Dear Ms. Tzortzis:
It was brought to our attention through the Neighborhood Task Force, that there are four
(4)family's living at 8 Arbella Street. Our records show it is just a two (2) family dwelling.
I would like to do an inspection of the property, to verify what situation exists.
Failure to respond to these orders within fifteen (15) days will result in legal action being
taken against you in Salem District Court.

present. Notices were sent to abutters and others in accordance with Mass. General
Laws, Chapter 808. ThePetitionerrequested a Special Permit to use the third floor
at 8 rbella St. (R-2 District) as an additional. dwelling unit.
Atty. John Serafi.ni represented the Petitioner before the Board. - The Petitioner
noted that the property in question is close to Bridge Street and that there are a
number oC two and three family dwellings in the surrounding neighborhood. The Peti-
tioner also stated that the couple would be living on the premises and intended to raise
it thesis home. The Petitioner also stated that they need the add_tional ,i.ncome from
the third apartment in order to financially handle the dwelling unit.
It was requested by the Petitioner that the Board grant the Special Permit on the
basis: of the Zoning Ordinance and the financial hardship.
The Petitioner did not have plans present to shoe the par?sing necessary for the
property. There was some dispute as to whether or not there was enough room on the
property to park additional cars_
The Board voted unaniimusly to deny the petition requested. The Board Pelt it

Dear Mr. Powers:
In connection with the Arbella Street matter which you have been
pressing me on, my clients, Mr. and Mrs. Tzortis are presently away on vacation in
Greece. I have discussed this with the parents, who have indicated that they will be
returning within ten (10) days. The information I received from the parents is that the
so-called third floor on the Arbella Street property is an integral of the second floor,
and that it is occupied as one unit. I will obtain for you verification of this on my
clients' return to the country.
I will also undertake to resolve the matter of parking. It would
seem a shame to begin proceedings against these two people if the facts of the matter
are as outlined above, and if the matter can be resolved under negotiation. Certainly,
no irreparable harm will come to anyone in the next few days because of this situation.
I, therefore, respectfully request your indulgence so that a complete report can be made
to you on the facts in this case.
