The Site is a commercial building at the corner of Lafayette and Derby Street in Salem.The 73 and 75 Lafayette spaces are slab-on-grade, and the 85-87 Lafayette Space has an unfinished crawlspace beneath the occupied ground floor. In a 2020 environmental assessment associated with the later purchase of the property, low concentrations of volatile petroleum hydrocarbon (VPH) fractions and methyl t-butyl ether(MTBE)were identified in soil at depth on 73 Lafayette Street above the conservative, applicable RCS-1 reportable concentrations. Groundwater impact was not identified above applicable RCGW-2 reportable concentrations for those constituents. The extent of release appears to be limited to a portion of 73 Lafayette Street and 75 Lafayette Street. The source of the release on 73 and 75 Lafayette Street appears to be related to a historical release that was reported on the adjacent 85-87 Lafayette Street parcel to the south which was closed with a Class A-2 Response Action Outcome in 2001. A 120-day reporting deadline was triggered on April 13, 2021, when South River Partnership,LLC, completed the purchase of the Site and the adjacent parcel at 85-87 Lafayette Street. The release was reported on August 10, 2021, and assigned Release Tracking Number(RTN)#3-36977. There was no apparent on-Site source for the detected contaminants. Historically an auto repair shop operated at 73 Lafayette Street from around 1950 until 1970, but had ceased operations before MTBE was introduced in gasoline in 1979. An off-Site gasoline station at 90 Lafayette Street operated from around 1950 until circa 1988, and no MCP releases have been reported at that property.At the adjacent 85-87 Lafayette Street, MTBE was detected in soils in a tank grave in 2001 after a fuel oil underground storage tank was removed. Sampling of sub-slab soil gas in 73, 75, and 85-87 Lafayette Street showed no active vapor intrusion pathway. Soil concentrations of VPH fractions and MTBE were evaluated with a Method 1 Risk Characterization which indicated a condition of No Significant Risk so that closure with a Permanent Solution with No Conditions was possible without the need for remediation.
