Looking online, it appears that there is an existing deck, stairwell,gangway and float system on the property, and the proposal is to reconstruct the existing system. If the reconstruction is limited to the same materials/dimension/use,and the existing structures were fully permitted,then it doesn't necessarily trigger state Chapter 91 licensing by DEP or Federal review by the USACE.To address that uncertainty,you might want to consider a statement along the lines of "This permit is granted subject to all applicable Federal, State,County,and Municipal laws,ordinances and regulations". I looked at the jurisdictional lines and Chapter 91 jurisdiction extends up to the edge of the pool in their backyard. Federal jurisdiction would end at the High Tide Line. Con Com jurisdiction covers all if not most of the property. The work is within the jurisdiction of the Conservation Commission, but it's unclear without more detail whether it would require an Order of Conditions.
