The site consists of approximately 1.9 acres of land located on the north side of Boston Street between Goodhue and Boston Streets. The tax assessor's records indicate Jan Exman of Salem Realty, LLC presently owns the site, although due to extensive tax liens on the property,the City of Salem is currently managing the site. This ESA report was prepared by TRC on behalf of the City of Salem(the Client)in support of the City's Brownfields Pilot Program, funded by a grant from the U.S. Environmental Protection Agency(EPA). The ESA was performed in general accordance with the scope and limitations of the American Society for Testing and Materials (ASTM)Practice E1527-94, Standard Practice for Environmental Site Assessments:Phase I Environmental Site Assessment Process. Tasks performed in association with this ESA included a limited visual reconnaissance of the site on August 13, 2001; contact with readily available local and state environmental authorities; a Federal and state database search to investigate the presence of proximal sites with potential environmental concerns; examination of readily available documentation pertaining to use, storage and discharge of hazardous substances for the site and site vicinity; a review of available files at the Environmental Protection Agency(EPA),Massachusetts Department of Environmental Protection(DEP); observation of neighboring properties to assess potential impacts to the site; and examination of other readily available historical documentation. Information utilized in the preparation of this report was obtained, in part; from the Client, site reconnaissance, and various government officials and available records and is assumed by TRC to be complete and correct. It should be noted that this information is subject to professional interpretation,which may lead to conclusions that differ,based upon opinions specific to individuals. This report was prepared in accordance with generally accepted environmental assessment practices,pursuant to the requirements set forth in the Scope of Work,based upon the information set forth within the report narrative, for specific application to the-subject property for the specific use of the Client. No other warranty, expressed or implied, is made. i i L.2001 543 1-1 2.0 SITE DESCRIPTION AND HISTORIC INFORMATION 2.1 Location .Figure 1 shows the location of the site. Figure 2 shows the site plan. The site is known locally as the former Flynntan Manufacturing Company Site. According to the City of Salem Assessor's records (Map 15,Parcel 299),the site is approximately 1.9 acres in size. The site is located on the north side of Boston Street between Boston and Goodhue Streets. The North River is located approximately%mile northeast of the site. A feeder canal to the North River runs east to west approximately 500 feet north of the site. Salem's-downtown center is located approximately 3/4 miles east of the site. 2.2 Description of Site and Vicinity TRC conducted a reconnaissance of the site on August 13, 2001. The site currently consists of four separate,vacant buildings, three of which are fenced in with locking gates, and the fourth securely locked. The buildings include a main building,a storage building, a 4-car garage, and a single-car garage. The main entrance to the site is located on Boston Street. Parking areas and secondary entrances are located to the northwest, southeast and the northeast(rear)ends of the site. Behind the parking area to the northwest of the main building, is the location of a former building on site. This area was filled in after the building was demolished, sometime after the Flynntan property closed in 1988. The site is abutted by Boston Street to the south and Goodhue Street to the north. Commercial areas abutting the eastern site boundary consist of a Dunkin' Donuts and Classic Automotive Autobody. There are residences to the northwest along Boston Street and also on the south side of Boston Street, across from the site. To the north, across Goodhue Street, are two vacant buildings, formerly used as commercial properties. TRC reviewed the USGS Topographic Map dated 1985 for"Salem,Massachusetts". Site topography may be described as sloping moderately downward to the northeast,towards the rear entrance of the site. The topography to.the northeast of the site appears to be relatively flat.- Based on the presence of the nearby North River, ground water at the site is expected to flow to the north/northeast. Ground surface elevations across Boston Street,to the south and southwest, are greater than the ground surface elevation at the site. 2.3. Description of Structures,Roads, Other Improvements on.the Site The main onsite building is a large 2-story brick warehouse. The existing building was built in the 1940's, according to the City of Salem Assessor's Office records. A large storage building is annexed to the main building. The storage building was not accessible during the site reconnaissance. This area contains one empty drum and some automobile and metal scraps. The single-car garage was not accessible but it was possible to see the interior and contents consisted of wood and metal debris. A storm water catch basin is located on site, near the southwestern comer of the storage building. In addition, TRC observed several subsurface structures(e.g.,manholes,holding tanks, etc.) in various portions of the Site as described in Section 3.0 of this report. 2.4 Current Uses of the Site The site is currently not in use, although the site is generally secured, evidence of site trespassers was observed during site reconnaissance activities. 