Although the wall was not part of the contract we did it as you are aware at no cost to you in an attempt to give you a better yard. As you are also aware of, the abutter to your rear lot line who works for the City of Salem indicated he doesn't like the way wall looks. The building inspector Mr. Leo Tremblay has , since informed us he is not excepting this little wall. I had the structural integrity of the wall checked by a structural engineer and the finding was the wall is structurally sound. A copy of the report was given to Mr. Leo Tremblay. The wall as we all know isn't even finished yet. There is some hand work, that has to be done ;on the face and the wall has to be back-filled and graded on top. Mr. Leo Tremblay indicated to me he wants the wall removed. Veneer above openings shall be supported upon lintels of non-combustible material and the allowable span shall not exceed the values set forth in Table 3403.7. The lintels shall have a bearing of not less than four (4) inches. 3404.3.4.3 Metal tips: Masonry veneer shall be attached to the supporting wall with corrosion-resistant metal ties, Veneer ties, if strand wire, shall be not less in thickness than No.6 U.S. gauge wire and shall have a hook embedded in the mortar joint, or if sheet metal, not less than No. 22 U.S. gauge corrugated. Each tie shall be spaced not more than twepty-four (24) inches on center horizontally and shall support not more than three and one-quarter (3-114) square feet of wall area. Exception: In wind areas of more than tlihV (30) pounds per square foot, each tie shall support not more than two (2) square feet of wall area. 3404.3.4.4 Other method: In lieu of such wire ties, an approved method of grouting the veneer to a paperbacked reinforcement attached directly to the studs may be used. 3404.3.5 Weather protection 3404.3.5.1 Wall protection: Exterior walls shall be covered with a weather-resistant siding and/or membrane. 3404.3.5.2 Weather-resistant membrane: Asphalt-saturated felt free from holes and breaks and weighing not less than fourteen (14)pounds per one hundred (100) square feet or other approved weather-resistant membrane shall be applied over studs or sheathing of all exterior walls as required by Table 3404-7. Such felt or membrane shall be applied weatherboard fashion, lapped not less than two (2) inches at horizontal joints and not less than six (6) inches at vertical joints. April 19, 1996 Dear Scott and Donna Virgin: As you are aware we build an approx. 40 inch high retaining wall along the right rear of your lot about 40 to 50 feet long. Although the wall was not part of the contract we did it as you are aware at no cost to you in an attempt to give you a better yard. As you are also aware of, the abutter to your rear lot line who works for the City of Salem indicated he doesn't like the way wall looks. The building inspector Mr. Leo Tremblay has since informed us he is not excepting this little wall. I had the structural integrity of the wall checked by a structural engineer and the finding was the wall is structurally sound. A copy of the report was given to Mr. Leo Tremblay. The wall as we all know isn't even finished yet. There is some hand work that has to be done on the face and the wall has to be back-filled and graded on top. Mr. Leo Tremblay indicated to me he wants the wall removed. In an attempt to keep the wall in place so you can have a better yard I agree to make changes that are within reason for a stone rubble retaining wall of this type .if the changes are mutually agreed upon between Mr. Leo Tremblay and myself. Mauritz, a structural engineer with Bradford Engineering Company visited and inspected the above referenced property for the purpose of assessing the condition of a recently constructed stone rubble retaining wall. The retaining wall is located along the right rear comer of the property. It measures approximately sixty feet long and retains between three and four feet of backfill. The wall is constructed of randomly placed large diameter stone. There is no defined coursing layer and the joints between the stones are open. There is no stone chinking or mortar placed within the joints. There are no large voids between the stones. The wall exhibits no signs of forward movement and or rotations. There are no signs of base settlements. The wall appears to be of adequate mass to withstand the imposed lateral loading from the retained fill. The fill behind the wall is approximately level and there are no significant surcharges. Based on this visual inspection, this stone rubble retaining wall appears structurally sound to support the imposed loadings. I hope the above information is of use to you.
