Condition of Approval: The DRB recommends incorporating the following condition: 1. Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. Preferred Location: The cabinet and associated underground vaults shall be moved westward approximately 40’ along the pervious area next to the parking lot so that the cabinet is adjacent to the row of parking. The applicant shall submit revised plans showing this preferred location prior to obtaining final Salem Redevelopment Authority approval. 3. Bollards: The bollards shall be powder-coated black. Findings 1. Community Benefit of Project: This proposal is one of many that will be before the City’s permitting boards, commissions, and authorities, as the applicant works to fulfill the City’s desire to install the infrastructure required to bring reliable high-speed internet to the entire community. There is an overarching community benefit to allowing the placement of this cabinet in the Urban Renewal Area as it will facilitate the city-wide fiber network. 2. Preservation of View Corridor: The placement of the cabinet along the Federal Street side of the Church Street parking lot preserves the view corridors along both Church Street and St. Peter Street to historic St. Peter’s Episcopal Church. 3. Blending Infrastructure into the Environment: By shifting the cabinet so that it is in line with the row of parked cars, this infrastructure will more successfully blend into its environment.