2.5 Past Uses of the Site Available records indicate the site was historically occupied by commercial and manufacturing buildings prior to 1900 until approximately 1999. Flynn and Sons operated a tannery on the property from approximately 1922 until approximately 1988. Based on an interview with Thomas St. Pierre of the City of Salem Public Property Department, small commercial operations took place on site until 1999,including a small metals business. Ownership transferred over to Jan Exman of Salem Realty, LLC on September 12, 1996. City of Salem Public Property Department. i L.2001-543 2-6 3.0 SITE RECONNAISSANCE AND INTERVIEWS 3.1 Reconnaissance TRC personnel performed a visual inspection of the site on August 13,2001. 3.1.1 On-site Conditions The site currently consists of four separate, vacant buildings, three of which are fenced in with locking gates and the fourth securely locked. The buildings include a main building, a storage building, a 4-car garage, and a single car garage. The main entrance to the site is located on Boston Street. Parking areas and secondary entrances are located to the northwest, southeast and the northeast (rear)ends of the site. The inspection included a visual.assessment of the Site. Photographs taken during the site inspection are included in Appendix B. Table 3-1 summarizes potential source areas of contamination. The main building is a two-story warehouse in good condition. The findings of the interior of the second level of the main building include approximately 60 appliances (washers, dryers, refrigerators, and stoves), 20 bicycles, and 20 televisions, all in poor condition. The first level of the main building contained wood, metal and household debris. TRC observed 3 subsurface structures of unknown contents believed to be primarily surface runoff and/or groundwater(refer to Photograph numbers 4, 5,and 6 in Appendix B). The size and condition of these structures are unknown. There is also a loading dock adjacent to the main building with a fill/vent pipe, which appears to be an aboveground storage tank. The large storage building annex was not accessible. However, according to City of Salem personnel, the contents in this building are similar to those of the main building. Adjacent to the northwestern corner of the storage building annex,an area of stained soil was observed. A separate storage building is located in the rear of the property along the northern boundary of the Site. Approximately 20 drums are located in this building along with some wood, glass, and metal debris. -Below ground surface in this building, there is a crawlspace with a subsurface pipe leading off site towards Goodhue Street. The material, condition and length of the pipe are unknown. On the floor, in the center of the building, there appears to a manway leading to another underground structure. The size, condition and contents of this structure are unknown. There is a 4-car garage located within the site boundary and outside the fenced area of the site adjacent to the Classic Automotive Autobody shop. The garage is a cement structure with flooring consisting of exposed ground surface. This area contains one empty drum and some automobile and metal scraps. It was not possible to identify the condition of the ground surface i due to limited lighting. There is a single car garage adjacent to the rear of the main building on site. The entrance to this building was not accessible but partial view of the interior was possible and showed contents to consist of wood and metal debris. L2001-543 3-1 Within the parking area to the northwest are two large USTs of unknown capacity or contents. A storm water catch basin is located on site,near the southwestern corner of the storage building. There are two additional potential underground structures located adjacent to the storage building. Additionally,there are three abandoned vehicles, empty drums, light ballasts, and metal,wood, and glass debris spread throughout the site. Based on interviews with City of Salem Building's Office personnel, an additional building was present on site adjacent to the main building located to the northwest behind the parking area. This was a multi-level wooden structure,ranging from 2 to 4 stories tall. This building was demolished after it was deemed unsafe, sometime after the Flynntan property-closed in 1988. The area was regraded revegetated. TRC observed an area of surficial, dark stained soil on the south side of this area(refer to Figure 2). Information on the cause or nature of this stained area might be related to outstanding.issues not resolved on site during a previous remedial project by the EPA, discussed in Section 4. Commercial areas abutting the eastern site boundary consist of a Dunkin Donuts and Junior's'Garage. There are residences to the northwest along Boston Street and also on the south side of Boston Street, across from the site. Commercial areas to the north, along Goodhue Street, include Salem Oil & Grease, Steve's Auto Specialties, and North Shore Ambulance. To the northeast, across Goodhue Street, are two-vacant buildings. The North River is located approximately%2 mile north of the site. A feeder canal to the North River runs east to west approximately 500 feet northwest of the site. Across the intersection of Boston Street and Goodhue Street, to the southeast, is a Walgreen's Pharmacy. i i i L2001-543 3-3 `1 } 4.0 RECORDS REVIEW 4.1 Standard Environmental Record Sources, Federal and State TRC reviewed available files at the DEP and EPA pertaining to the site vicinity on August 6, 2001 and October 5, 