These properties arer15 Andrew Street and 6 Milk Street. �� Each of these houses is occupied in excess of that allowed in the R-2 district. As a result of these illegal increases in density we, the neighbors and abutters , are subjected to-- increases in noise , illegally parked cars , and numerous other problems. The property at 15 Andrew Street is a legal two family dwell- ing. There are presently four mailb6xes . In the past, several of the units were occupied by members of the same family. This is no longer the case and the house should be maintained as a two family. The house at 6 Milk Street is a legal single family dwelling. Numerous unrelated individuals presently reside there. This re- sults in excessive noise during the warm weather and the obstruc- tion of Milk Street by sidewalk parking. This chronic illegal parking prevents access by trash collectors and emergency vehicles . We would appreciate your attention to these matters and will consider further action if enforcement is not forthcoming. Salem, MA 01970 RECEIVED ASS. CITY OF SALL,� Mr. Martineau: The building at 15 Andrew Street, located in an R-2 zoning district, is presently in violation of the City of Salem Zoning Ordinance. As recorded in the Building Department this building is a legal two family dwelling. For the past several years this property has had four dwelling units . This increase in density is evidenced by the four mailboxes at the front doorway and by the census data compiled by the City of Salem. In 1991 the census taker that visited 15 Andrew Street made note of the fact that the number of units in-the house had been increased to four. This increase in density took place without the proper permits And variances . I understand that a site visit was made to 15 Andrew Street recently. Regardless of any representations made by the occupants of the house, the neighbors and abutters want to be assured that this property will remain the legal two family dwelling that it legally is and that it will be occupied as such. For the past year a trash hauling/demolition/yard maintenance business has been operated from this property. As a result of this illegal business , there are usually three or four trucks parked on Andrew Street overnight. Several of these trucks are in excess of the weight and size allowed in residential neighborhoods. Often the sidewalk is impassable infront of the house. Furthermore, it is not unusual for work crews to leave from 15 Andrew Street early in the morning to return later in the day. Enforcement requests will be made to all of the appropriate City departments but many of the problems associated with 15 Andrew Street are the direct result of the illegal use and occupancy. It would be greatly appreciated if a letter could be issued stating: 1) that this is a legal two family dwelling 2) that any business use without the proper permits and variances �i is illegal 3) that all illegal residential and business use of the property at 15 Andrew Street must cease and desist.
