DRB Recommendation At its meeting on June 25, 2014, the DRB voted 4-0 to recommend approval of the proposed installation of wireless telecommunications equipment at 217 Essex Street, conditional upon the following: That the support structure connected to the antennas is lowered so as to minimize visual impact; That the antennas are painted a "warm gray' color to match the support structure; and • That the proposed vertical gas run-up to be installed on the wall of the south facing elevation be painted to resemble the building's shade, and that it be installed at or as close to the seam of the two buildings as possible. Staff Comment The applicant has agreed to the above conditions. In the enclosed plans, the vertical gas line is shown running up the seam of the two buildings. The applicant will provide renderings of the antenna installations at the meeting. Proposal for June 25 DRB Meeting The applicant has revised its original proposal to eliminate the use of a fiberglass chimney to hide the antennae. Instead the applicant proposes to install these antennae on poles with no covering except to paint them black. The applicant has provided plans and simulated images. Staff Comment for June 25, 2014 Please note that the plans show proposed natural gas generators and condensors mounted on the roof, as well as proposed gas meter and run-up (up the side of the building), of which the applicant has not provided further information. I will request that further information be brought to the meeting or sent beforehand. Salem. Redevelopment Authority Proposal for May 28 DRB Meeting The applicant proposes to install two'(2) antennae on an existing rooftop penthouse that will be camouflaged to match the color of the masonry on which they will sit. Additionally, a proposed fiberglass chimney (6'x6'x15' high) will be installed in the southwest corner of the roof to house four(4) additional antennae that will be inside it. A cover letter, pictures, and plans that detailed this proposed project are enclosed. Staff Comment from May 28, 2014 1 have requested more information from the applicant about how the fiberglass chimney element will appear. I have also requested more information about the "proposed vertical gas run up" noted on the outside of the building in the included plans. This report represents this office's findings, conclusions and recommendations pertaining to the support of Verizon's proposed equipment. This office conducted an on-site visual survey of the above areas on December 3, 2013. Attendees included Sergio Anastacio (HDG-Assistant Project Manager). CONCLUSION SUMMARY: Building plans were not available and could not be obtained for our use. A limited visual survey of the structure was completed in or near the areas of the proposed work. Based on our evaluation, we have determined that the existing structure IS CAPABLE of supporting the proposed Verizon equipment within or near the proposed locations. The joists are supported by a system of steel beams, steel columns, and masonry bearing walls. ANTENNA[, RRH SUPPORT RECOMMENDATIONS: • The new Alpha sector antennas are proposed to be mounted on new pipe masts secured to the penthouse fagade with epoxy anchors. The Alpha sector RRH's are proposed to be mounted on new unistrut components secured to the penthouse facade with thru-bolts and backer plates. • The new Beta and Gamma sector antennas and RRH's are proposed to be mounted on new pipe mats secured to a new steel frame on the roof. GENERATOR SUPPORT RECOMMENDATIONS: The new generator is proposed to be located on a new steel framed platform with stub ups locate over the building's steel columns and epoxy anchors into the existing penthouse. EQUIPMENT SUPPORT RECOMMENDATIONS: The new equipment is proposed to be located in the new Verizon equipment room located in the basement. Limitations and Assumptions: 1. Reference the latest HDG drawings for all equipment locations and details. 2. Mount all equipment per manufacturer's specifications. 3. HDG is not responsible for any modifications completed prior to and hereafter which HDG was not directly involved. 4. All structural members and their connections are assumed to be in good condition and are free from defects with no deterioration to its member capacities. 5. If field conditions differ from what is assumed in this report, then the engineer of record is to be notified as soon as possible. 46XVD Hudson Design Group--- LOCATION OF PROPOSED EQUIPMENT: F F.