2001, respectively. In addition, TRC performed an electronic search of Federal and state databases to investigate the presence of hazardous waste sites and reported releases in the vicinity of the site. Relevant issues or items of concern identified as a result of the file review and the database search are listed below. A copy of the results of the database search, provided by Environmental Data Resources (EDR), is presented in Appendix A. A copy of the Removal Action Administrative Record File from the EPA is provided in Appendix C. The following databases were examined for sites located within a 1-mile radius of the property: • EPA National Priority List(NPL); • Proposed NPL; • Delisted NPL; • Resource Conservation and Recovery Information System Corrective Action Sites(RCRA CORRACTS); • Massachusetts State Hazardous Waste sites (SHWS); • Massachusetts Release Tracking Database; • Former Manufactured Gas (Coal Gas) Sites; • Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS) Consent Decrees (CONSENT); and • Records of Decision(ROD). The following databases were reviewed for sites located within 0.5-mile radius of the property: • Solid Waste Landfills; • EPA Resource Conservation and Recovery Act Treatment, Storage, and Disposal sites (RCRA TSD); • Leaking Underground Storage Tanks (LUSTs); and • CERCLIS. The following databases were utilized for sites located within 0.25-mile radius of the property: • Massachusetts Registered Underground Storage Tanks (USTs); • CERCLIS No Further Remedial Action Planned(NFRAP); • Resource Conservation and Recovery Information System(RCRIS)Large Quantity; Generators/Small Quantity Generators (LQGs/SQGs); and • Mines Master Index File(MINES). L.2001-543 4-1 The following databases were searched for the subject Site only: • Emergency Response Notification System(ERNS); • Facility Index System/Facility Identification Initiative Program Summary Report(FINDS); • Hazardous Materials Information Reporting System(HMIRS); • .Material License Tracking System(MLTS); • NPL Liens; • Massachusetts Spills sites; • Aboveground Storage Tank Database(AST); • Polychlorinated Biphenyl(PCB)Activity Database System(PADS); • RCRA Administrative Action Tracking System(RAATS); • Federal Insecticide, Fungicide, &Rodenticide Act(FIFRA)/Toxic Substance Control Act (TSCA)/Tracking System(FITS); and • Toxic Chemical Release Inventory System(TRIS). Table 1 summarizes the number of sites identified in the database,within the specified radius from the subject property. Sites where cleanup operations have been completed, or that are located more than 0.5 miles from the subject property, or appeared to be cross-gradient or down-gradient of the subject property were typically not considered to pose a significant environmental concern for the subject property. TRC identified sites in the vicinity of the subject property that warrant further evaluation, as discussed below. Roadway Intersection EDR ID#: C11 Bridge Street and Goodhue Street Location: <1/8 mile southeast of the site Salem, MA 01970 Roadway Intersection The EDR database indicates that a release of unknown chemical material was reported at this location on May 11, 1994. The amount of material released was not available. A Notice of Intent(NOI) for a utility-related abatement measure was filed on May 18, 1994. There was no further regulatory action listed for this site. This location is upgradient from the subject site and based on the proximity of this location to the site, it is considered to represent a potential environmental concern in connection with the site. Roadway Intersection EDR ID#: C16 Boston Street and Bridge Street Location: <1/8 mile southeast of the site Salem, MA 01970 Roadway Intersection The EDR database indicates that a release of hazardous materials and petroleum were reported at this location on April 27, 1998. An Activity and Use Limitation was completed to address the release, and a Response Action Outcome(RAO) statement was filed for the release on April 28,1998, indicating that appropriate measures were taken to remove the spilled chemicals. Based on the completion of an RAO, this release is not considered to represent a potential environmental concern in connection with the site. Brother Leather/Beverly Leather EDR ID#: D17,D18 Finishing Company 12 Hanson Street Location: <1/8 west of the site Salem,MA 01970 Leather finishing facility The EDR database indicates this facility was listed as a RCRIS-LQG on 8/18/80 and a SHWS on 1/15/90. An RAO with filed for the site on 7/26/96. Based on the completion of an RAO and the length of time since violations occurred at this site, this release is considered to have a low probability of impact to the subject site. L2001-543 4-3 4.1.2 DEP File Review On August 6, 2001, TRC completed a review of available files at the DEP for releases reported on or in the vicinity of the site. The information from TRC's file review is summarized below. 