Dear City Officials,
Pursuant to the Public Involvement requirements of the Massachusetts Contingency Plan (MCP),
collectively referred to as 310 CMR 40.0000, and more specifically 310 CMR 40.1403(3)(e), this letter is
intended to provide notification that the above-referenced Phase I Initial Site Investigation and Tier
Classification Submittal is available concerning the above-referenced location. The above-referenced
location has been classified as a Tier I disposal site. The following is an excerpt of the Summary and
Conclusions section of the report.
On February 12, 2021, at approximately 1:00 PM a sudden release of an estimated 67 gallons of
No. 2 Fuel Oil from a leaky aboveground storage tank (LAST) that subsequently impacted soil and
groundwater within the residence at 24 Parallel Street in Salem, Massachusetts (the Property).
Pursuant to 310 CMR 40.0311(1), the sudden release constitutes a two-hour notification
condition. On February 12, 2021, at 2:11 PM the release was reported to the MassDEP by the oil
supplier and burner servicer for the Property, Arctic Oil Company (AOC), and the release was
assigned RTN 3-36737.
Immediate Response Actions (IRA) conducted to address the OHM release included the removal
of the former LAST, deployment of absorbent materials to the impacted sump water to contain
the Light Non-Aqueous Phase Liquid (LNAPL), pumping 1,052 gallons of petroleum impacted
groundwater from the sump for off-site recycling, the on-site treatment of 21,230.8 gallons of
remedial wastewater from the sump and subsequent discharge to the municipal sewer system as
authorized by the Southeast Sewer District (SESD), the containerizing of four (4) 55-gallon drums
of spent granular activated carbon (GAC) from the treatment system shutdown and oily solids,
and the removal of 32.12 tons (approximately 26.43 cubic yards) of OHM impacted soil for off-
site recycling.
The horizontal and vertical extent of the impacted soil at the site was measured to extend
approximately 27 feet long by up to 16 feet wide and no deeper than 5.0 feet bgs within the
residential basement, sump #1, former porch, and exterior trench. All confirmatory soil sample
analytical results were below the applicable MCP Method 1 Soil Standards (S-1/GW-2/3) except
for soil samples “PX-31” and “PX-52”, located in areas where structural limitations of the field
stone foundation prevented further soil removal.

The potential for exposure to accessible (surface) soils is considered low because a significant
portion of impacted soil has been removed and replaced with clean fill. Residual impacted soil is
considered potentially accessible in the vicinity of the open excavation near Sump-1 and isolated
subsurface oil located beneath the concrete floor and foundation of the Property dwelling.
Contact with potentially accessible soil could occur to environmental personnel conducting
assessment and response actions, utility workers installing or maintaining underground utilities,
or to construction workers in the event that future soil is excavated. Therefore, the potential for
ingestion of contaminated soil, inhalation of contaminated air or fugitive dust, and dermal
absorption from contaminated soil is considered to be unlikely under ordinary site activities, but
could occur during excavation, construction, or utility repair activities.
The residual groundwater analytical results from sump #1 and the two (2) on-site and
downgradient groundwater monitoring wells (CSE-1 and CSE-2) were below the applicable MCP
Method 1 Groundwater Standards (GW-2/3), indicating groundwater is not significantly impacted
by this release, and is not migrating off of the Property.
The potential for exposure to groundwater is considered low and is limited to environmental
personnel conducting assessment and response actions and are equipped with the proper
personal protective equipment (PPE) to limit exposure to ingestion of contaminated groundwater
and dermal absorption from contaminated groundwater. Groundwater at the Site is not utilized
as a current or potential drinking water source. No private or public drinking water supply wells
have been impacted by the subject release. As such, drinking water has not been identified as a
current or potential exposure pathway for this release.
Vapor migration assessment activities identified a complete vapor intrusion (VI) pathway for the
current and foreseeable future use in accordance with MassDEP Policy #WSC-16-435. On
December 1, 2021, the MassDEP and homeowners of the Property were notified of a measured
Critical Exposure Pathway (CEP) since OHM detected in the indoor air of the living space of the
occupied residential dwelling is at concentrations above the MassDEP Threshold Values for
residential exposure (TVr).
VI mitigation measures conducted to reduce the CEP have included the installation of
poly-sheeting vapor barriers in the vicinity of the basement sump, ventilation using windows and
doors, and following the Sump #1 excavation activities, a new concrete bottom was poured, and
a containment area was constructed around the sump to reduce the migration of vapor from
residual petroleum located within the fieldstone foundation and/or areas of structural limitation.
If necessary, additional exposure pathway mitigation measures shall be conducted as they
become apparent, and the Site will continue to be monitored for CEP conditions.
The Disposal Site has been classified as Tier I since one or more response actions are required as
part of an IRA to eliminate or mitigate a CEP pursuant to 310 CMR 40.0414(3).
The Site does not currently meet the requirements of a Permanent Solution pursuant to the
provisions of 310 CMR 40.1000 and as required by 310 CMR 40.0483(1)(g), Comprehensive
Response Actions are necessary at the Disposal Site to further address the release associated with
RTN 3-36737 at the Property.

A release of oil and/or hazardous materials has occurred at this location, which is a disposal site
as defined by M.G.L. c. 21E, § 2 and the Massachusetts Contingency Plan, 310 CMR 40.0000. To
evaluate the release, a Phase I Initial Site Investigation was performed pursuant to 310 CMR
40.0480. The site has been classified as TIER I pursuant to 310 CMR 40.0500. On February 25,
2022, Mr. Steve Coddens, the Homeowner, filed a TIER I Classification Submittal with the
Department of Environmental Protection (MassDEP). To obtain more information on this
