will tie into the 8" Traders Way line. The estimated sewage flow for the Somerville Lumber and the 24,000 sf retail store are 2650 gpd and 1200 gpd respectively. Both buildings are covered under Mass. Division of Water Pollution Control Sewer Extension-Connection Permit No. 31 . Gas service will be provided by Boston Gas. Electric service will come from Massachusetts Electric service on Traders Way. g. Snow Removal Snow will be plowed off all drives and parking areas into the designated snow storage areas (see site plan) . Detention basin capacity is designed to handle accumulated snow melt. h. Natural Area Protection and Enhancement The 13+ acre Somerville Lumber area is an almost totally disturbed site . Landscaping will enhance this development, as well as the 3- acre general retail building site . About 30% (3.9 acres ) of the 13+ acre Somerville Lumber site will remain without buildings or pavement, with 16% (2 . 1 acres) for building coverage (maximum 45% lot coverage permitted by zoning) . About 32% (3.7 acres) of the 4 .5_ acre retail building - Matt Garrett' s parcel will remain without buildings or pavement , with 15% ( .7 acres) for building coverage. i . Architectural Comoatibility There is no significant prevalent architectural style in the immediate vicinity. The Somerville Lumber building will have color coated panels for its sides and roof, except for the cedar-shingled entry. It will hire a maintenance firm to take care of the catchbasins, among other duties. This responsibility will be included as a condition in the master deed. 3) The water service will be tested for pressure and bacteria before being put into service, with results sent to the Planning and Health Departments. 4) All building construction debris will be collected in on-site dumpsters and hauled away as often as necessary to an authorized landfill, as has been done with our other Salem projects.