70-92 Boston Street.Former Flynn Tannery A release or threat of release of hazardous material was reported on site on May 13, 1998. The contents or cause of the release are unknown. In October 1998,the EPA issued a pollution report summarizing remedial actions taken on site following the release. Those actions are listed below: • 8/14/98: Completed the collection and transported the hazardous waste liquids from floor trenches to a designated disposal facility. • 8/20/98: Completed the transportation and disposal of drums to a designated disposal facility. • 9/10/98: Completed the disposal of the sludge from pits,tannery solids from floors and trenches, along with a limited amount of lead and chromium contaminated surface soil to a designated disposal facility. • 9/21/98: Completed the covering of the floor trenches and pits with plywood and metal plates. • 9/30/98: Completed the disposal and transportation of contaminated personal protective equipment and hose to a designated disposal facility. • 10/27/98: Completed the disposal and transportation of leather scraps to a designated disposal facility. The pollution report also stated outstanding issues on site. At the time of the removal project, a small portion of chromium-contaminated soil(approximately 60 cubic feet)was stored on site. It did not meet the EPA time critical removal criteria because it did not pose a direct contact threat and did not appear to have the capability to migrate via wind or surface runoff. The location of the soil is stated to be in the southwest portion of the former site building. 60 Boston Street. Osram Sylvania Products,Inc. The Osram Sylvania Products, Inc. (OSPI) facility occupied the property at 60 Boston Street between approximately 1945 and 1995,when operations ceased and future plans entailed commercial/retail operations. This property is located less than 1/8 mile east.of the site. There are two releases reported on this site in November 1992 and July 1993,respectively. The first release was from a No. 4 fuel oil return line and the second from a No.2 fuel oil UST. UST I closure and initial response work was completed in cooperation with the Emergency Response Branch of the DEP. A Class A3 Response Action Outcome(RAO) statement concluding a i L2001-543 44 1 "level of no significant risk"was achieved for the release area and received by DEP and approved in April 1999. With the apparent reported success of removal actions at this site and the location of this site cross-gradient from the subject site, this site is unlikely to have an impact on the subject site. 4.L3 EPA File Review On October 5, 2001, TRC completed a review of available files at the EPA. The information from TRC's file review is summarized below. EPA records contained a Removal Action Administrative Record File prepared.by Roy F. Weston, Inc. provided in Appendix C and summarized in Section 4.1.2 of this report. Additional information on the subject site was not available for public review. 4.2 Local Records TRC contacted Inspector Frank Preczewski, Jr. of the Salem Fire Prevention Bureau for files pertaining to underground storage tanks (USTs) located on or nearby the site. Fire Department records indicate that there are 2 UST's registered on site. The first UST is a 20,000 gallon steel tank used for fuel oil. The second UST is a 9,800 gallon steel tank of unknown contents. There was no additional information available regarding condition of tanks or removal actions. L2001-543 4-5 5.0 FINDINGS TRC determined the following based on available information for the Former Flynntan site: • The site currently consists of four separate vacant buildings,three of which are fenced in with locking gates and the fourth securely locked. The buildings are described as a main building, a storage building, a 4-car garage, and a single-car garage. The main entrance to the site is located on Boston Street. Parking areas and secondary entrances are located to the northwest, southeast and the northeast areas of the site. Behind the parking area,to the northwest of the main building, is the location of a former building on site. This area was regraded and revegetated. Fill of unknown origin and nature appears to have been used over the footprint of the former building.on site. • TRC observed two areas of surficial, dark stained soil. One on the southwestern corner of the former site building and the other on the northwestern corner of the storage building annex (see Figure 2). An EPA pollution report also stated that at the time of their removal project in 1998, a small portion of chromium-contaminated soil(approximately 60 cubic feet)was kept on site. The stained soil found on site by TRC personnel may be related to the contaminated soil left on site by the EPA and poses a potential source area. • The four-car garage consists of an exposed ground surface. Due to limited lighting in this area, it was not possible to fully assess the condition of the ground surface. Contents in this area consisted of an empty drum and other automotive parts. Further evaluation of the ground surface is required in order to assess potential soil contamination. • Historical records for the site indicate the site was previously used for industrial purposes for approximately 100 years (1890's to 1990's, approximately). Previous site occupants included a shoe manufacturing facility(1890's), a variety store(1920), a beauty salon(1920), and leather manufacturers (1922 to 1988). According to available historic maps,the entire site was developed with these former industrial facilities. Due to historic, on-site industrial and manufacturing activities, the entire site is considered a potential source-area. • Available state and Federal regulatory records state that there are two large UST's registered on site. No records were found referring to the condition or removal of these structures. In addition, there are five additional underground structures on site,two potential underground structures, and two potential aboveground storage tanks. These are all considered potential source areas and require further evaluation. • There is a substantial amount of wood, glass, and metal debris present on site including a large pile of light ballasts. The debris may be a potential environmental issue on site.
