STATEMENT OF GROUNDS
The property that is the subject of this petition is a rooming house that is presently occupied by
approximately 16 boarders. The property is in a significant state of disrepair and has been a
continual source of complaints to both the City's Building and Police Departments. It is located
in the R-2 district.
The applicant, Sullivan Capital LLC, has plans to upgrade the property from the boarding house
to a place of lodging for tourists and other visitors to the City. In order to bring the property into
the condition that such a use requires,the applicant will be making a substantial investment in both
the interior and exterior of the building. When completed, each room will be served by a separate
bathroom and will offer amenities typical of establishments serving the traveling public. There
will be slightly fewer than the 16 rooms currently available to rent.
Since the existing use of the building as a rooming house is not permitted in the R-2 District, the
proposed extension of that use can be permitted by the Zoning Board of Appeals under Section
3.3.2 by Special Permit.
In order for the Board to grant a Special Permit under Section 9.4 of the Ordinance,it must consider
the following criteria in order to make a determination that the adverse effects of the proposed use
will not outweigh its beneficial impacts to the City and neighborhood:
1. Community Needs: The proposed use will serve a community need by upgrading a
problematic property in the City and by providing lodging alternatives for visitors to the
City.
2. Traffic/Parkin: Although the proposed extension of the boarding house to a more active
use will increase traffic and parking demands,the availability of municipal parking in close
proximity to the property will be sufficient to accommodate the increased demand. In
addition, the streets throughout the neighborhood all limit parking to residents only which
will prevent any significant impact on the neighborhood.
3. Utilities/Public Service: The proposed use will impose no additional demand on the
existing public services and utilities serving the property. In fact,the complaints associated
with the Property to City officials will be eliminated.
4. Neighborhood Character: The upgrade of the Property will have a significant positive
effect on the character of the neighborhood.
5. Natural Environment: There will be no impact on the natural environment as a result of
the extension of the use.
6. Economic/Fiscal Impact: The proposed use will have substantial benefit to the City, both
in terms of real estate tax revenue and other revenue associated with visitors coming to the
City.
Based on the foregoing criteria, there are sufficient grounds for the Board to grant the Special
Permit.
