Dear Mr. Greenbaum:
Pursuant to 310 CMR 40.1403(3)(d)of the Massachusetts Contingency Plan(MCP),the
following serves as written notification of the implementation of Release Abatement Measure
(RAM)activities. RAM activities are being initiated to facilitate proposed construction
associated with the Proposed Waite Street Switchyard project located at 5 Ferry Street in Salem,
Massachusetts,hereinafter,the"Site." A portion of the proposed construction activities are
located within the limits of the release associated with the Massachusetts Department of
Environmental Protection Release Tracking Number(RTN)3-37078. Proposed RAM activities
include proper soil management and disposal of excess soil that may be generated as a result of
construction activities within the Site.
The focus of the proposed RAM is the removal and proper off-Site recycling/disposal of lead-
impacted media. In order to accomplish this goal,Coneco will observe the performance of
limited soil removal activities and the assessment of post-excavation conditions in the release
area,which may include the collection and laboratory analysis of soil samples. Field activities
associated with the RAM are scheduled to commence on or about December 1,2021,and are
expected to take approximately 60 days to complete. This submittal is being made on behalf of
New England Power Company,the potentially responsible party associated with RTN 3-37078 If
