Some are replaced some are 6 over 6, some are 2 over 1. What I wanted to do is replace the 1st and 2nd floor 8 front windows and left and right sides 1st 2 wundows and one window on the back 2nd floor. I wanted 6 over 6 as some replacements already exist like that and the abutting homes have 6 over 6. I would strongly recommend that the historic wood windows be retained and restored instead of replaced and discarded both for preservation purposes and for environmental sustainability. If a good quality storm windows is installed, the R-value of the window would be almost identical to that of a double-glazed modern window. If the SRA decides to approve the replacement of these wood windows, I recommend that the replacement window be all wood or clad and not vinyl, and that exterior muntins be applied and not on just the interior or sandwiched between the glass. The Historical Commission has approved Marvin Ultimate and Pella Architect all wood double-glazed windows and in limited instances Anderson Renewal Fibrex clad windows in the districts. Patti From: Kathryn Newhall-Smith <knewhallsmith@Salem.com> Sent: Monday, December 7, 2020 3:17 PM To: Patricia Kelleher <pkelleher@Salem.com> Subject: windows at 32 Lynde Street Hi Patti, Can you send me your thoughts on the following?  Old home, historic appearing, looks like some original, or at least very old, windows  Proposal to replace the 8 windows on the front façade and the windows that wrap around the sides of the building, the first windows in on the 1st and 2nd floors.  All of these windows are wood, 2 over 1 pattern.  Proposal is to replace with vinyl, double hung windows, Window World 4000 series (I don’t have a spec sheet yet).  Wood window frame to remain.  Applicant is open to exterior grids in whatever pattern is appropriate. 2  Home has a mix of original and replacement windows. The replacements appear to be 6 over 6 with interior grid lines (he seems to favor exterior grids, which I believe the board will prefer as well). I am putting this application on the 12/16/20 DRB agenda and would love to hear your thoughts on this. How do you view a project like this on an older home that has a mix of windows and is surrounded by homes that have 6 over 6 replacement windows with interior grids. Michael Sullivan Members Absent: None Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend approval of the proposed window replacement as designed and conditioned herein. Referenced Plans and Documents 1. Application Documents provided by John Cempellin, 32 Lynde Street, Salem, MA 01970. 2. Preservation Planner Comments dated 12/7/20. 3. Staff Comments dated 2/17/21. Conditions of Approval: The DRB recommends incorporating the following conditions: 1. Consistency with Approved Design/Plans: Should the applicant determine that the project may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. Window Characteristics: The windows shall be six-over-six and shall have three-dimensional muntins applied to the exterior of the windows. Findings 1. Acceptability of Replacements: Upon a site visit to the home, a DRB member determined that the existing wood windows were beyond repair, thus removal and replacement of the windows is acceptable. Additionally, it was observed that the home has a variety of window types and styles; the proposed windows for the front façade will be consistent with the other replacement windows on the building but will be more appropriate in appearance given the exterior-applied muntins. 2. Window Characteristics: The Board found that replacement windows with exterior, three-dimensional muntins are more appropriate than interior-only grids and will be more appropriate for the home. The Board found that an off-white window would be more appropriate with the home’s historic appearance but ultimately determined that the white is acceptable and will match the home’s other windows bringing more visual consistency to the building. 3. Financial Hardship: The Board recognizes the financial burden of this project on the homeowner and while there may be more appropriate window styles and colors, the proposed windows will not cause harm to the Urban Renewal District and represent a beneficial compromise between the goals of the District and the needs of the homeowner.
