King 29 Connolly Avenue, Swampscott,MA June 25, 2018 TO: Thomas St. Pierre, Inspectional Services Director FROM: Dennis King, Property owner of 103-105 Loring Avenue Re: Request for property use assessment I have owned 103-105 Loring Avenue since 1996. When I purchased the property, it consisted of three apartments, on three floors. Since 1996, I have done nothing to change the structural layout of the main dwelling that consisted of the three apartments, and they look essentially as they did 22 years ago. I was aware that the building was built in the early 1900's, and other than needed utility upgrades such as heating and electrical systems,the structural layout had never changed. I have recently decided to ask for the City's designation of my property to represent its open, actual and continuous use for at least 60 years as a three-family dwelling.As evidence of this open, actual and continuous use, I have researched the City of Salem's"list of polls" which represents both adults and registered voters within the city, defined by Ward, Precinct, Age and Occupation. When looking at the years of 1956, 1961, 1962, 1965 and 1975, it is clear that three separate families lived at 103-105 Loring Avenue. In addition,many of the features in the apartments dates the apartment to at least the 1950's, such as the plumbing fixtures, wainscoting, and wood moldings throughout each apartment. Based on this evidence, I am asking that the City of Salem to recognize 103-105 Loring Avenue as a three family multi-unit dwelling. According to the registry of deeds,the house was built in 1915 by Eugenie F. Lebrecque, and sold to Thomas Bois on June 16`h 1923. Thomas and his wife Blanche Bois lived on the second floor for almost 50 years. On November 20`h 1975 Bois sold the property to Henry and Jacqueline Poussard. On September IV, 1986 Poussard sold the property to Vasile and Emilia Steven. I purchased the property in January 1996 from Steven. According to the City of Salem List of Polls, in 1956 Bella Soucy, (first family) lived at 103 Loring Avenue, which is the first floor of the dwelling. Thomas and Blanche Bois, (second family), lived at 105 Loring Avenue on the second floor of the dwelling. Alvianna Moreau,a(third family), was also listed at 105 Loring Avenue,the third floor. According to the City of Salem List of Polls, in 1961 Bella Soucy, (first family), lived at 103 Loring Avenue, which is the first floor of the dwelling. Thomas and Blanche Bois, (second family), lived at 105 Loring Avenue on the second floor of the dwelling.Alvianna Moreau, (third family),was also listed at 105 Loring Avenue,the third floor. A summary of residents according to City of Salem records shows that from 1956-1975 three different residents occupied the first-floor apartment(Soucy, Flynn and Turgeon), Thomas and Blanche Bois occupied the second-floor apartment, and Alvianna and Abriam Moreau occupied the third-floor apartment. I have included a true copy of these records as provided by the City of Salem for your review. The dwelling at 103-105 Loring Avenue has been used openly, actually and continuously from at least the mid-1950s as three separate apartments. The dwelling has had no obvious structural changes and is consistent with other recognized(assessed) three family homes made during this period in this neighborhood. I have identified through city data three different families occupied the dwelling from 1956-1975, and based on its structural configuration and building materials, can only be determined the dwelling contained three separate apartments. Based on these facts, I am asking for a review of the current assessment of 103- 105 Loring Avenue as a two family multi-unit dwelling. If you determine the open, actual and continuous use of the property as three separate apartments for over 60 years, I am asking that it be declared a three family multi-unit dwelling.
