STATEMENT OF GROUNDS
The Petitioner, Michael Buonfiglio, owner of the property at 6 Lathrop Street, a two-family dwelling in a
B4 zoning district, seeks a special permit to extend the existing nonconforming residential use to add a
third dwelling unit. The Petitioner plans to renovate the property and perform substantial repairs,
including repairs to the basement and the foundation of the existing building. Renovations include a small
addition to the driveway side of the building,as well as an expanded third floor to accommodate the new
unit. All units will include a porch on the driveway side of the building. The addition and changes to the
structure will conform with current zoning requirements and result in a substantial improvement to the
property.
Five parking spaces are proposed on site in the rear of the building, as required by zoning.The addition of
one dwelling unit is expected to have little impact on traffic. Likewise,there will be little impact on utility
or public service usage.
The addition of a dwelling unit will provide housing, which meets a community need. Although the
building is located in the B4 district, both of the abutting properties along Lathrop Street consist of
residential uses.There are other multifamily residential uses nearby, including the abutting property at 8
Lathrop Street(4 units)and 69 Bridge Street(3 units),which is located two doors down at the intersection
of Lathrop Street and Bridge Street.Other properties in the neighborhood have recently been renovated
to include three stories of residential units, including 69 Bridge Street and 71 Bridge Street. Given the
existing uses and expanding residential character of the neighborhood, extending and maintaining the
residential use is more appropriate and consistent with the neighborhood character than pursuing the
uses allowed by right,which include restaurant,office, bank,and motor vehicle light service.
The proposed renovations to the building are also consistent with the neighborhood character. The
renovations include a more symmetrical design and white trim, which is a common feature of the
residential buildings along Lathrop Street.The new design is attractive,and the addition of a unit will allow
the Petitioner to invest in the significant repairs necessary to the structure to allow the building to remain
standing and increase property values in the neighborhood.There will be a positive impact on the City tax
base by adding a third unit.
