Salem, MA 01970 April 27, 1992 Salem Historical Commission 1 Salem Green Salem, MA 01970 Dear Sir or Madam: Walter Abbott owned and occupied 4 Andover Street from 1920 to 1950 . Around 1940, like many Salem residents he purchased a prefabricated, metal garage from the Whettredge Portable Buildings Company in Lynn. The garage was sturdy and functional. But in the context of 18th century homes, it was also f ugly. Walter Abbott understood this . ` compromise between esthetics and practicality, and it was probably this understanding_ that led him to locate the garage at the rear of the property. The Salem Historic Commission would later verbalize this land development philosophy, when it made " . . .a clear distinction between changes which would be appropriate for the principal elevations of a building 4 Andover St . and those acceptable at rear, private, ' family-living' sections. " (Salem Historical Commission Guidelines Notebook, 1984, p. 1 . ) If Walter Abbott had been willing and able to pay the higher oost of an emphasis on esthetics, he probably would have instead constructed a garage of wood, perhaps just like the one on the other side of Andover Street, directly across from his driveway. This garage has clapboarded sides and a shingled roof, which make it appear an extension of the elegant Federal Street home (#112) to 112 Federal St. which it belongs. This garage sits just off the street, unashamedly. Walter Abbott' s garage has suffered from many years of neglect . Although the structure is still solid, its doors and their hinges have rusted away beyond repair, and need to be replaced. The question is, with what? It would be nice if there were a carriage house on that corner of the property, perhaps like the one behind the Pierce-Nichols house. But there isn' t. It' s a metal garage, with a useful life ahead of it well into the next century, and therefore it is not appropriate to try and make something of the garage which it is not . According to the Secretary of the Interior' s Standards of Rehabilitation, "all buildings shall be recognized as products of their own time. Alterations that have no historical basis and which seek to create an earlier appearance shall be discouraged. " (Paraphrased in the Salem Historical Commission Guidelines Notebook, p. 3. ) Some will say, unthinking, replace it exactly as it was. That approach has obvious merit when the goal is to preserve the architectural delicacies of a bygone era. It is clearly inappropriate, however, when considering cancerous atrocities spewed into our neighborhood by the stark and impersonal technology of mass production before the guidance of the Salem Historical Commission, like the Whettredge Portable Buildings Company' s metal garages. These features are no doubt interesting, in a sociological sense, but they are a visual blight on the integrity of the neighborhood. There is a solution, however, and that it to replace the garage doors in the way one might wish that Walter Abbott had built them originally, staying within the Interior Secretary' s guidelines of recognizing the garage as a product of its own time (which is 1940, not the eighteenth century) . Mr. Abbott might have better blended the doors, at least, if not the entire garage, into the neighborhood by constructing them of wood. It might not have been necessary to go to the expense of the all-wood garage across the street; he Gould have framed the doors in wood while still realizing the savings of a prefabricated metal back, sides and roof . A good example of an identical garage, with doors replaced in a manner appropriate to the period of the garage, yet blending gracefully into the 18-19th century elegance, sits proudly near the corner of Hamilton and Chestnut Streets . On this garage, the original metal doors have been replaced with wooded overhead doors, framed in wood. This is what I want to do to my garage, including wood clapboards (to match the Chestnut and Hamilton Sts . house) over the doors .
