(Partner) on behalf of Prime Storage Shetland, LLC (our client), is notifying you of a 72-hour release notification for 44 and 40 Pingree Street, Salem, Massachusetts to the Massachusetts Department of Environmental Protection (MassDEP). A copy of the Release Amendment Form for this condition has been enclosed. Partner is conducting a residential indoor air quality assessment as part of the Immediate Response Action (IRA) activities for Release Tracking Number (RTN) 3-36124 which has been linked to RTN 3-35818 related to trichloroethene (TCE) impact to indoor air in the basement level of Building 4, Prime Storage Shetland Park. The assessment activities for Prime Storage Shetland Park include an investigation of potential vapor intrusion conditions at residents on Pingree Street located to the west of Prime Storage Shetland Park. On December 7 and 8, 2021 Partner conducted residential indoor air quality sampling at 44 Pingree Street, 40 Pingree Street,32 Pingree Street,and 22 Pingree Street. The scope of the investigation at each residence included two 24-hour indoor air samples collected on the first floor and basement and one soil gas sample was collected through the basement floor. At 44 Pingree Street sampling results detected TCE in the unoccupied basement level at a concentration of 3.17 micrograms per cubic meter (Ng/m3) and in a first floor apartment at a concentration of 1.06 lag/m3. At 40 Pingree Street TCE was detected in an occupied basement level apartment at a concentration of 0.607 lag/m3. The detected concentrations of TCE in occupied residences are in excess of the MassDEP residential threshold value of 0.4 pg/m3 for TCE and represent Critical Exposure Pathways (CEPS). Partner verbally notified the MassDEP on December 17, 2021 of the 72-hour reportable condition. In addition, Partner contacted by phone the Salem Board of Health's office regarding the reportable condition. MassDEP provided oral approval for the installation of an air purifying unit (APU) in the basement of 44 Pingree Street and the sealing of preferential pathways at 44 and 40 Pingree Street. On December 17,2021 800-419-4923 www.PARTNEResi.com PARTNER Engineering and Science, Inc an APU was installed in the basement level of 44 Pingree Street. Sealing activities are planned for 44 and 40 Pingree Street in January 2022 followed by confirmation indoor air sampling. As part of the residential IRA activities, Partner will expand the residential indoor air quality assessment to include locations adjacent to 44 Pingree Street. Specifically access requests letters will be sent to the first floor occupants at 75 Palmer and 78 Palmer Street. Pursuant to Section 40.1403(9)of the Massachusetts Contingency Plan (MCP), local officials of a community in which a disposal site is located or in any other communities which are, or are likely to be, affected by a disposal site may request an opportunity for Public Involvement Activities related to any Immediate Response Actions conducted pursuant to 310 CMR 40.0410 or Release Abatement Measures conducted pursuant to 310 CMR 40.0440 and upon Tier Classification pursuant to 310 CMR 40.1404. Such requests shall be made in writing to the person(s) conducting the response actions and copied concurrently to MassDEP.
