Seger Architects, Inc. is currently working with the “149 Federal Street, LLC” in the restoration of the building from a commercial use to a multi-family residential use. The building, constructed in 1873 as a residence, has been used as commercial space for the past 70 years and is currently vacant. The building was originally constructed as a two-story story wood framed structure with a mansard roof on a granite and brick foundation. The original wood cornice and trim is of the Second empire style with a T-shaped plan and bay windows. At some point, the front porch was enclosed, a fire escape was added, and the building was clad in aluminum siding. Overall, the existing building is in fair condition, but has been neglected over time. The extent of work for the exterior restoration will include; window and woodwork restoration, removal of the existing aluminum siding, restoration of the clapboard, masonry restoration, and replacement of the existing asphalt roof shingles. The fire escape will be removed and the cornice will be restored to its original condition. The front porch windows and doors will be replaced as well. A 10’x22’ two-story addition is proposed at the back of the existing building. The land use will remain the same with the parking area and driveway being restored, fence replacement and some landscape improvements. We are anticipating a construction to start in March 2020, with a September 2020 completion date for the project. Odell House Construction Date: 1873 Architectural Style: Second Empire This wood-frame Second Empire style building was constructed in 1873. Resting on a granite foundation, the building is T-shape in plan with a two bay wide façade facing Federal Street. The building’s original entrance is located on the east elevation at the intersection of the side wing and is now covered by an enclosed porch. While this building has been clad in vinyl siding, it retains much of its original Second Empire detailing, including original 2/2 wood window sash and elaborate window trim on the Federal Street elevation - scrolled open pedimented hoods supported on brackets on first story windows and moulded lables on second story windows. Window sills on this elevation are supported at their ends by small paired brackets. The building is capped by a mansard roof that sits above a cornice featuring a simple architrave and frieze with projecing eaves supported on paired brackest alternating with triple modillions. Each slope of the mansard roof is puncturated by irregularly spaced dormers. An addition on the northwest side of the building was likely added by 1897. The building is listed in the National Register of Historic Places. Staff Memo to SRA/DRB –49 Federal Street February 24, 2020 Page 2 Comments: According to the plans submitted, the developer of this property is proposing to restore much of the building’s original architectural detailing. This includes restoration of the original 2/2 wood window sash, window and cornice trim, and wood gutters. The plans also show the removal of the existing vinyl siding and restoration of wood clapboards beneath. Removing the vinyl siding may reveal the presence of decorative trim typical of the Second Empire style such as corner quoining, paneling below the bay window, cornerboards, and decorative siding, that should also be restored. In addition to this restoration work, the developer is also proposing some building changes, including a new addition and porch enclosure. For these changes, I offer the following comments: ▪ The plans show the removal of the building’s two original chimneys. According to the Salem Historical Commission’s Design Guidelines, original chimneys should be retained and preserved. ▪ The plans do not indicate the location for new mechanicals such as vent pipes for furnaces, plumbing and gas fireplaces as well as exterior HVAC or AC condenser units. These elements should be clearly shown on the plans to ensure that vents, pipes, condensers, etc. are placed in the least visible location as possible. ▪ The plans indicate the use of composite materials for the new addition, porch enclosure and roof balustrades. The use of composite materials in certain circumstances is becoming more acceptable to address the lack of old growth wood and sustainability concerns regarding exotic hardwoods. Cellular PVC comes in many traditional profiles and has a matte finish. The Historical Commission has approved the use of this material with the following conditions: o Clapboards and trim to be installed with smooth side exposed, not the simulated-grain side. o All composite material to be painted to replicate the appearance of painted wood. ▪ The plans show the use of diagonal lattice. The Historical Commission typically recommends square lattice for historic buildings. ▪ The plans show a new porch enclosure to provide finished interior space. While the original open porch has already been modified with an enclosure, the proposed new enclosure appears out of character with the Second Empire style of the historic house. Here are my initial thoughts on the design: o When the vinyl siding is removed, details of the original porch may be uncovered, such as the profiles of the original cornice molding and porch posts. These original elements could be replicated in the new design. o Instead of three windows on the east elevation of the porch, four longer mullioned windows that more closely resemble the window height on the original house would give the appearance of a sunroom or porch enclosure more typical to an historic building. o The plans indicate new windows to be 2/2 and vinyl clad. I would recommend new windows to be all wood with simulated divided lights (muntins applied to the exterior of the windows and not sandwiched between the glass). In some instances, the Commission has approved aluminum clad windows in the historic districts, but has not approved vinyl clad. I would also recommend that window specifications be provided to ensure that the width and profile of muntin bars and the dimensions of the glass and sash frame (bottom rail, stile and top rail) closely replicate the dimensions of the original windows on the house. o The height of the balustrade above the enclosure is not shown. Typically, new railings are required to be significantly taller than an historic roof balustrade in order to meet building codes. It is not clear if a secondary railing above a more traditionally-scale balustrade is proposed to address the height requirement, but this technique is often used to visually reduce what could otherwise appear fence-like. ▪ Two second story windows on the east elevation are proposed to be replaced with doors, assumingly to access the roof of the new porch enclosure. The details of these doors are not provided. ▪ The plans show modifications to a small dormer on the east elevation that currently serves as an egress door for a fire escape. While this dormer may be a later addition, the modifications proposed appear out of character with the building. Bringing the two windows closer together and replicating the trim details found on the original dormers would be more appropriate than two narrow windows spaced apart with simple clapboard siding. Design Review Board Recommendation 49 Federal Street Small Project Review – Façade Restoration and Construction of Rear Addition Meeting Date: April 22, 2020 Members Present: Paul Durand, Chair, David Jaquith, Glenn Kennedy, Catherine Miller, Marc Perras, Helen Sides, J. Michael Sullivan Members Absent: None Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend approval of the proposed façade restoration and construction of a rear, two-story, 10’ x 22’ addition as designed and conditioned herein. Compliance with Parking Regulations: The applicant shall provide one (1) offsite parking space to meet the City of Salem parking regulations, which require one (1) parking space for each residential unit in an existing structure in the B5 zoning district. 3. Façade Color Palette: The Board did not vote to recommend a specific color palette and found that those color schemes presented by the applicant via his April 22nd communication, would be appropriate. However, members of the DRB expressed a preference for the following colors. • Siding: Hathaway Peach HC-53 • Trim: Spanish White 943 • Door: Witching Hour 2120-30 4. Color of Vestibule: The applicant shall paint the vestibule the same color as the trim on the house. 5.
