Statement of Hardship(for Variances): Section 4-51 of the City of Salem Ordinances provides that the top of this wall sign on the front of this 3-story building shall be placed no higher than 25 feet from grade. The applicant's standard building practices and signage design practices for all of its facilities,require this sign to be place at the same height as the adjacent top level of window glazing,which for this structure is at 29 feet above grade. Upon a finding by the Board under Section 4-44 Of the Ordinance that this limitation constitutes a practical difficulty for this otherwise fully permitted facility,the Board may approve this request. Because the design of the signage is not bright or visually intrusive, and because there are no residences across Hignland Avenue from the facility or signs,this request can be approved without substantially derogating from the intent ajnd purposes of the Ordinance.
